Relief and Development for Vulnerable- RDV
Relief and Development for Vulnerable (RDV) is a non-governmental, non-profit making, non-political and non-religious Civil Society Organization (CSO), initiated by multidisciplinary pastoral background youth, committed to contribute to living condition of marginalized, vulnerable and fragile part of pastoral community.  RDV is registered under the Ethiopian civil society charity organization number 11/10/2016. RDV mission is to ensure that pastoral communities have sustainable livelihood, access to basic services, healthy and prosperous pastoral and agro pastoral societies in Somali region through provision of basic service, income generation and social empowerment, for all vulnerable groups (particularly women, children and disabled) living in the Somali Region of Ethiopia. Somali region is highly vulnerable to climatic shocks and is one of the most drought-prone regions of Ethiopia, and the severe drought that began in late 2020 has continued into 2023 with the passing of five poor to failed rainy seasons. As per the recent Food Security Monitoring System (FSMS) assessment, an estimated 2.2 million people are targeted for humanitarian response in drought-affected areas (composed of severely food insecure and moderately food insecure people depending on food assistance as the main food source. RDV has received funding from World Food Program and will implement a project named provision of life-saving general food and cash assistance to food insecure population and internally displaced persons in the Somali region to meet their basic food needs in cluster two target woredas namely East-Emay, Dhanan, Adadle,  Abakorow, Gode, Kalafo, Mustahil, Fefer, Berano, Elele, Elwayne,  Horashagah, Elkari, Hargelle, West-emay,  Raaso,  Gorabaqasa, Guradhamole, Lagahida and Salahad. Job Purpose: - Under close supervision of Field Manager, the MEAL Officer will execute MEAL system in all program interventions in designated area. He/she will ensure Smooth functioning of MEAL system in all project operation areas. He/she will Make sure the complaint & feedback mechanisms are well functional in the designated area. Roles and responsibilities ü  Facilitate design of “SMART” objectives, logic models, monitoring frameworks and evaluation plans ü  Ensure the alignment of M&E activities with program goals ü  Contribute to the development of MEAL plans to identify project targets and ensure inclusion of M&E activities ü  Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions ü  Ensure adherence to specific monitoring and reporting requirements ü  Analyze data for accuracy, flag validation or quality issues, and contribute to organizational MEAL system. ü  Generate indicator reports for tracking progress against key indicators as needed ü  Create and integrate graphics in reports and information products to help visualize data in a meaningful way ü  Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism ü  Conduct post distribution monitoring and generate quality reports  ü  Coordinate responses to requests for information ü  Contribute to developing and reporting of project reviews, assessments, surveys, and other analytic or evaluation processes and products ü  Provide technical leadership and support to project and MEAL manager in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting; provide training as needed ü  Perform other duties as assigned Reporting ü  Produce and share weekly, monthly, quarterly, yearly compiledMEAL report to the MEALManager and program team through proper channel. ü  Ensure that all the data related to MEAL action Plan tracker & CFM database are recorded and updated in a timely manner through MEAL Assistant. ü  Coordinate closely with all RDV staffs and report with updated complaints registered, their resolution process, Action plan tracker & other MEAL related issues. ü  Assist to MEAL manager to generate quality MEAL report. ü  Carry out dual responsibility in case of emergency as per organizational requirement. ü  Any other tasks given by line manager Accountability ü  Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of MEAL Assistant. ü  Ensure the Complaint Feedback Mechanism (CFM) are functional and accessible to beneficiaries. ü  Develop regular trend analysis of complaints at organizational level and share it with program team as per protocols. ü  To assist MEAL manager in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per RDV protocol. ü  Make sure that the action agreed plans and CFM action plans are followed in timely manner or not by program team. ü  On quality and accountability issues, share all information (monitoring reports, CFM databases, preliminary verification reports, case studies etc) ü  Share MEAL findings & CFM issues in each weekly and monthly meeting as defined in the protocol. ü  Ensure that the CFM guideline is being followed by all staffs within RDV.
