    Overall responsibilities of Position:
    The Program Operations Officer will be in charge for assessing, monitoring and supervision of the rehabilitation works of the Health facilities in the project areas and will be responsible for procurement and logistic activities related to project implementation.
     
    Specific Responsibilities:

    Conduct regular assessment targeting HC infrastructure status.
    Evaluate with the project team the selection of Consultants, Contractors, Suppliers etc. based on the pre defied procedure of the Organization.
    Monitoring and supervision of all activities related to construction and furnishing of health infrastructures proposed within the Project
    Monitoring and supervision of all activities related to rehabilitation work and provision of safe water in the health centers under the program catchment area.
    Monitoring and supervision of all activities related to installation of solar panel system and others  in the health facilities under the program catchment area 
    Manage the procurement of equipment, medical supplies, drugs and standard furniture for Health facilities identified by local health  Authorities and the project manager
    Procurement of all kind of goods needed for the implementation of the program
     Follow up the periodical maintenance of vehicles and equipment under the property of CUAMM projects
    Support the Program Manager in the management of operational and logistic issues arising during implementation of the program.
    Any additional  assignment, according to the position, given by the Program Manager or Country Manager


     
    Job Requirements

    Required Education & Experience: Degree in Civil Engineer, with a minimum of five years field experience in building construction and water supply .  
    Required Competencies:

    Fluent in speaking English and Amharic
    Previous experience in procurement/logistic
    Monitoring ,Supervision and Evaluation skills
    Excellent organizational skills and multi-tasking ability.
    Computer skills, including Microsoft Office 2010, Excel, PowerPoint.

    The primary goal of project is to support strengthened national routine immunization program through advocacy and communication, increased demand for vaccines, improved vaccination coverage, optimized vaccine impact, support new vaccine introduction, support data management, support supply chain management and improved equity of access to immunization services to reduce illnesses and deaths from vaccine-preventable diseases.
    PATH seeks to recruit an Immunization SBCC Advisor for the vaccine project to be carried out in Afar, Somali and also at Federal level with Ministry of Health. The Immunization SBCC Advisor will work as part of the GAVI TCA Team, and will provide technical advice in the design, monitoring and evaluation of Immunization SBC activities, provide technical assistance to national and sub-national immunization program through collaborating with immunization communication working groups. TCA is funded by Gavi, the Vaccine Alliance. The Advisor will work under the guidance and supervision of Gavi TCA responsible program manager and will be based in Addis Ababa, Ethiopia. 
     
    Specific duties and responsibilities:
    National and sub-national SBCC Support

    Provide technical advice on immunization-related SBCC for GAVI TCA related activities and build capacity of staffs and partners to roll-out the agreed interventions.
    Regularly provide technical advice to EPI in the implementation and evaluation of SBCC activities through participating on national immunization communication working group and deliver given assignments.
    Lead the design, development and production of effective immunization related communication tools and media messages and facilitating the distribution and broadcasting of communication materials and media messages.
    Provide technical advice and support to EPI, facilitating cross-regional learning related to immunization social and behavior change communication programming.
    Participate in developing protocol for KAP surveys, coordinate the implementation and promoting innovation in behavioral interventions and communication based on the results.
    In collaboration with M&E advisor, analyze and synthesize lessons and results to improve the overall approach for behavior and social norms changes.
    Support regional health bureaus in developing and evaluating EPI program related SBCC initiatives and build regional capacities.
    Collaborate with strategic communications experts especially within the EPI at federal and regional level.
    Collaborate in the monitoring of SBC activity performance as requested, including field-based visits to regions.
    Contribute in drafting the quarterly reports and communication materials like blogs due to GAVI.
    Lead the preparation of SIAs communication materials and support SIAs implementation.
    Work with the Strategic immunization and other Communications platforms within PATH.
    Lead the preparation of technical communication materials related to immunization. 

     Demand Generation through engaging social mobilization committees:

    Assist the regional team in conducting advocacy workshop (on the importance of immunization and communication strategies in immunization) for the leaders in the newer districts, including the Regional social mobilization committees and prepare reports.
    Facilitate and participate in some of the activities conducted by social mobilization committees’ members in the field (market places, mosques, schools, wedding ceremonies, women forum, party forum …) and prepare reports.
    Assist the regional team in facilitating orientation workshops to the newer sites social mobilization committee members and prepare reports.
    Assist the regional team (Afar and Somali) in planning, implementation and monitoring of the initiative activities.
    Do contextual analysis of the newer districts at both regions (Afar and Somali) and prepare reports.
    Assist the regional teams in facilitating quarterly review meetings to the project sites and prepare detailed reports.
    Lead baseline assessment visits to the newer sites and prepare assessment reports.
    Support the monitoring of social mobilization committee activities in both regions.

     

     
    Job Requirements


    Master’s degree or higher in public health communications, and or other relevant behavioral/social science field.
    Minimum ten (10) years’ experience in public health programming, policy or research, with at least five (5) years’ experience in the area of immunization and maternal/child health programs.
    Experience managing a comprehensive strategic behavior change program, including communications to advance an organization’s mission and goals required.
    Formal training in and demonstrated understanding of theories and frameworks relating to individual behavior change and broader social responses, the evidence base for social and behavioral/communications interventions and best practices and familiarity with the current SBC literature is preferred.
    Hands-on experience designing, planning, implementing and evaluating behavioral interventions and/or communication campaigns is highly desirable.
    Proven ability to create and maintain effective working relationships with government, partners, donors and international organizations at various levels.
    Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment.
    Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.
    Experience developing various web/print/social media or organizing events desired.
    Substantial experience in social and behavior change programming required.
    Excellent analytical, written and oral communication skills.
    Ability to travel to regions, estimated to be about 40%.

Regularly provide technical advice to EPI in the implementation and evaluation of SBCC activities through participating on national immunization communication working group and deliver given assignments. Lead the design, development and production of effective immunization related communication tools and media messages and facilitating the distribution and broadcasting of communication materials and media messages. Provide technical advice and support to EPI, facilitating cross-regional learning related to immunization social and behavior change communication programming. Participate in developing protocol for KAP surveys, coordinate the implementation and promoting innovation in behavioral interventions and communication based on the results. In collaboration with M&E advisor, analyze and synthesize lessons and results to improve the overall approach for behavior and social norms changes. Support regional health bureaus in developing and evaluating EPI program related SBCC initiatives and build regional capacities. Collaborate with strategic communications experts especially within the EPI at federal and regional level. Collaborate in the monitoring of SBC activity performance as requested, including field-based visits to regions. Contribute in drafting the quarterly reports and communication materials like blogs due to GAVI. Lead the preparation of SIAs communication materials and support SIAs implementation. Work with the Strategic immunization and other Communications platforms within PATH. Lead the preparation of technical communication materials related to immunization.   Demand Generation through engaging social mobilization committees: Assist the regional team in conducting advocacy workshop (on the importance of immunization and communication strategies in immunization) for the leaders in the newer districts, including the Regional social mobilization committees and prepare reports. Facilitate and participate in some of the activities conducted by social mobilization committees’ members in the field (market places, mosques, schools, wedding ceremonies, women forum, party forum …) and prepare reports. Assist the regional team in facilitating orientation workshops to the newer sites social mobilization committee members and prepare reports. Assist the regional team (Afar and Somali) in planning, implementation and monitoring of the initiative activities. Do contextual analysis of the newer districts at both regions (Afar and Somali) and prepare reports. Assist the regional teams in facilitating quarterly review meetings to the project sites and prepare detailed reports. Lead baseline assessment visits to the newer sites and prepare assessment reports. Support the monitoring of social mobilization committee activities in both regions.     Job Requirements Master’s degree or higher in public health communications, and or other relevant behavioral/social science field. Minimum ten (10) years’ experience in public health programming, policy or research, with at least five (5) years’ experience in the area of immunization and maternal/child health programs. Experience managing a comprehensive strategic behavior change program, including communications to advance an organization’s mission and goals required. Formal training in and demonstrated understanding of theories and frameworks relating to individual behavior change and broader social responses, the evidence base for social and behavioral/communications interventions and best practices and familiarity with the current SBC literature is preferred. Hands-on experience designing, planning, implementing and evaluating behavioral interventions and/or communication campaigns is highly desirable. Proven ability to create and maintain effective working relationships with government, partners, donors and international organizations at various levels. Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment. Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams. Experience developing various web/print/social media or organizing events desired. Substantial experience in social and behavior change programming required. Excellent analytical, written and oral communication skills.     Duties and Responsibilities
    The incumbent of this post has the main responsibility for the:
    ·         Co-management of the component Advisory to EWCA together with the international expert

    Tasks
    Co-management of the component Advisory to EWCA means:
    ·         To be aware of what is being done at the international level in relation to conservation (and especially at the level of the Horn of Africa)
    ·         To follow the activities of EWCA and other conservation authorities in the region of the Horn of Africa
    ·         To support EWCA in the development and the implementation of institutional development processes (organisational development, institutional set up, etc.)
    Technical support to the Technical advisor means
    ·         To follow up strategic and technical planning of the programme and EWCA
    ·         To make sure that all stakeholders understand the activities supported by BFP;
    ·         To ensure the proper implementation of the Operational Plans of the programme at the component’s level;
    ·         To participate in the analysis of funding requests from the partners
    Quality for the services delivered to the partner means for the work:
    ·         To ensure the strategic development of the component
    ·         To be always up to date for all kind of contents to deliver advisory on top quality
    ·         To propose budgets depending on the procedures GIZ rules and;
    Supervise and steer at any time experts and projects paid by the component
    ·         To ensure that all kind of consultants working within the programme for the component follow the rules and regulations and deliver services on a high quality level
    ·         To follow the thematic supervision and the technical monitoring
    The synergy and cooperation with other component means:
    ·         To be in regular contact with the heads of the other components and with field staff
    ·         To ensure that these exchanges are promoted like in a programme internal network
    The technical supervision means:
    ·         To cooperate in all kind of planning activities of the programme
    ·         To support partner coordination within EWCA
    ·         To implement the PO and any other kind of plan of the Programme
    Other responsibilities
    ·         To stick to the rules and regulations of GIZ.
    ·         To be actively involved in transversal tasks (gender, HIV AIDS, etc.)
    ·         To assume all other assigned tasks of the superior

     
    Job Requirements

    Qualifications required
    ·      Master degree in ecology, nature conservation, natural resource management or related subject;
    ·      Experienced in policies likeCBD, CITES, Climate Change and all kind of attenuation, , etc.
    ·      Minimum of 5 years professional experience in the sector of nature conservation, park management and related topics and in international organisations
    ·      Good mastering of the English language and at least two Ethiopian languages
