    YOUR MISSION:Mission 1. Strategy
    Contribute to the AVR pillar of HI’s StratOp for Ethiopia ;
    Lead the definition, monitoring and update of the AVR/LR sectoral strategy for HI Ethiopia and support its dissemination and implementation by the operational teams.
    Mission 2. Technical Support
    Ensures technical support to projects in line with the global technical frameworks and standards in LR ;
    Ensure the control & monitoring of the technical quality and the relevance of HI's activities in the programmes under AVR activities ;
    Contributes to the Technical Divisions professional channel animation ;
    Identify gaps in national LR policies and lead on technical assistance for policy change.
    Mission 3. Research, Analysis and Learning
    Conduct regular analysis of project data and external secondary data on LR needs and interventions in close collaboration with the CD, MEAL team and Project Managers ;
    Contribute to the development of research and innovation projects in Ethiopia, including KABP surveys, needs assessments and impact studies.
    Mission 4. Coordination and Representation
    Contribute to the external prestige and influence of HI’s expertise in the LR sector in Ethiopia and internationally ;
    Liaise with national mine action authorities and other line ministries and participate in different forums to advocate for policy change
    Co-chair the Mine Action Area of Responsibility in Shire – when required ;
    Regularly coordinate and share activities with HI Technical Referents at headquarters and at the same time ensure his (her) technical advice is implemented in the field.

    Ensure the development of major opportunities or new projects in the region under his sectorial scope.

From chatbots to chat shows and TV dramas to tech, our content helps adolescent girls in Africa and Asia make choices and changes in their lives. We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, and relationships, empowering girls with the skills to negotiate and redefine what they are told is possible “for a girl”.
    Our reach is 50 million and counting. And we’re using technology to reach girls at scale so every girl can choose to be in control of her body, her health, her learning and her livelihood.

    The Scope
    Girl Effect Ethiopia is in the process of identifying Creative Design Partners who will support and shape the design growth of our content brand in Ethiopia over the next two years to help educate and create awareness among women. To support our current and future programming at Girl Effect Ethiopia, we need to be agile in collaborating with multiple agencies that can use our expertise in social and behavior change communication as a springboard for creating compelling and engaging content for young audiences.
    Over the next the two years, Girl Effect aims to generate innovative and scalable digital campaigns and conversations to support adolescent girls and young mothers during a period of unprecedented global upheaval.
    These campaigns will leverage and supplement the growing momentum and conversation around ‘vaccines’ in the wake of COVID-19 by engaging and empowering adolescent girls and young mothers with communication to tackle internal barriers to HPV vaccine confidence and myth resistance, and build them up to become enthusiastic adopters and ambassadors of HPV vaccine.

    Project Overview 
    As part of the ACP-EU Culture Programme (Eastern Africa), Ignite Culture under HEVA Fund is supporting Tibeb Girls Innovation to launch commercial products for its target communities and demographics, while ensuring long-term sustainability. The Tibeb Family learning platform utilizes the existing Tibeb Girls animation series, newly developed e-learning content, and merchandising. The platform is designed to be available in three languages: Amharic, English, and French. Tibeb Girls aims to educate, engage, and empower young girls and boys aged 10-18 worldwide. 

    Role Description:
    The Monitoring and Evaluation Consultant will primarily focus on overseeing the monitoring and evaluate the Tibeb Family Learning platform effectiveness for global market. This willbe done facilitating user testing with selected families that are speaking the three languages. The role involves designing and implementing monitoring and evaluation frameworks, facilitating family discussion, conducting data collection and analysis, and providing regular reports to inform decision-making and project improvements.
     
    Key Responsibilities:
     
    User testing 

    Conduct A/B digital platform testing to optimize user experience, engagement, and performance metrics with standardized digital platform testing metrics and reporting. 
    Mobilize a user testing group to participate in standardized testing sessions for the Tibeb Girls web application.
    Facilitate user testing sessions in a controlled environment to ensure the achievement of desired outcomes and adherence to predefined metrics with selected three types of families that are predominantly speaking Amharic, English and French
    Conduct user testing sessions for the Tibeb Girls web application, focusing on evaluating interactivity, user interface, usability, accessibility, and overall user experience.
    Collect feedback and observations from user testing sessions to identify areas for improvement and inform iterative development of the web application.

    Develop Monitoring and Evaluation (M&E) Framework

    Oversee the collection of relevant data to track project progress and outcomes. Establish data collection tools and methodologies, ensuring accuracy, timeliness, and completeness of data.

     
    Data Analysis, Reporting, and Documentation

    Analyze collected data to assess project performance and evaluation report
    Generate a user testimonial  
    Prepare and disseminate M&E reports to project stakeholders, highlighting key findings, trends, and recommendations for improvement.

     
    Qualifications:
     

    Bachelor's or Master's degree in Monitoring and Evaluation, media and technology, Statistics, Social Sciences, International Development, or 10 years and more experience in related field.
    Proven experience in designing and implementing M&E frameworks for development projects, preferably in the cultural or creative sectors.
    Strong analytical skills with the ability to interpret complex data sets and draw actionable insights.
    Proficiency in data management and analysis software/tools.
    Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.
    Demonstrated ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
    Knowledge of digital marketing and distribution platforms is desirable but not required.

Establish data collection tools and methodologies, ensuring accuracy, timeliness, and completeness of data.   Data Analysis, Reporting, and Documentation Analyze collected data to assess project performance and evaluation report Generate a user testimonial   Prepare and disseminate M&E reports to project stakeholders, highlighting key findings, trends, and recommendations for improvement.   Qualifications:   Bachelor's or Master's degree in Monitoring and Evaluation, media and technology, Statistics, Social Sciences, International Development, or 10 years and more experience in related field. Proven experience in designing and implementing M&E frameworks for development projects, preferably in the cultural or creative sectors. Strong analytical skills with the ability to interpret complex data sets and draw actionable insights. Proficiency in data management and analysis software/tools. Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders. Demonstrated ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment. Knowledge of digital marketing and distribution platforms is desirable but not required. Fluency in English is required; proficiency in French language is a plus.
