Strengthening Ethiopia’s Urban Health Program (SEUHP) Immediate Vacancy Announcement – Regional Monitoring and Evaluation Advisor for Tigray regional office Strengthening of Ethiopia’s Urban Health Program (SEUHP) is a USAID funded five years Program implemented by John Snow, Inc (JSI). The goal of SEUHP is to improve the health status of Ethiopia’s urban population by reducing HIV/TB-related and maternal, neonatal and child morbidity and mortality and the incidence of communicable/non-communicable diseases (NCDs). The objective of the Program is to strengthen the government of Ethiopia’s Urban Health Extension Program (UHEP) and urban health by improving the quality, use and management of community-level urban health and related services.JSI/ (SEUHP) is seeking to hire a highly qualified Regional Monitoring and Evaluation Advisor for its Tigray regional office The position holder will be based in based in Mekele and travel within the region as needed.Duration of the contract: 6 month with possibility of extension Roles and Responsibilities: Reporting directly to the Regional Manger, the Regional Monitoring and Evaluation Advisor, is responsible for developing, and monitoring the regional SEUHP program performance monitoring and evaluation plan, planning and execution of M&E activities ensure data quality, maintain data storage and data security systems, tracking and reporting regional program performance. The Regional M&E Advisor will work closely with Regional Manager and Monitoring, Evaluation and Research Unit at the central office in developing the monitoring, evaluation and reporting plan, conducting supportive supervision and undertaking data quality assessments.Specific Responsibilities: Develop the regional monitoring, evaluation and reporting plan (MERP) and annual regional performance monitoring plan (PMP); Monitor the progress of the regional planned activities towards the desired goal of the program; Ensure accurate and timely collection of data, analysis and reporting based on the requirements; Manage/ maintain the regional electronic data management systems; ensure the regional data base are updated, data are entered and analyzed timely in order to inform programmatic decision and to track progress; Conduct supportive supervision to SEUHP partners, Urban Health Extension professionals (UHE-ps) and supervisors in collaboration with regional technical teams; Support the regional technical team in annual, bi-annual and quarterly work plan development; Conduct routine data quality assessments at all levels in each respective region in order to crosscheck the consistency, accuracy, completeness and validity of data reported and archived; Document best practices including success stories and lesson learned; Identify and provide ongoing capacity building and M&E support to partners and government UHEP technical staff; Provide trainings to SEUHP regional program staff, partners, and Urban Health Extension professionals (UHE-ps) on data collection, record keeping, data quality, and reporting and provide coaching and mentoring on M&E requirements; Support the central office Monitoring, Evaluation and Research Unit in the development of tools such as the monitoring and evaluation guide, supportive supervision checklist, data quality assessment tools, etc.; Facilitate and coordinate baseline surveys, operational researches, and assessments in the region; Adapt and implement tools and techniques to improve the quality and use of data for decision making at the community level such as community based information for action (CBIA); Review annual, bi-annual and quarterly progress program reports; Spot check regional trainings for quality; Work closely with the operations team to link the work plan to the budget and track expenditures according to PEPFAR indicators; and Carry out other duties assigned by the Regional Manager.
