    ኮሎምበስ ማቭሁንጋ እንደዘገበው፣ በግጭት ቀጣና ውስጥ ያለውን ስቃይ ለማስታገስ የሰብአዊ ረድዔት ድርጅቶች፣ እንደ ሳዑዲ አረቢያ ያሉ ከተለመዱት የተለዩ አዳዲስ የገንዘብ ድጋፍ ምንጮችን በመፈለግ ላይ ናቸው።


    በተባበሩት መንግሥታት ድርጅት በግጭት ውስጥ የሚፈጸሙ የፆታዊ ጥቃቶች ጉዳይ ልዩ ተወካይ ፕራሚላ ፓተን በሪያድ በተካሄደው ዓለም አቀፍ የሰብአዊ ርዳታ መድረክ ላይ ለቪኦኤ ሲናገሩ “ዓለም አቀፋዊ ግጭቶች በሴቶች እና ህጻናት ላይ የሚያደርሱት ጉዳት ” እንደሚያሳስባቸው ገልጸዋል፡፡




    "እያየን ያለነው በግጭቶች ወቅት ፆታዊ ጥቃት በብዛት እንደሚፈጸም ነው፣” ያሉት ፓተን “ በዚህ ደግሞ ሰላማዊ ዜጎች በሙሉ በጣም ይጎዳሉ፣ በይበልጥ የሚጎዱት ግን ሴቶች እና ልጃገረዶችው። በመከላከል ላይ የበለጠ መሥራት ይኖርብናል። መገለልን፣ ድህነትን፣ የፆታ እኩልነት መዛባትን ዋና መንስኤ ለመፍታት መሥራት አለብን። በእርግጥ ምላሽ መስጠት ይኖርብናል፣ መከላከል ግን ላይ የበለጠ መሥራት ያለብን ይመስለኛል።” ብለዋል።


    በተባበሩት መንግሥታት ስር ያሉና በሳዑዲ አረብያ በተዘጋጀው መድረክ ላይ የተሳተፉ ብዙ የሰብአዊ ቡድኖች ነባሮቹ "የምዕራባውያን" ለጋሾች የገንዘብ ድጋፋቸውን ቀንሰዋል ወይም አቁመዋል ሲሉ ተናግረዋል።


    ምንም እንኳን በፍርድ ቤቶች በኩል ሕጋዊ ተግዳሮቶች ቢያጋጥሙትም፣ የትረምፕ አስተዳደር በብዙ 10 ቢሊዮን ዶላር የሚቆጠር የውጭ ርዳታን ለማቁረጥ ተንቀሳቅሷል።


    ይህ በእንዲህ እንዳለ፣ የዩኒሴፍ የተመድ የህጻናት እርዳታ ድርጅት አቅርቦት ክፍል ዳይሬክተር ሌይላ ፓካላ ተቋማቸው “ከ109 ሚሊዮን በላይ ተጋላጭ ህጻናትን እና ቤተሰቦቻቸውን ለመርዳት 9.9 ቢሊዮን ዶላር እየፈለገ ነው” ብለዋል።




    "በዚህ ዓመት በሰብአዊነት ዙሪያ የሚያስፈልገውን ሁሉ ስንመለከት በአመጋገብ ይሁን፣ በውሃ እና በንፅህና አጠባበቅ ይሁን፣ በጤና ተደራሽነት፣ እና ህጻናት ክትባት እንዳያጡ ለማድረግ ተጨማሪ ፍላጎቶች መኖራቸውን እንመለከታለን፣ “ ሲሉ ፓካላ ያለው አቅም ከፍላጎቶች ጋር እየተራመደ እንዳልሆነም አክለዋል።


    ፓካላ አያይዘውም "በዓለም ዙሪያ በከባድ አጣዳፊ የምግብ እጦት የሚሰቃዩ ህጻናት ቁጥር እየጨመረ ነው። በግጭት ዞኖች እና ያልተረጋጉ ሁኔታዎች ወይም በደቡባዊ አፍሪካ እንዳየነው በማያቋርጥ ድርቅ ፣ ጎርፍ እና የከባድ አውሎ ነፋስ በመሳሰሉ የተፈጥሮ አደጋዎች፣ በሚሰጥ የመጀመሪያው አጣዳፊ ምላሽ እጥረት ህጻናትና ቤተሰቦች እየተጎዱ ነው።” በማለት “ያለው ፍላጎት ምላሽ ከመስጠት አቅም በላይ ነው።” ብለዋል።


    ኤስ.ኦ. ኤስ ኢንተርናሽናል የህፃናት መንደር የተባለው ለትርፍ ያልተቋቋመው ድርጅት ፕሬዝደንት፣ ደረጀ ወርዶፋ፣ “የአየር ንብረት ለውጥ ለአጠቃላዩ ሰብአዊ ቀውስ አስተዋፅዖ እያደረገ ነው” ይላሉ።“ሁኔታው “በተለይም በምስራቅ እና በደቡባዊ አፍሪካ እየተባባሰ ነው።




    ከየትኛውም ጊዜ በበለጠ በሰብአዊ ቀውስ የተጎዱ ብዙ ሰዎች አሉ። “ የሚሉት ደረጀ “ለእነዚህ የተጎዱ ማኅበረሰቦች አገልግሎቶችን እና ቁሳቁሶችን ለማምጣት የሚያስፈልገው የገንዘብ መጠን በጣም በጣም ከፍተኛ ነው። የዓለም አቀፍ የሰብአዊ ድጋፍ ወደዚህ ደረጃ እና የፍላጎት መጠን እየመጣ አይደለም” ይላሉ።


    አንዳንድ ቡድኖች የገንዘብ ድጋፍ ለማግኘት ፊታቸውን ወደ ሳዑዲው- የንጉሥ ሳልማን የሰብአዊ እና የአስቸኳይ ርዳታ ማእከል (KSRelief) ወደ መሳሰሉ ድርጅቶች ፊታቸውን እያዞሩ ነው።


    የዚህ ድርጅት (KSRelief) የአጋርነት እና የዓለም አቀፍ ግንኙነት ዳይሬክተር ሃና ኦማር፣ “ግጭቶች እና የአየር ንብረት ለውጥ ብዙ ሰዎችን ለችግር መዳረጉን” ገልጸው፣ ድርጅቱ ብዙ የአፍሪካ ሀገራትን እየረዳ ነው ይላሉ።




    ኦማር አክለውም “ርዳታ ለማድረስ፣ ለእነዚህ ሰዎች መብት የምንሟገትበትን መንገዶች ለመፈለግ እና ለተቸገሩት መድረሳችንን ለማረጋገጥ ቁርጠኞች ነን። ሰዎች አሁንም እነዚህን ሁሉ ተግዳሮቶች ለመፍታት እና መፍትሄዎችንም እንደሚፈልጉ ተስፋ አለ።” ብለዋል።


    በዚህ ዓመት ድርጅቱ (KSRelief) ከሳውዲ አረቢያ ውጪ የሰብአዊ ሥራውን የጀመረበትን 10ኛ ዓመት ሲያከብር “የሰብአዊ ምላሽን የወደፊት እጣ ፈንታን ማሰስ” በሚል መሪ ቃል ከተባበሩት መንግሥታት ድርጅት ጋር የሰአብ አዊ ውይይት መድረክ አዘጋጅቷል።

    Tasks and Responsibilities:
    Programs Coordination, Implementation, and Technical Guidance
    Responsible for designing humanitarian and (triple) nexus projects in close collaboration with DKH partner organizations in Ethiopia and the Humanitarian Officer based in Addis Ababa
    Provide support and substantive inputs in project planning, proposal, budget and log frame development, project appraisal, and monitor project progress against approved programmatic and budgetary targets of projects being implemented by Partner organizations, including quality of projects based on reports and field visits.
    Overseeing, monitoring, and supporting the implementation of all project activities in Ethiopia, ensuring quality assurance, and initiating project and programme-related evaluations.
    Responsible for tracking project-related approvals, timely submission of cash flow forecast and submission of cash request reports, and ensuring timely preparation of reports, quality review, and providing feedback on each narrative and financial report to partners and submission of reports to HQ.
    Responsible for timely identification of problems in project implementation and supporting partners in finding solutions, if needed, through inter-team coordination with little supervision and guidance and seeking advice and support from the DKH technical unit.
    Maintaining a calendar of activities, such as the annual programs plan for Ethiopia, in line with the DKH global strategy and consulting with partner organizations and the Regional Director (with medium supervision).
    Represent and advocate for Diakonie Katastrophenhilfe in external coordination meetings, such as cluster meetings related to Ethiopia, and coordinate interventions with other humanitarian actors.
    Support the Multi-Country Representative in fundraising and donor relations.
    Maintain partner relations and collaboration with the different PADD offices.
    Contribute to collecting, documenting, and sharing lessons learned that highlight program adaptations.
    Administration
    Facilitate the maintenance of the regional office program filing system for project-related documentation.
    Evaluate the performance of the team members and provide guidance and support as needed; proactively address performance issues by providing timely and constructive feedback.
    Minimum Qualifications and Competencies
    Bachelor's degree level of education in a relevant field with at least 7 years' experience in managing humanitarian projects.
    Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
    Effective Communication and creative problem-solving skills.
    Excellent knowledge in preparing major international donor proposals and reports.
    Excellent program formulation, monitoring, and evaluation skills.
    Possess strong analytical and conceptual skills.

The Programme Coordinator will provide field-level coordination and technical support to the Local Implementing Partners to ensure effective and efficient implementation, monitoring, and reporting of all program interventions while ensuring compliance with donor regulations and Diakonie Katastrophenhilfe policies.     JOB PURPOSE
