Senior Technical Advisor- Health Informatics

We are currently seeking qualified candidates for the position of Senior Technical Advisor-Health Informatics for an anticipated Electronic Information Systems project in Ethiopia.
Project Summary
This activity is expected to improve the collection and use of high quality routine information in the health sector, contributing to improved quality, efficiency, and availability of primary health and nutrition services at all levels. The ultimate objective is to assist the Federal Ministry of Health (FMOH) - Ethiopia rollout electronic modular components required to create a robust health information system for analytics and decision making.
Primary Responsibilities:
· Provide expert scientific advice, consultation and leadership in designing, coordinating and maintaining public health informatics project objectives and priorities.
· Provide technical leadership and technical direction to shape FHI 360 USAID-funded informatics portfolio including specific project components ranging from patient level to aggregate systems, including ensuring interoperability.
· Advise on methods for data management and analysis, including methods for querying relational databases, data warehousing, online analytic processing, cloud database storage and security, and data mining techniques.
· Manage projects involved with public health informatics and serves as a subject matter expert in the utilization and implementation of IT systems integrating epidemiologic and other information from a scientific perspective.
· Collaborate and provide expert scientific advice to a variety of nation-wide and international organizations to synthesize and implement informatics policies and directions for future development.
· Collaborate with and provide technical advice to all organizational levels within FHI360 Ethiopia, as well as with various partner organizations.
· Research and evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes as appropriate.
· Assess the functions, limitations, opportunities and challenges of information technology, including specific software products, in healthcare and public health settings.
· Evaluate and assure system compliance with laws and regulations applicable to managing patient information.
· Ensure identification of performance metrics for health information systems and design strategies for monitoring and reporting performance metrics.
Job Requirements:
Essential qualifications and experience:
· Master’s in Health Information Systems, Medical Informatics, Software Engineering, Public Health or a related field and a minimum 6 years professional experience with proven track record developing and deploying electronic health information systems.
· Understanding of the Ethiopia health system
· Familiarity with medical language and classification systems.
· Knowledge of web/internet standards, hardware and software technologies and relational database technologies.
· Strong communication abilities, including communication with both technical and non-technical audiences.
· Excellent written and verbal communication skills in English.
