    Brief information on the project
    The German Government is supporting Kenyan government to host the Africa Climate Summit and to deliver post summit related activities including branding Kenyan pavilion at COP28 to disseminate the outcome of ACS23. The Summit brought together leadership from African governments, development partners, intergovernmental organisations, private sector, women, youth, children's groups, research institutions, Think-Tanks and Civil Society Organisations (CSOs) to design and catalyze actions and solutions for climate change in Africa.
    This inaugural Summit provided a platform to deliberate on the nexus of climate change, Africa’s development reality, and the need to push for increased investment in climate action globally and specifically in Africa. The Summit presents a bold and ambitious new African vision for a green economic transformation that optimises the continent’s abundant human and natural resources and integrates enhanced climate adaptation and mitigation outcomes. It is an opportunity to promote effective climate action that enhances livelihoods, accelerates growth and helps Africa avoid being locked out of international markets and lock-in emission intensive development.
    The Summit ensured Africa’s voice is elevated globally and integrated into existing international fora such as UNGA, G7/G20 processes, and UNFCCC (United Nations Framework Convention on Climate Change) COP28, among others.
    Context
    Kenya, in partnership with the African Union Commission (AUC), co-hosted the inaugural Africa Climate Summit (ACS) in Nairobi from 4th to 6th September 2023. The ACS was a landmark event that brought together distinguished leaders from Africa and beyond, development partners, intergovernmental organizations, the private sector, academia, civil society organizations, women, and youth. The summit delivered the Africa’s position on climate action documented in the Nairobi Declaration.
    The Government of Kenya through the Ministry of Environment, Climate Change and Forestry intends to demonstrate the outcome of the Africa Climate Summit at COP28 in the Kenya Pavilion.
    In order to amplify the outcome of ACS23, focusing on the Nairobi Declaration and commitments, GIZ seeks to engage a regional media company with presence across Africa, to conduct public sensitization and media advocacy on the Nairobi declaration and ACS announcements.
    Such reach-out activities were already successfully implemented in Kenia, therefore the GIZ office has good experiences with this format.
    Tasks to be performed by the contractor
    Workstream 1: Post ACS Townhalls
    Organize and conduct one (1) townhall in each of the following regions: West Africa, Southern Africa, East Africa (not Nairobi, as it was already covered before) and North Africa with a panel and audience;
    Identify and invite at least 4 quality panellists in each of the townhalls above
    Identify and invite at least 100 relevant audience to the above townhalls
    Broadcast and or record for later airing of the townhall on mainstream channels across Africa
    Develop promotional materials and promote each of the townhalls at least one week before they happen
    It is expected that the regional media house either has presence in the different regions, or subcontracts national/local media houses to organise the townhalls, if a presence in the region is not given.
    Workstream 2: In-studio panel discussions
    At least one in-studio discussion per month between July and December 2024
    Develop a pre-promo to promote the upcoming broadcasts
    Acquisition of panelists in collaboration with GIZ and partners
    Invitations and RSVP’s of the virtual audience, where necessary
    Broadcast the in-studio panel on mainstream channels
    Workstream 3: Campaign amplification
    In liaison with GIZ Kenia office, develop and circulate synthesized stories from ACS outcomes through multimedia platforms including social media, print, digital and television channels
    Liaise with GIZ to develop and publish opinion editorials on own channels
    Develop information materials including infographics, short videos and podcasts for digital and mainstream circulation
    Inception report

    In addition to the reports required by GIZ in accordance with the AVB, the contractor submits the following reports:
    Brief monthly progress reports
    Consolidated final report
    Certain milestones, as laid out in the table below, are to be achieved during the contract term:

    Concept
    In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.

    The tenderer is required to describe the key processes for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided.     Project management of the contractor (1.6)
    The tenderer is required to explain its approach for coordination with the GIZ project. In particular, the project management requirements specified in Chapter 2 (Tasks to be performed by the contractor) must be explained in detail (1.6.1).
    The tenderer is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the tender; the plan includes information on assignment dates (duration and expert months) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.

The Summit brought together leadership from African governments, development partners, intergovernmental organisations, private sector, women, youth, children's groups, research institutions, Think-Tanks and Civil Society Organisations (CSOs) to design and catalyze actions and solutions for climate change in Africa. This inaugural Summit provided a platform to deliberate on the nexus of climate change, Africa’s development reality, and the need to push for increased investment in climate action globally and specifically in Africa. The Summit presents a bold and ambitious new African vision for a green economic transformation that optimises the continent’s abundant human and natural resources and integrates enhanced climate adaptation and mitigation outcomes. It is an opportunity to promote effective climate action that enhances livelihoods, accelerates growth and helps Africa avoid being locked out of international markets and lock-in emission intensive development. The Summit ensured Africa’s voice is elevated globally and integrated into existing international fora such as UNGA, G7/G20 processes, and UNFCCC (United Nations Framework Convention on Climate Change) COP28, among others. Context Kenya, in partnership with the African Union Commission (AUC), co-hosted the inaugural Africa Climate Summit (ACS) in Nairobi from 4th to 6th September 2023. The ACS was a landmark event that brought together distinguished leaders from Africa and beyond, development partners, intergovernmental organizations, the private sector, academia, civil society organizations, women, and youth. The summit delivered the Africa’s position on climate action documented in the Nairobi Declaration. The Government of Kenya through the Ministry of Environment, Climate Change and Forestry intends to demonstrate the outcome of the Africa Climate Summit at COP28 in the Kenya Pavilion. In order to amplify the outcome of ACS23, focusing on the Nairobi Declaration and commitments, GIZ seeks to engage a regional media company with presence across Africa, to conduct public sensitization and media advocacy on the Nairobi declaration and ACS announcements. Such reach-out activities were already successfully implemented in Kenia, therefore the GIZ office has good experiences with this format. Tasks to be performed by the contractor Workstream 1: Post ACS Townhalls Organize and conduct one (1) townhall in each of the following regions: West Africa, Southern Africa, East Africa (not Nairobi, as it was already covered before) and North Africa with a panel and audience; Identify and invite at least 4 quality panellists in each of the townhalls above Identify and invite at least 100 relevant audience to the above townhalls Broadcast and or record for later airing of the townhall on mainstream channels across Africa Develop promotional materials and promote each of the townhalls at least one week before they happen It is expected that the regional media house either has presence in the different regions, or subcontracts national/local media houses to organise the townhalls, if a presence in the region is not given. Workstream 2: In-studio panel discussions At least one in-studio discussion per month between July and December 2024 Develop a pre-promo to promote the upcoming broadcasts Acquisition of panelists in collaboration with GIZ and partners Invitations and RSVP’s of the virtual audience, where necessary Broadcast the in-studio panel on mainstream channels Workstream 3: Campaign amplification In liaison with GIZ Kenia office, develop and circulate synthesized stories from ACS outcomes through multimedia platforms including social media, print, digital and television channels Liaise with GIZ to develop and publish opinion editorials on own channels Develop information materials including infographics, short videos and podcasts for digital and mainstream circulation Inception report In addition to the reports required by GIZ in accordance with the AVB, the contractor submits the following reports: Brief monthly progress reports Consolidated final report Certain milestones, as laid out in the table below, are to be achieved during the contract term: Milestones/process steps/partial services Deadline/place/person responsible Inception report One (1) week after signing contract Monthly reports By 30th of every month Consolidated final report January 2025 Period of assignment: from 8.7.2024 until 31.12.2024.     Aligned with its objectives and climate finance strategy, the AECF champions SMEs through diverse initiatives, spanning the distribution of solar home systems, off-grid solar systems, electric vehicles, biogas off-grid systems, clean cook stoves, agribusiness technologies and services, climate change adaptation finance and mitigation measures, as well as innovative financing instruments and grants.     The Request for Expression of Interest (EOI) seeks to establish a pool of experts specializing in climate finance, bankable project proposal development, carbon market development, and sustainability reporting. These experts will provide technical assistance to AECF and its investees/grants/partners seeking climate finance, aiding in the creation of viable project proposals in both mitigation and adaptation including cross cutting areas, exploring opportunities in carbon markets, and supporting sustainability reporting efforts. Their expertise will be instrumental in driving forward the development of climate-resilient projects and initiatives while ensuring transparency and accountability in sustainability practices.
    Work Assignment
    Invitations are extended to climate finance experts, including individuals, firms, or research centers, to submit an Expression of Interest (EOI) detailing their areas of expertise. We welcome submissions from those specializing in various aspects of climate finance, ranging from project development and bankable proposals to carbon market strategies and sustainability reporting. Your insights and capabilities are essential in advancing climate resilience and sustainability efforts.

    Carbon market domain: Provide technical assistance in carbon offset project development and management, carbon pricing mechanisms and policy analysis, carbon trading and market analysis, carbon footprint measurement and reduction strategies, carbon credit validation, verification and certification, carbon finance and investment advisory services, market research and policy advocacy and capacity building.

    Meaning “Ours” in Amharic, Yegna brings young people together to overcome life’s challenges and realize their ambitions. Our platform comprises a national TV drama, music, digital and social media channels, and club activities. All our content is research-driven and co-designed with our audience. Testing, tracking and learning are critical to our design process. We aim for our content to be authentic, relevant, relatable to our audiences, and as engaging as possible.
    The Scope
    Girl Effect Ethiopia is in the process of identifying Creative Content Creative Partners who will support and shape the production & growth of our content in Ethiopia over the next two years. To support our current and future programming at Girl Effect Ethiopia, we need to be agile in collaborating with multiple agencies that can use our expertise in social and behavior change communication as a springboard for creating compelling and engaging content for young audiences.
    Over the next two years, Girl Effect aims to generate innovative and scalable digital campaigns and conversations to support adolescent girls and young mothers during a period of unprecedented global upheaval.
    These campaigns will leverage and supplement the growing momentum and conversation around ‘vaccines’ in the wake of COVID-19 by engaging and empowering adolescent girls and young mothers with communication to tackle internal barriers to HPV vaccine confidence and myth resistance, and build them up to become enthusiastic adopters and ambassadors of HPV vaccine.

    Financial Proposal: Value for Money
    In deciding the final selection of the consultant, the technical quality of the proposal will be given a weighting of 75% based on the evaluation criteria.
