Purpose of the Position:
To provide leadership within CRS/Ethiopia to strengthen organizational and staff capacity;
To design and implement effective monitoring and evaluation systems and learning;
To build CRS/Ethiopia and partners’ capacity in monitoring, evaluation and learning by planning, guiding, training/capacity building, supporting, conducting surveys, report writing, coordinating evaluations and operations research, and leading design and implementation of M&E systems and procedures that are appropriate, effective and cost-efficient;
To manage relationships with CRS/Ethiopia staff and partners, in creating, supporting and implementing M&E systems that will lead to improved program quality;
To lead in the design and maintenance of CRS/Ethiopia Program M&E systems and sharing of institutional knowledge and learning;
To provide technical input on M&E in project reviews and proposals;
To provide support to CRS/Ethiopia program staff (and partners) in the implementation of the adopted set of M&E standards which is supposed to positively impact on the development and implementation of monitoring and evaluation systems that improve program quality.
Job Responsibilities:
Planning /Development
Designs, leads and manages participatory processes to establish M&E systems;
Designs, leads and manages participatory data collection, analysis and reporting for a CRS/Ethiopia M&E System;
As part of that, looks at ways to develop and then later monitors use of an information management system, train staff in use of system, and make modifications as necessary to meet CRS/Ethiopia data collection and reporting needs;
Actively works with CRS/Ethiopia staff in developing Pro-Frames/Log Frames and M&E plans for Projects, especially in the development of appropriate indicators and mechanisms for monitoring;
Designs, coordinates and/or delivers a cohesive training and capacity building program for CRS/Ethiopia and partner organization staff that transfers and enhances capacity to design, introduce and implement appropriate M&E systems;
Helps establish M&E guidance and tools for CRS/Ethiopia’s strategic programming sectors and social change technical areas (peace building and partnership) as well as for general management.
Program Support /Technical Assistance
Assists CRS/Ethiopia and Partners in designing programs and projects to pursue funding for strategic programming areas either through direct involvement or mentored practice;
Organizes and oversees in-country baseline training, data collection, mid-term and final evaluations;
Supports ME&L Project Officer(s) in providing hands-on technical assistance to CRS/Ethiopia and partners in all aspects of Design, Monitoring, Evaluation and Learning, including development and implementation of M&E systems and tools, reviewing project proposals, leading or assisting in base line surveys, mid-term and final evaluations;
Recommends and implements M&E Best Practices, Common Standards, Systems and Tools - Regular visits to field to ensure that M&E is being implemented effectively by staff. (Provide support to CRS/Ethiopia program staff (and partners) in the implementation of CRS/ET’s worldwide M&E standards;
Supports Country Program and Partners staff in implementation of Learning Strategy.
Provides support to CRS/Ethiopia and partners technical staff in the area of sound environmental design and management, including environmental documentation [e.g. Initial Environmental Examination (IEE), Environmental Status Report (ESR), etc];
Works closely with CRS/Ethiopia and partners to mainstream environment in all CRS/Ethiopia supported projects.
Management
Manages the development and implementation of project MEAL plans;
Manage Country MEAL team;
Supervises, mentors and coaches MEAL Project Officers;
Develops and oversees integrated work plan for Country MEAL Unit;
Manages the budget for Country MEAL team (as appropriate).
Communication /Information Management
Develops good working relations with senior managers of CRS/Ethiopia, Program Managers, HQ M&E Advisors, EARO DRD and M&E consultant; exchange information and experience; contribute actively to an M&E learning community within CRS;
Supports and contributes to the development of a country Management Information System through implementation and coordination of standardized country-level M&E reports;
Communicates and disseminates information on CRS/Ethiopia’s M&E standards, practices and indicators;
Establishes and maintains mechanisms for capturing, analyzing, reporting/sharing and applying M&E findings, information, lessons learned, and best practices among CRS/Ethiopia and Partners staff;
Represents the technical content of CRS/Ethiopia’s M&E system externally to donors and other organizations; support CRS/Ethiopia staff in their dialogue with key donors, especially USAID, to ensure that CRS/Ethiopia’s M&E activities are meaningful and achievable.
Learning and Knowledge Management
Provides leadership and support in implementation of Knowledge and Learning Management Strategy;
Keeps abreast of technical developments in the M&E field and share with CRS/Ethiopia and partners staff;
Interacts with EARO M&E Team and CRS M&E HQ TA in sharing experience and new ideas in the design and improvement of CRS/Ethiopia’s M&E system;
Performs other related duties as required.
Job Requirements
Education & Experience:
Completion of 1st or 2nd Degree in Social or Natural Sciences with 4 years’ managerial experience.
6 years of relevant experience for 2nd Degree or 9 years of relevant experience for 1st Degree.
Personal Skills:
Understanding data and information requirements and polices of CRS/ET;
Sound knowledge of information management system;
Strong quantitative and qualitative analysis skills, with proven ability to work with data S/W packages;
Demonstrated experience in developing, maintaining and improving relationships with partner organizations, staff and other stakeholder;
Ability to write reports, and procedure manuals, and effectively present information;
Fluency in English (both oral and written skills);
Good organizational skill including the ability to plan, design, implement ME & L;
Good level of appropriate technical skills, policy knowledge and experience in managing M & E;
Ability to work effectively under stressful condition;
A high level of computer literacy.
