    VIS-Volontariato Internazionale per lo Sviluppo
    SINCE Programme “Stemming Irregular Migration in Northern and Central Ethiopia”, is one of the different initiatives financed under the European Union Emergency Trust Fund for Africa (EU Trust Fund), Addressing the Root Causes of Irregular Migration and Displacement in Africa. SINCE Programme is managed by the Embassy of Italy, in joint cooperation with the Italian Agency for Development Cooperation (AICS).     The Overall Objective of SINCE is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women. The Specific Objective is to establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in the most migration prone regions of Ethiopia (Addis Ababa, Amhara, Oromia, SNNPR and Tigray) by strengthening the capacities of local vocational training providers (TVET) and promoting public private partnerships (PPPs) in strategic economic clusters.   To shape SINCE actions, an Inception Phase was carried out through the technical assistance of the United Nations Industrial Development Organization (UNIDO) in joint cooperation with the International Labour Organization (ILO) between August 2016 &March 2017. The aim was to gain a better understanding on migration dynamics, particularly the root causes of migration and their nexus with the lack of decent livelihood and employment opportunities in the targeted areas. The Inception Phase focused on “Woredas” within four Regional States (Amhara, Oromia, SNNPR and Tigray), as well as Sub-cities of Addis Ababa City Administration, showing a high incidence of irregular migration and some major migration trends in the target areas.   A Call for Proposals was launched by the Embassy of Italy in July 2017, divided per geographic lots and with the goal to propel the most promising industrial sectors with the highest production potentials in the areas: Leather, Metal working, Construction, Textile, & Agri-business. As a result, VIS won the Tigray Lot 5: ·         Tigray Region (Woredas: AtsbiWumberta, Wukro, Mekelle, RayaAlamata): Volontariato Internazionale per lo Sviluppo (VIS) as Lead Applicant and Comitato Internazionale per lo Sviluppo dei Popoli (CISP), Oxfam GB, Ethiopian Catholic Church – Social and Development Commission/Coordination Office of Adigrat ECC SDCO Ad, Relief Society of Tigray (REST), Mesfin Industrial Engineering PLC, Polytechnic Mekelle as Consortium Members.  Objectives of the consultancy on WORK BASED LEARNING SCHEMES in ETHIOPIA The consultancy includes three interrelated products : a)     a "diagnosis " of the legislative framework and on the practical application of work based learning schemes / dual education in Ethiopia.  The consultancy should provide a comprehensive background on the current legislation on the work based learning schemes/dual education in Ethiopia, including a revision of the labour law and the practical application – meaning that the study should provide practical examples of the implementation of work based learning schemes if existing. Moreover, the study should revise the most relevant existing documents on work based learning schemes and its application in African countries, providing evidence based examples on its practical application in other African countries rather than Ethiopia, detailing information on, at least: description of the programs (general description of the work based scheme applied; link  with any formal qualification or diploma; interaction with formal TVET; salary, fiscal incentives and benefits for the market actors, if any; description of the CV and of its learning outcomes; profiles of the beneficiaries); organizational aspects of the work based learning programs (Roles, responsibilities and interaction of parties involved; structure of VET Programmes/curricula, time duration and learning environments; balance of on- and off-the-job training; learning contracts, if any; follow up, examination and evaluation procedures); didactical aspects of the work based learning programs (pedagogical and didactical material developed; process of definition of competences and learning outcomes;  learning and assessment methods; coaching methods; assessment types and criteria; profiles, competences and capacity building, if any, of the human resources involved); description of the effectiveness, efficiency, effective participation and impact of the programs realized.   b)    a set of tools for the implementation of work based learning schemes in the framework of VIS SINCE project in Tigray. One of VIS SINCE activities in Tigray will be the provision of employment package through a private public partnership fostered between TVET providers and companies. To this extent, the consultancy should provide consistent tools such as MOU format, including at least: the description of the program in term of learning outcomes, the modality and roles to assess their achievement; human resources specifically assigned by the TVET/business actor to the action and their figurative costs; framework of shared governance dealing with the planning, implementation, follow up, evaluation and impact assessment of each program, including, roles, tasks and responsibilities in charge to each human resource of the private public partnership; quality standards to be met and quality assurance mechanisms; terms and conditions to receive and benefit from the employment voucher. The MOU or other tools suggested by the consultancy should provide the legal based to perform the employment voucher between the TVET providers and the companies.   c)      An evidence based paper on the active employment measures (employment package) and of the school to work transition schemes piloted in the framework of VIS SINCE project in Tigray. At the end of VIS SINCE Project, the consultancy should collect data (through the already existing base line) and produce an evidence based paper (including recommendation to key policy key actors) to assess the effectiveness of the work based learning schemes performed, the efficiency and sustainability of the measures introduced, the effective level of participation and involvement achieved, the impact produced in terms of increased employability, openness and equity of the system, potential replicability of the active labour measures proposed, in order to duplicate them in other region.       In conducting the consultancy, the research team will have the following uses in mind: Provide clear guidance and recommendations on ways to implement innovative job employment package co-funded through voucher combining different accompanying and school to work measures, if necessary; Through the process of research and involvement in data collection, provide project staff with an in-depth understanding of the work based learning schemes and measures; The findings of the consultancy will also be disseminated to key actors.   Stakeholders involved The consutlancy should be conducted in the above mentioned location, considering and visiting all the above mentioned co-applicants. Moreover, we strongly suggest that the study will consider at least the following stakeholders as well: Bureau of Finance and Economic Development (BoFed) Bureau of Labour and Social Affairs (BoLSA) The Public Employment services (PES) Bureau of Technical Vocational and Education Training Tigray Chamber of Commerce and Wukro Chamber of Commerce ILO       Methodology and Responsibilities The consultancy study shall be conducted by a Consultant/Consulting Firm, under the supervision of the Lead Applicant VIS and the Consortium Members, in collaboration and coordination with the Embassy of Italy. The Consultant/Consulting Firm is expected to come up with a detailed methodology for conducting the study, taking into consideration the local context. The Consultant/Consulting Firm, shall develop appropriate tools and propose an appropriate sampling methodology and size that will be discussed and approved, before the commencement of the study, by VIS. The consultancy should employ both quantitative and qualitative methods, collecting data from different sources and using different methods (triangulation).   To the following methodological suggestions and stages should be given due consideration while designing the research methodology. The main tasks are under the responsibility of Consultant/Consulting Firm, unless otherwise stated: ·         Secondary data review should comprise, at least, the following documents SINCE Project documents including LF and Monitoring Plan; the draft M&E Handbook, guidelines to the call for proposal, the Joint Inception Report (JIPR), the detailed value chain assessment produced by UNIDO, other literature, documents and studies from government departments and other entities; ·         Secondary data review should comprise at least the following documents: Ethiopian labour law on work based learning schemes and apprenticeship, ILO, UE; ·         Primary data review on the current application of work based learning schemes if existing To be available for meetings with Lead Applicants, Consortium Members, Embassy of Italy, ILO, UNIDO as well as other Consultant/Consulting Firm contracted for SINCE Projects in other Regions and to be ready to share the methodology and results.     Ownership and Disclosure of Data /Information All documents, project designs, drawings , data and information shall be treated as confidential and shall not without the written approval of VIS be made available to any third party. In addition, the consultant (s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of VIS be made available to any third party. The utilization of the report is solely at the decision and discretion of VIS. All the documents containing both raw data materials provided by VIS and final report both soft and hard copies are to be returned to VIS upon completion of assignment. Good nutrition in the first 1,000 days, from conception to two years of age, is critical to enable all children to lead healthier and more productive lives. A&T is scaling up improved infant and young child feeding (IYCF) and maternal nutrition through large-scale programs in several countries in Africa and Asia through strategic technical support and the dissemination of innovations, tools, and lessons worldwide. Alive & Thrive Ethiopia 3.0 is a five-year investment funded by the Bill & Melinda Gates Foundation (BMGF) to strengthen the institutional and human capacities required to achieve the Government of Ethiopia’s (GOE) ambitions for nutrition. Since 2009, A&T is working in Ethiopia within the context of the National Nutrition Program (NNP) and the National Nutrition-Sensitive Agriculture Strategy (NNSAS) to promote maternal, adolescent, infant and young child nutrition (MAIYCN) across multiple sectors at the federal, regional, woreda, and community levels. The A&T Ethiopia 3.0 investment will build upon successes and lessons learned from previous IYCF efforts to significantly improve MAIYCN practices. In this new grant, A&T will provide greater analytical, technical, and systems-building support to bolster the capacity of federal and regional authorities to develop, deliver, monitor, and evaluate quality MAIYCN services. A&T Ethiopia 3.0 will work in partnership with the GOE and others to achieve the following three outcomes: 1) Sustained capacity at national level and among regional health bureaus to support woredas in planning, budgeting, implementing and using data to achieve MAIYCN targets in the NNP II; 2) Sustained capacity at national level and among regional agriculture bureaus to improve women’s and children’s dietary diversity, and access to safe, affordable and nutritious foods; and 3) Knowledge and learning generated and tools and lessons learned disseminated in priority technical areas for improved MAIYCN at scale.Alive & Thrive is funded by the Bill & Melinda Gates Foundation and the governments of Canada and Ireland. Implement recruitment policies and procedures; develop and recommend new forms, tests, systems and procedures to facilitate and improve recruitment process exploring the market’s best practices in this field; Provide recruitment updates to hiring managers periodically on the status of staffing requests.Ensure that announcements are followed up, properly handled and short listing made on time in consultation with the hiring managers.Coach Managers and supervisors on effective interviewing and selection techniques as needed to ensure sound hiring decisions are made. Conduct reference checking/staff vetting and final negotiations for open positions in his/her portfolio.Send out regret letter to unsuccessful candidates in a given recruitment processAdvises managers in the different subsidiaries on the best recruitment and selection practices, establishing healthy working relationships with the department heads of different business units to manage the sourcing processes Jointly with the recruitment panel, recommends suitable candidates and agrees on the hiring process with the HR team. Good nutrition in the first 1,000 days, from conception to two years of age, is critical to enable all children to lead healthier and more productive lives. A&T is scaling up improved infant and young child feeding (IYCF) and maternal nutrition through large-scale programs in several countries in Africa and Asia through strategic technical support and the dissemination of innovations, tools, and lessons worldwide. Alive & Thrive Ethiopia 3.0 is a five-year investment funded by the Bill & Melinda Gates Foundation (BMGF) to strengthen the institutional and human capacities required to achieve the Government of Ethiopia’s (GOE) ambitions for nutrition. Since 2009, A&T is working in Ethiopia within the context of the National Nutrition Program (NNP) and the National Nutrition-Sensitive Agriculture Strategy (NNSAS) to promote maternal, adolescent, infant and young child nutrition (MAIYCN) across multiple sectors at the federal, regional, woreda, and community levels. The A&T Ethiopia 3.0 investment will build upon successes and lessons learned from previous IYCF efforts to significantly improve MAIYCN practices. In this new grant, A&T will provide greater analytical, technical, and systems-building support to bolster the capacity of federal and regional authorities to develop, deliver, monitor, and evaluate quality MAIYCN services. A&T Ethiopia 3.0 will work in partnership with the GOE and others to achieve the following three outcomes: 1) Sustained capacity at national level and among regional health bureaus to support woredas in planning, budgeting, implementing and using data to achieve MAIYCN targets in the NNP II; 2) Sustained capacity at national level and among regional agriculture bureaus to improve women’s and children’s dietary diversity, and access to safe, affordable and nutritious foods; and 3) Knowledge and learning generated and tools and lessons learned disseminated in priority technical areas for improved MAIYCN at scale.
