Relief and Development for Vulnerable- RDV
Relief and Development for Vulnerable (RDV) is a non-governmental, non-profit making, non-political and non-religious Civil Society Organization (CSO), initiated by multidisciplinary pastoral background youth, committed to contribute to living condition of marginalized, vulnerable and fragile part of pastoral community. RDV is registered under the Ethiopian civil society charity organization number 11/10/2016. RDV mission is to ensure that pastoral communities have sustainable livelihood, access to basic services, healthy and prosperous pastoral and agro pastoral societies in Somali region through provision of basic service, income generation and social empowerment, for all vulnerable groups (particularly women, children and disabled) living in the Somali Region of Ethiopia. Somali region is highly vulnerable to climatic shocks and is one of the most drought-prone regions of Ethiopia, and the severe drought that began in late 2020 has continued into 2023 with the passing of five poor to failed rainy seasons. As per the recent Food Security Monitoring System (FSMS) assessment, an estimated 2.2 million people are targeted for humanitarian response in drought-affected areas (composed of severely food insecure and moderately food insecure people depending on food assistance as the main food source. RDV has received funding from World Food Program and will implement a project named provision of life-saving general food and cash assistance to food insecure population and internally displaced persons in the Somali region to meet their basic food needs in cluster two target woredas namely East-Emay, Dhanan, Adadle, Abakorow, Gode, Kalafo, Mustahil, Fefer, Berano, Elele, Elwayne, Horashagah, Elkari, Hargelle, West-emay, Raaso, Gorabaqasa, Guradhamole, Lagahida and Salahad. Job Purpose: - The Logistics Officer is overall responsible for providing the supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing fleet concerns. KEY AREAS OF ACCOUNTABILITY: Project Delivery ü Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and RDV standards; ü Support or manage logistics operational activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries; ü Collect and analyses data through research and networking with colleagues to recommend actions to senior staff to improve performance of local logistics operations; ü Contribute to consolidation and preparation of operational pipeline planning, and to the management of operational aspects of the supply chain.; ü Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders; ü Support the capacity building of RDV staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials); ü Identify and build productive relationships with program colleagues and staff within the area of assignment to support an integrated approach to food assistance; ü Follow emergency logistics preparedness practices, participate in preparation of Logistics Capacity Assessment (LCA), to ensure the Logistics Cluster is able to quickly respond and deploy needed resources to FDP. ü Ensures proper documentation of all Supply Chain processes. ü Responsible for submission of the Supply Chain KPI Report to the executive director. ü Issues assets to staff and tracks assets assigned to staff through the Asset Register. ü Oversees fleet concerns that includes the daily movement of the program and support staff, mobilization of program supplies for distribution and submission of the monthly Fleet Analysis. ü Responsible for tracking, receiving, and stocking all items ordered ü Ensure materials are appropriately stored ü Responsible for keeping track of all supplies received and dispatched through the Warehouse Tracker and for keeping documentation for these movements intact, including acknowledgement from beneficiaries for distributed foods. ü Assist and accommodate the implementation team in all of the administrative and logistics support needed. Monitoring and Evaluation ü Finalize reports on the status of the available and distributed foods including Institutional Learning ü Contribute to organizational learning and enhanced capacity in planned intervention and activities by providing feedback to the team on things and areas that are to be improved ü Outlines recommendations for key issues that arise during the project implementation Security and Safety ü Contribute to the running monitor of the prevailing security conditions by gathering securityrelated information. ü Assist in ensuring that the necessary measures are in place to ensure security, safety, health, and well-being RDV staff, and other visitors; and that security standards and procedures are strictly adhered toSupport partnering efforts and opportunities with the Local Government Units, other government line agencies and structures, NGOs, WFP and other stakeholders through consultation, information sharing when necessary.
