    The German Government is supporting Kenyan government to host the Africa Climate Summit and to deliver post summit related activities including branding Kenyan pavilion at COP28 to disseminate the outcome of ACS23. The Summit brought together leadership from African governments, development partners, intergovernmental organisations, private sector, women, youth, children's groups, research institutions, Think-Tanks and Civil Society Organisations (CSOs) to design and catalyze actions and solutions for climate change in Africa.
    This inaugural Summit provided a platform to deliberate on the nexus of climate change, Africa’s development reality, and the need to push for increased investment in climate action globally and specifically in Africa. The Summit presents a bold and ambitious new African vision for a green economic transformation that optimises the continent’s abundant human and natural resources and integrates enhanced climate adaptation and mitigation outcomes. It is an opportunity to promote effective climate action that enhances livelihoods, accelerates growth and helps Africa avoid being locked out of international markets and lock-in emission intensive development.
    The Summit ensured Africa’s voice is elevated globally and integrated into existing international fora such as UNGA, G7/G20 processes, and UNFCCC (United Nations Framework Convention on Climate Change) COP28, among others.
    Context
    Kenya, in partnership with the African Union Commission (AUC), co-hosted the inaugural Africa Climate Summit (ACS) in Nairobi from 4th to 6th September 2023. The ACS was a landmark event that brought together distinguished leaders from Africa and beyond, development partners, intergovernmental organizations, the private sector, academia, civil society organizations, women, and youth. The summit delivered the Africa’s position on climate action documented in the Nairobi Declaration.
    The Government of Kenya through the Ministry of Environment, Climate Change and Forestry intends to demonstrate the outcome of the Africa Climate Summit at COP28 in the Kenya Pavilion.
    In order to amplify the outcome of ACS23, focusing on the Nairobi Declaration and commitments, GIZ seeks to engage a regional media company with presence across Africa, to conduct public sensitization and media advocacy on the Nairobi declaration and ACS announcements.
    Such reach-out activities were already successfully implemented in Kenia, therefore the GIZ office has good experiences with this format.
    Tasks to be performed by the contractor
    Workstream 1: Post ACS Townhalls
    Organize and conduct one (1) townhall in each of the following regions: West Africa, Southern Africa, East Africa (not Nairobi, as it was already covered before) and North Africa with a panel and audience;
    Identify and invite at least 4 quality panellists in each of the townhalls above
    Identify and invite at least 100 relevant audience to the above townhalls
    Broadcast and or record for later airing of the townhall on mainstream channels across Africa
    Develop promotional materials and promote each of the townhalls at least one week before they happen
    It is expected that the regional media house either has presence in the different regions, or subcontracts national/local media houses to organise the townhalls, if a presence in the region is not given.
    Workstream 2: In-studio panel discussions
    At least one in-studio discussion per month between July and December 2024
    Develop a pre-promo to promote the upcoming broadcasts
    Acquisition of panelists in collaboration with GIZ and partners
    Invitations and RSVP’s of the virtual audience, where necessary
    Broadcast the in-studio panel on mainstream channels
    Workstream 3: Campaign amplification
    In liaison with GIZ Kenia office, develop and circulate synthesized stories from ACS outcomes through multimedia platforms including social media, print, digital and television channels
    Liaise with GIZ to develop and publish opinion editorials on own channels
    Develop information materials including infographics, short videos and podcasts for digital and mainstream circulation
    Inception report

    In addition to the reports required by GIZ in accordance with the AVB, the contractor submits the following reports:

The Summit brought together leadership from African governments, development partners, intergovernmental organisations, private sector, women, youth, children's groups, research institutions, Think-Tanks and Civil Society Organisations (CSOs) to design and catalyze actions and solutions for climate change in Africa. This inaugural Summit provided a platform to deliberate on the nexus of climate change, Africa’s development reality, and the need to push for increased investment in climate action globally and specifically in Africa. The Summit presents a bold and ambitious new African vision for a green economic transformation that optimises the continent’s abundant human and natural resources and integrates enhanced climate adaptation and mitigation outcomes. It is an opportunity to promote effective climate action that enhances livelihoods, accelerates growth and helps Africa avoid being locked out of international markets and lock-in emission intensive development. The Summit ensured Africa’s voice is elevated globally and integrated into existing international fora such as UNGA, G7/G20 processes, and UNFCCC (United Nations Framework Convention on Climate Change) COP28, among others. Context Kenya, in partnership with the African Union Commission (AUC), co-hosted the inaugural Africa Climate Summit (ACS) in Nairobi from 4th to 6th September 2023. The ACS was a landmark event that brought together distinguished leaders from Africa and beyond, development partners, intergovernmental organizations, the private sector, academia, civil society organizations, women, and youth. The summit delivered the Africa’s position on climate action documented in the Nairobi Declaration. The Government of Kenya through the Ministry of Environment, Climate Change and Forestry intends to demonstrate the outcome of the Africa Climate Summit at COP28 in the Kenya Pavilion. In order to amplify the outcome of ACS23, focusing on the Nairobi Declaration and commitments, GIZ seeks to engage a regional media company with presence across Africa, to conduct public sensitization and media advocacy on the Nairobi declaration and ACS announcements. Such reach-out activities were already successfully implemented in Kenia, therefore the GIZ office has good experiences with this format. Tasks to be performed by the contractor Workstream 1: Post ACS Townhalls Organize and conduct one (1) townhall in each of the following regions: West Africa, Southern Africa, East Africa (not Nairobi, as it was already covered before) and North Africa with a panel and audience; Identify and invite at least 4 quality panellists in each of the townhalls above Identify and invite at least 100 relevant audience to the above townhalls Broadcast and or record for later airing of the townhall on mainstream channels across Africa Develop promotional materials and promote each of the townhalls at least one week before they happen It is expected that the regional media house either has presence in the different regions, or subcontracts national/local media houses to organise the townhalls, if a presence in the region is not given. Some global challenges addressed by G20 concern the health sector, such as ending hunger and malnutrition, fostering digital health and improving prevention, preparedness and response to disease outbreaks. Africa CDC will take on the role to advocate for African interest in health in the G20 as well as represent the African countries in the G20 Health Ministers’ Meeting. The new visibility and influence of the AU in G20 are also important in enhancing Africa’s role in other global development and health financing conversations, including in multilateral organisations such as Gavi, Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), Coalition for Epidemic Preparedness Innovations (CEPI) and others.
    Against this background, the GIZ project Strengthening Crisis and Pandemic Response in Africa (SCPRA) desires to procure consultancy services to conduct an assessment of the G20 landscape and to develop a proposal for Africa CDC’s optimal engagement in the G20 process and initiatives.
    Summary of tasks to be performed under this contract:
    Develop a G20 Landscape Assessment, including analysing the G20's organisational structure, key decision-making mechanisms and key priorities as well as reviewing G20 health initiatives relevant to Africa and the engagement of G20 with other regional health institutions.
    Develop an Africa CDC Engagement Strategy by consulting with Africa CDC leadership and relevant staff to identify key priorities for the engagement in the G20, recommending modalities for the engagement and developing a comprehensive proposal for an engagement strategy.

Africa CDC is an autonomous health institution of the AU established in 2017 to support public health initiatives of Member States and strengthen the capacity of their public health institutions, to detect, prevent, control as part of its public health emergency response to disease threats. In September 2023, the AU joined the G20 as a permanent member, giving the continent an important voice and representing the 55 Member States on key global issues, some of which are mostly impacting African populations. Some global challenges addressed by G20 concern the health sector, such as ending hunger and malnutrition, fostering digital health and improving prevention, preparedness and response to disease outbreaks. Africa CDC will take on the role to advocate for African interest in health in the G20 as well as represent the African countries in the G20 Health Ministers’ Meeting. The new visibility and influence of the AU in G20 are also important in enhancing Africa’s role in other global development and health financing conversations, including in multilateral organisations such as Gavi, Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), Coalition for Epidemic Preparedness Innovations (CEPI) and others. Against this background, the GIZ project Strengthening Crisis and Pandemic Response in Africa (SCPRA) desires to procure consultancy services to conduct an assessment of the G20 landscape and to develop a proposal for Africa CDC’s optimal engagement in the G20 process and initiatives. Summary of tasks to be performed under this contract: Develop a G20 Landscape Assessment, including analysing the G20's organisational structure, key decision-making mechanisms and key priorities as well as reviewing G20 health initiatives relevant to Africa and the engagement of G20 with other regional health institutions. Develop an Africa CDC Engagement Strategy by consulting with Africa CDC leadership and relevant staff to identify key priorities for the engagement in the G20, recommending modalities for the engagement and developing a comprehensive proposal for an engagement strategy. Present findings from the G20 landscape assessment and Africa CDC engagement strategy, including recommendations and justifications. Demonstrated working experiences with intergovernmental forums, such as G7, G20 and/or UN, with a good understanding of processes and politics at international level is mandatory. Specific professional experience (2.2.4): 8 years of working experience in providing advisory services at senior political levels is required. Strong analytical skills and the ability to develop evidence-based recommendations are needed.     1.    Background TechnoServe (TNS) is a non-profit international development organization founded in 1968. Its mission is to help entrepreneurial men and women break the cycle of poverty by building businesses that create jobs, income, and economic opportunities for families, communities, and countries. TechnoServe – Ethiopia is implementing a project named Improving Market Led Production of Selected Agricultural Commodities in Targeted Woredas of Tigray and Amhara Regions (IMPACT). The project aims to increase the structured market-oriented production of Teff, Wheat, and Maize for about 205,000 farmers in 20 selected Agricultural Commercialization Cluster Woredas of Tigray and Amhara regions. TechnoServe (TNS), Sasakawa Africa Association/ Sasakawa Global 2000 (SAA/SG2000), and Farm Radio International (FRI) are implementing these projects in partnership. Each of these partners has distinct roles in implementing the project, and TechnoServe focuses specifically on integrating the smallholder farmers in the target Woredas to competitive structured output markets, such as the food processing industry and institutional market channels, thereby increasing their income and food security. Wheat, Teff and Maize are among the key commodities identified as having potential for significant economic growth to the Amhara and Tigray Regions. However, market failures and key policy constraints have limited the benefits these crops provide to farmers and the industry. Milling factories in the regions are operating below 50% of their capacity, mainly because of a shortage of good quality grain in the market. As a result, the government of Ethiopia subsidizes wheat by importing and in 2018/19 alone 1.2 million MT wheat imported. On the other hand, farmers have only marketed less than 50% of their production. There is also a yield gap that farmers could improve and gain up profit if the production and market systems could allow them to tap into these market opportunities. Smallholder producers account for 95 of the production and would benefit from their investment by applying improved production and post-harvest practices and by linking to a competitive structured market. Thus, preparing and delivering training - mainly for farmer cooperatives and small and medium enterprises - is a key element of TechnoServe’s work in the IMPACT project. TechnoServe has developed training lesson plans using the adult education approach and were delivering physical training before COVID19 under IMPACT projects. However, COVID19 posed a challenge to physical training delivery for a reason of staffs and training participants protection from contracting and spreading the virus. Therefore, one of the adaptation strategies pursued is to use virtual platforms to deliver training and technical assistance. This necessitated production of training videos for IMPACT training lesson plans. In this regard, TechnoServe is seeking a video production consultant who will produce short training videos by working closely with IMPACT projects team.     2.    Objective The overall objective of this consultancy is to produce short training videos that can be used in various communications platforms such as Whatsup, Telegram, Facebook, and YouTube. The content of the videos will be projects training modules. The assignment possibly requires traveling to regional projects locations Bahirdar, Amhara region and Mekelle, Tigray region to shoot videos. 3.    Assignment The consultant selected for this assignment will perform the following tasks: ·         Assist to develop and review video concept and scenario developed by IMPACT team and discuss the final script with the project team; ·         Present a work plan for the assigned work specifying traveling days; ·         Travel to the field location Bahirdar and Mekelle to shoot IMPACT training videos unless the consultant/s propose other efficient methods; ·         Work on the desired products including editing and production of high-resolution videos in a 3-5 minutes per video and nine minutes per lesson plan for a total of 12 lesson plans; ·         Together with the IMPACT team, review almost-completed high quality training videos through a virtual platform; ·         Finalize production of training videos based on feedback received from IMPACT team 4.    Expected outputs The consultant is expected to produce ~26 training videos (See Table 1 below) in 1080p (HD).     Bahirdar and Mekelle, Amhara Technoserve 1.    Background TechnoServe (TNS) is a non-profit international development organization founded in 1968. Its mission is to help entrepreneurial men and women break the cycle of poverty by building businesses that create jobs, income, and economic opportunities for families, communities, and countries. TechnoServe – Ethiopia is implementing a project named Improving Market Led Production of Selected Agricultural Commodities in Targeted Woredas of Tigray and Amhara Regions (IMPACT). The project aims to increase the structured market-oriented production of Teff, Wheat, and Maize for about 205,000 farmers in 20 selected Agricultural Commercialization Cluster Woredas of Tigray and Amhara regions. TechnoServe (TNS), Sasakawa Africa Association/ Sasakawa Global 2000 (SAA/SG2000), and Farm Radio International (FRI) are implementing these projects in partnership. Each of these partners has distinct roles in implementing the project, and TechnoServe focuses specifically on integrating the smallholder farmers in the target Woredas to competitive structured output markets, such as the food processing industry and institutional market channels, thereby increasing their income and food security. Wheat, Teff and Maize are among the key commodities identified as having potential for significant economic growth to the Amhara and Tigray Regions. However, market failures and key policy constraints have limited the benefits these crops provide to farmers and the industry. Milling factories in the regions are operating below 50% of their capacity, mainly because of a shortage of good quality grain in the market. As a result, the government of Ethiopia subsidizes wheat by importing and in 2018/19 alone 1.2 million MT wheat imported. On the other hand, farmers have only marketed less than 50% of their production. There is also a yield gap that farmers could improve and gain up profit if the production and market systems could allow them to tap into these market opportunities. Smallholder producers account for 95 of the production and would benefit from their investment by applying improved production and post-harvest practices and by linking to a competitive structured market. Thus, preparing and delivering training - mainly for farmer cooperatives and small and medium enterprises - is a key element of TechnoServe’s work in the IMPACT project. TechnoServe has developed training lesson plans using the adult education approach and were delivering physical training before COVID19 under IMPACT projects. However, COVID19 posed a challenge to physical training delivery for a reason of staffs and training participants protection from contracting and spreading the virus. Therefore, one of the adaptation strategies pursued is to use virtual platforms to deliver training and technical assistance. This necessitated production of training videos for IMPACT training lesson plans. In this regard, TechnoServe is seeking a video production consultant who will produce short training videos by working closely with IMPACT projects team.     2.    Objective The overall objective of this consultancy is to produce short training videos that can be used in various communications platforms such as Whatsup, Telegram, Facebook, and YouTube. The content of the videos will be projects training modules. The assignment possibly requires traveling to regional projects locations Bahirdar, Amhara region and Mekelle, Tigray region to shoot videos. 3.    Assignment The consultant selected for this assignment will perform the following tasks: ·         Assist to develop and review video concept and scenario developed by IMPACT team and discuss the final script with the project team; ·         Present a work plan for the assigned work specifying traveling days; ·         Travel to the field location Bahirdar and Mekelle to shoot IMPACT training videos unless the consultant/s propose other efficient methods; ·         Work on the desired products including editing and production of high-resolution videos in a 3-5 minutes per video and nine minutes per lesson plan for a total of 12 lesson plans; ·         Together with the IMPACT team, review almost-completed high quality training videos through a virtual platform; ·         Finalize production of training videos based on feedback received from IMPACT team 4.    Expected outputs The consultant is expected to produce ~26 training videos (See Table 1 below) in 1080p (HD). The total days of the assignment will spread across five months considering the number of lesson plans and seasonality of scenes required to shoot the training videos. TechnoServe will provide logistical support including covering all travel costs, facilitating travel to the field sites, and organizing scenes for shooting. However, accommodation and other Daily Subsistence Allowance costs will be covered by the consultant. Duration: September 7, 2020 – December 31st, 2020 Location: The consultant will be required to work both from his/her office and might require to travel to Amhara and Tigray regions project locations to shoot some videos. 6.    Copyright and Intellectual Property Rights In consideration of the fees paid, the Consultant expressly assigns to TechnoServe any copyright arising from the works the consultant produces while executing this contract.
