    Overall purpose of the role
    The overall purpose of the role is to support the Mixed Migration Centre – Eastern & Southern Africa with the management of quantitative data collected by 4Mi enumerators and partners in the region.
    Under the supervision of the 4Mi Project Manager, and in close collaboration with the wider 4Mi team across the region and the global 4Mi information management coordinator, the successful candidate will be responsible for conducting data checks, cleaning, validation, storage and analysis of the 4Mi data. Contributing to better use of data, he/she will also provide support on data collection and management trainings, support the team with administrative tasks, and input on developing innovative data visualization projects.
    The post holder plays an important role within the team in ensuring high quality standards for the data collected on a daily basis by the 4Mi. He/she will be a go-to person within the team and within the MMC global network for survey, data collection and data management questions.
    Responsibilities:
    Data Management
    Implement data cleaning and data validation tasks on a weekly basis according to internal procedures alongside the other IMO;
    Lead on coding surveys and reviewing codebooks
    Implement data storage tasks according to internal procedures
    Manage regional ONA platform, under the supervision of the 4Mi Project Manager and the other IMO
    Serve as a focal point for data management in the region by compiling quantitative data from relevant secondary sources;
    Data Collection
    Ensure the maintenance of the electronic data collection solution;
    Support the 4Mi team in preparing and conducting the training of 4Mi enumerators on the questionnaire and the data collection software;
    Share feedback with relevant project teams after cleaning data to feedback to enumerators,
    Data Analysis and Visualization
    Contribute to the quantitative analysis data of 4Mi data using relevant software applications such as Excel, STATA and/or R in support to the Research agenda;
    Produce snapshots based on the quantitative data for external publication, with the support of the 4Mi Project Manager and the Research Team
    Produce Information Factsheets for partners on demand, with the support of the 4Mi Project Manager
    Support with the visualization of data, including GIS data, using relevant software such as QGIS, Adobe Illustrator, Excel; or PowerBI
    Other
    Contribute to regional IM working groups

    ORGANIZATIONAL CONTEXTWFP Ethiopia, one of the largest and most complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2020-2025). While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there will be a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus. WFP will focus on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns and gender equality throughout the portfolio.
    WFP Ethiopia has integrated Cash-Based Transfers (CBT) programming in its humanitarian response and resilience building to offer more dignity and choice to targeted beneficiaries in the way they meet their essential needs on local markets, and to allow more flexibility in reaching food security and nutrition outcomes. CBT is implemented across four activities (relief food assistance, malnutrition prevention, refugee support and resilience building). In 2022, WFP Ethiopia transferred more than 26 million USD to 1.2 million beneficiaries. In 2023, WFP Ethiopia established a robust Identity Management system encompassing digital registration, distribution, and reconciliation of in-kind assistance as well.
    JOB PURPOSEThis job is based in the Addis Ababa, Ethiopia Country Office. The purpose of this consultancy is to further improve WFP’s Identity Management system by leading data management activities (collection, processing, quality control) and strengthening data analytics enabling evidence-based decision-making.
    KEY ACCOUNTABILITIES (not all-inclusive)

    Lead data assurance activities within the Country Office (CO) including ensuring timely action on anomaly detection, reconciliation, and de-duplication, namely analysis, adjudication, and verification.
    Develop and implement data analytics products and pipelines that enhance the capability of the Country Office to make evidence-based decisions, leveraging data from various sources and identifying in-depth trends in data starting from registration, through distributions, and reconciliation.
    Work closely with technology and activity teams to ensure the integration of data analytics into existing and future decision-making processes, fostering a data-driven culture within the organization.
    Assist stakeholders and product owners in analyzing and validating business needs and establishing development priorities which includes reviewing all the CBT and other transfers using SCOPE or other digital systems, providing routine data updates on CBT, in-kind and CBT programming as well as the digitization efforts.
    Coordinate with functional units within the country office such as RAM and AAP, as well as the CBT and TEC Teams in HQ and the Regional Bureaux, to ensure that IDM/CBT operations run smoothly in the field and at the CO level, analysis needs are covered, and technical inputs are provided.
    Ensure reporting inputs are accurate and verified using auditable digital trails, and information is available to relevant units and focal points.
    Proactively identify challenges regarding data collection and processing to suggest solutions and establish mechanisms to improve data quality and integrity for analysis and identify cost efficiency improvements available through such analysis.
    Coordinate the management of digitally registered beneficiary data with the WFP Ethiopia CBT/IDM team:
    Assist in conducting in-depth analyses and identifying and flagging trends in registration, and in-kind food distribution data.
    Assist in the data cleaning of beneficiary registration and provide feedback to the Area Offices on the status of the operations.
    Supervise and/or undertake the data analysis for all relevant CBT programmes.
    Work closely with teams to ensure that software solutions meet the growing analysis needs within the WFP Ethiopia Country Office.
    Coordination with Area Offices and Sub-Offices on the registration status and the data quality.
    Assist in extracting and developing final lists for the printing of beneficiary assistance cards.
    Support in printing, stocking, tracking, and documenting the delivery of beneficiary identity cards through the use of the payment instrument tracker (PIT) tool.
    Coordinate with Area Offices, Relief, and RAM teams to support distribution list creation for in-kind food distributions in interim solutions deployed by Ethiopia CO (PIT & DAT).
    Maintaining up-to-date info on beneficiary registration, issues recorded and plan progress.
    Assist in the transition to long-term solutions deployed by Ethiopia CO (SCOPE), especially in data migration, ensuring integrity during transition period.

    About Resolve to Save Lives
    Resolve to Save Lives (RTSL) is a US-based, global public health organization with a mission to prevent 100 million deaths from heart disease and to make the world safer from epidemics. We are led by Dr Tom Frieden, former director of the U.S. Centers for Disease Control and Prevention. Since 2017, Resolve to Save Lives has partnered with low- and middle-income country governments, multi-lateral agencies, academic and other civil society partners, and communities to build capacity for and support implementation of enabling policies and effective programs to treat and control hypertension, reduce sodium intake, eliminate artificial trans fat, and strengthen systems for epidemic prevention. 
     
    Resolve to Save Lives' Prevent Epidemics program works closely with Ministries of Health and national public health institutes in Africa to strengthen epidemic preparedness capacity, accelerate disease detection and response, and to use data effectively to inform action. We recently began a program for collaborative surveillance in several African countries, building on existing work to strengthen the implementation of the International Health Regulations (IHR 2005) and accelerate detection and response. This new initiative supports countries to align resources, maximize potential impacts for the effective use of data, and strengthen national capacities for implementation and ownership. The initiative also supports country implementation for activities to enhance disease and contextual/risk data through strengthened surveillance and innovations in epidemic intelligence, effective use of existing and emergent data throughout the event lifecycle (from anticipatory action to risk communication during emergencies), and development of data tools and products that support key decision-makers from communities, health sector officials, and policymakers.
     
    Position Purpose:
     
    RTSL seeks a Senior Data Engineer, Collaborative Surveillance within our Epidemic Intelligence Team. This role will focus on the design, implementation, and optimization of systems for data collection, storage, access, and analytics. You will be responsible for providing accompaniment and technical assistance to in-country staff members (embedded staff or government staff) to design and implement data pipelines, data exchange/accessibility, and data storage solutions between National Public Health Institutes (NPHI), Ministries of Health (MOH), and other sectors based on data use case needs identified during the project. 
     
    The Senior Data Engineer, Collaborative Surveillance position will report to the Principal Advisor, Surveillance and Digital Architecture and Governance. It is a two-year fixed-term position with the possibility of extension if funding permits. 
     
    Core Duties and Responsibilities:
     
    Responsibilities span across the data lifecycle and include but are not limited to: 
     
    Data Pipeline Development  

    Technical oversight for expanding and optimizing data architecture, including optimizing the entire data lifecycle from collection to analysis for multidisciplinary teams 


    Support integration/interoperability of existing systems and provide guidance on potential mechanisms for accessing/exchanging data (e.g., API, data standards, e.g., HL7/FHIR) 
    Identify and understand sources of data and optimize ways for data to be collected and processed in preparation for analysis by multidisciplinary teams 
    Provide subject matter expertise and make design recommendations/specifications on optimal data extraction, transformation, and loading (ETL) from structured and unstructured data sources 
    Work with members of the data use and data science workstream to define requirements to inform systems design and data flows, including query procedures  

    Data Management

    Implementation of data warehouse(s), including data models using relevant healthcare standards (e.g., HL7 FHIR, terminologies), master data, and metadata that can be used to link datasets for use and analysis 
    Technical assistance on data quality management, security, privacy, and data governance 
    Provide support for data availability and access within the NPHI and eventually allow for access to and transfer of critical data from other sectors and Ministries

    Requirements:  
     
    Education

    Bachelor’s or higher-level degree in Computer Science, Engineering, or related field 
    Minimum of 10 years of experience in data engineering or a related discipline 

    Experience

    Demonstrated experience in implementing data pipelines/ETL into data warehouses and data querying and analysis, ideally in the health sector

    Oromia Dairy Farmer’s Bounty Project (ODFBP)
    ODFBP is a Solidaridad project that aims to contribute to the professionalisation of dairy farming through dairy service hubs development in Aleltu, Barek, Kimbibit and Sululta districts in Ethiopia by 2025. It targets smallholder dairy farmers who face challenges such as low productivity, high greenhouse gas emissions, and limited market access, as well as commercial farms and milk processors, and dairy cooperatives. The project is developing three innovative business cases in collaboration with three dairy processors which will be piloted to confirm their economic viability, including the strategy development for further acceleration and scaling. The project is implementing a series of activities to strengthen hubs to enhance farmers’ access to key quality inputs e.g., feeds and good dairy farming practices to minimise the carbon footprint of the milk they produce. To measure and validate the reduction of greenhouse gas (GHG) emissions due to the project interventions, farm and farmers data on herd characteristic, manure management, milk production, energy use, feed and transport is periodically collected and used to calculate the emissions. The overall intervention aims to prove a system that enables halving greenhouse gas emissions to 130,000 tons of CO2 equivalent in the dairy sector.

    OBJECTIVE

    To measure, report and verify the GHG emissions reductions in the project, Solidaridad is seeking a consultant to design, develop, test and deploy a reporting system - dashboard. The dashboard should provide a comprehensive and accurate mechanism to report on greenhouse gas emissions from dairy farms increasing transparency on emissions, improving informed decision-making on cost-effective solutions and prioritising actions that will have the greatest impact.

We facilitate the strengthening of local capacity in developing countries, support the creation of enabling environments for economies to thrive, and improve market access. Oromia Dairy Farmer’s Bounty Project (ODFBP) ODFBP is a Solidaridad project that aims to contribute to the professionalisation of dairy farming through dairy service hubs development in Aleltu, Barek, Kimbibit and Sululta districts in Ethiopia by 2025. It targets smallholder dairy farmers who face challenges such as low productivity, high greenhouse gas emissions, and limited market access, as well as commercial farms and milk processors, and dairy cooperatives. The project is developing three innovative business cases in collaboration with three dairy processors which will be piloted to confirm their economic viability, including the strategy development for further acceleration and scaling. The project is implementing a series of activities to strengthen hubs to enhance farmers’ access to key quality inputs e.g., feeds and good dairy farming practices to minimise the carbon footprint of the milk they produce. To measure and validate the reduction of greenhouse gas (GHG) emissions due to the project interventions, farm and farmers data on herd characteristic, manure management, milk production, energy use, feed and transport is periodically collected and used to calculate the emissions. The overall intervention aims to prove a system that enables halving greenhouse gas emissions to 130,000 tons of CO2 equivalent in the dairy sector. OBJECTIVE To measure, report and verify the GHG emissions reductions in the project, Solidaridad is seeking a consultant to design, develop, test and deploy a reporting system - dashboard. The dashboard should provide a comprehensive and accurate mechanism to report on greenhouse gas emissions from dairy farms increasing transparency on emissions, improving informed decision-making on cost-effective solutions and prioritising actions that will have the greatest impact. SCOPE OF WORK Functional System Requirements Field Data Module: Ingest the data collected from the field on farm locations, farmer details, milk production, feeds, manure management, herd size, energy use and transport details. The data has been collected using an Open Data Kit (ODK) tool. Data points are based on Cool Farm Tool Dairy Assessment and other institutional farmer profile data models. The data is periodic and will be collected annually. Cool Farm Tool (CFT) Integration Module: CFT will be used to calculate the GHG emission quantities. This module will integrate with CFT, sending the collected data in a format specified in the CFT APIs, retrieving and storing the emissions calculated from CFT for reporting and verification purposes. Reporting Module: Develop a dashboard showing: A report on emissions at the household or farm level. Cumulative and individual gases (C02, CH4, N20) emission amounts based on factor variable such as herd characteristics e.g., breed and animal type, grazing, animals diets, enteric fermentation, milk production, milk and feed transportation, feed production practices and fertiliser use for grassland fertilisation, manure management, dry matter intake and energy use and processing. Emissions per district and kebele per year, in total and aggregated by factor variables. Variable factors emissions depending on animal types (milk cows, lactating cows etc.) Transport and energy use emissions based on modes and types. Cumulative and factor variables emissions comparison graphs and visuals on an annual basis. Add provision for annual feature data to be automatically visualised and compared against the previous years in the dashboard. Annual and biannual visualisation of business as usual (BAU) and progressive target values assumed at the national level and emissions reductions. Other visuals and graphs found necessary for reporting of the data during the feedback sessions. Verification Module: Exposes the field data collected and the calculated GHG emissions in the system. Should allow contracted third-party organisations to login into the system, view and download the field data and emissions calculated. Should enable the third party to conduct an off the system assessment verifying the correctness of the reported emissions against the farm data. Should allow the third-party organisations to upload verification assessment reports and comments. Data Reporting Plan Module: It should show dairy emissions monitoring and reports intended audience, data required, the format of the data and the frequency of the data collection. Should have a page demonstrating calculated emissions reductions alignment to Ethiopian Nationally Determined Contributions (NDC) goals/targets and indicate the responsibilities of the different stakeholders. Solidaridad will provide some of this information. Users’ Management Module: Users authorization and authentication. Users signup and login. Used to give access to third-party organisations to download and verify the data. Non-functional System Requirements The platform should be compatible with common web browsers; Chrome, Firefox, Safari & Edge. Must be fully responsive and functional on medium and large devices. Scalable and able to handle up to multiple active users without performance deterioration. Robust security measures ensuring proper and secure authorization and authentication and data privacy and protection. Rich and engaging user interface & experience. Duration This assignment is expected to be carried out for a period not more than four (4) months starting from 06 May 2024. The handover of the system will occur at the end of the duration. CONSULTANT’S RESPONSIBILITIES AND DELIVERABLES Key responsibilities Initial assessment: Review existing dairy emissions reporting, systems, documentations and frameworks. Review the collected data and get a good understanding of the Cool Farm Tool system. Design and development: Design an outline of the phases of design and development, including both technical and system functionality mockups of the dashboard. Testing and implementation: Develop and test the dashboard (i.e., Beta and Alpha versions), bug fixing, and implementation. System deployment: Provide the dashboard alpha version for user testing and acceptance before going live. Training: Provide training on how to use and maintain the dashboard. Documentation: Develop a concise user and technical manual of the system. Technical support: Provide technical support for 3 months after the development of the dashboard. Throughout the assignment, the consultant agrees to co-design, co-develop and engage with the Solidaridad Project, Digital and Climate and Natural Resource Management teams, gathering their feedback and making sure all dashboard requirements are developed, deployed, and tested. Solidaridad shall provide an institutional GIT repository for the system development version control where necessary. Performance is measured based on the submission of the below deliverables. Deliverables and Timeframe Dashboard Beta Version. The first version of the dashboard, hosted in a test environment and tested by the users for feedback. Dashboard version and source code. End of 2nd month Dashboard Alpha Version. A fully working, responsive, user-friendly and ready to be deployed to production dashboard. Dashboard version and source code. End 3rd Month Dashboard user manual, Detailed document covering information related to the operations, standards and guidelines, troubleshooting guides, functionalities and more. A written documentation. End of 4th Month User training manual, Knowledge transfer through user training. Physical and/or virtual sessions. End of 4th Month Dashboard Handover - Knowledge transfer through dashboard handover, Physical and/or virtual sessions. End of 4th Month Technical Documentation - Technical documentation of the dashboard, including used plugins, integrations, configurations, credentials, technology stack, etc. A written documentation end of 4th Month Technical Support - Technical support for 3 months after the rollout of the dashboard, Format is Bug fixes for 3 months after dashboard rollout.
