    Currently IRC is operating in the Benishangule, Tigray, SNNPR and Somali regions on Emergency Response, refugee’s assistance and livelihood projects.
    Position Overview
    The Procurement Manager is a key member of the IRC’s operations team in Ethiopia. This position is responsible for the management and delivery of effective supply chain and logistics support in compliance with IRC and donor regulations. Key responsibilities include procurement, Contracting, supplier management, negotiations with suppliers, market assessment and staff management. The position is based in the IRC main office in Addis Ababa with occasional travel to the IRC field offices
    KEY RESPONSIBILITIES:


    Responsible for creating and managing a list of Contracted Suppliers based on IRC Standard Operating Procedures (SOPs).


    Responsible for Due Diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for Adhoc, Contracted, and Master Purchase/Service Agreement (MPA/MSA) suppliers.


    Responsible for executing contracts with suppliers based on their assessed ability to provide high quality goods and services, short delivery time, and value for money.


    Conduct market surveys in key categories to ensure that IRC is receiving best value for money.


    Document each procurement process fully and clearly according to IRC policy.


    As the IRC has zero tolerance for corruption, coordinate and work with the Assistant Supply Chain Coordinator, Field Coordinators and headquarter Global Supply Chain colleagues to mitigate any risk of fraud.


    In collaboration with Assistant Supply Chain Coordinator, pro-actively work with budget holder to plan for procurements for all open grants.


    Develop a category sourcing strategy to determine which categories of goods and services are key to program delivery determine the procurement method to apply for each category.


    Establish MPA/MSAs through a tender process for most frequently purchased goods and services in compliance to the IRC policies and procedures.


    Negotiate contractual arrangements with suppliers to ensure that value for money and excellent service levels are maintained and optimized.


    Conduct supplier performance assessment prior to renewal of contract in line with KPIs and contractual obligations.


    Ensure payment requests to finance with appropriate supporting documentation to ensure efficiency in supplier payments.


    Conduct relevant training to supply chain and non-supply chain staff in the contracting, requesting for goods/services, and supplier management standard operating procedures.

    · Proactively advise IRC staff on how to use supply chain tools and services.

    Primary Responsibilities:
    ·         Provide expert scientific advice, consultation and leadership in designing, coordinating and maintaining public health informatics project objectives and priorities.
    ·         Provide technical leadership and technical direction to shape FHI 360 USAID-funded informatics portfolio including specific project components ranging from patient level to aggregate systems, including ensuring interoperability.
    ·         Advise on methods for data management and analysis, including methods for querying relational databases, data warehousing, online analytic processing, cloud database storage and security, and data mining techniques.

    Essential qualifications and experience:

    ·         Deep understanding of adult learning theory and practice
    ·         Experience developing training and learning content across multiple modalities, including face-to-face training, curriculum guidance and e-learning
    ·         Understanding of the Ethiopia health system will be an added advantage

    Project Summary
    This activity is expected to improve the collection and use of high quality routine information in the health sector, contributing to improved quality, efficiency, and availability of primary health and nutrition services at all levels.   The ultimate objective is to assist the Federal Ministry of Health (FMOH) - Ethiopia roll out electronic modular components required to create a robust health information system for analytics and decision making.
     
    Primary Responsibilities:
    ·         Provide strategic leadership to all consortium partners for building, managing and growing the EIS project in Ethiopia, and setting yearly objectives.
    ·         Be responsible for coordination between the EIS team, the Federal Ministry of Health (HMOH), the Data Use Partnership (DUP) and implementing partners.
    ·         Coordinate implementation of the health information revolution roadmap of Ethiopia in support of the Health Sector Transformation Plan (HSTP).
    ·         Oversee project implementation and management for establishing and managing the EIS deployment teams and working with the staff at different levels of the health system.
    ·         Analyze complex electronic information system needs to envision, design and lead strategy, development and implementation of technical solutions.

    Support development of in-country capacity amongst FHI 360 local staff and partners with respect to business analysis, software development, and health information system design and implementation.
    Represent FHI 360 at regional and country-level EIS meetings and forums as appropriate.

    ·   Liaise as appropriate with: -Ethiopia, Country Missions, and other donor institutions; international organizations; Serve in various committees, technical working groups/task forces and teams both internal and external to FHI 360-Ethiopia.
    ·   Contribute to resource development efforts: identify resource development opportunities; lead or participate in proposal development process.  
    ·   Ensure information flow in regard to the project which includes periodic staff meetings and monthly update meetings; keeping appropriate Country Director informed of program progress and issues; identify project “best practices”. 
    ·   Ensure application of FHI 360 policies and procedures to the project
    ·   Ensure appropriate level of confidentiality and integrity of sensitive information
    ·   Perform other duties as assigned by the Country Representative

    Review all technical reports from consortium partners and provide feedback on the quality of monthly, quarterly and annual reports as well as project evaluations and research products.
    Ensure strong coordination/collaboration among consortium members through regular coordination meetings/project reviews, joint field visits and planning.
    Ensure the project is implemented on time and in a cohesive, integrated manner and maintain a positive working relationship with the Federal Ministry of Health, USAID, the Data Use Partnership and other stakeholders. 
    Make recommendations for adaptive management changes to activities, approaches and partner Scopes of Work as needed and recommended by technical staff; 
    Oversee technical project planning and quality assurance, including ensuring the quality and timely achievement of all deliverables.
    Review, in coordination with key technical project staff and consortium partners, yearly work and performance plans to ensure long-term and short-term priorities are on track.
    Support the implementation of a common monitoring, evaluation, and learning system among all partners and analyze the technical data it generates to inform project management, technical project, and development of best practices and applied research.
    Oversee technical staff to ensure the best use of resources by preparing sound budgets, monitoring project expenses and ensuring timely submission of financial reports to the donor.
    Monitor budget utilization and ensure proper financial management and utilization of funds in support of the Project Director.
