Under the administrative supervision of the Project Director of FPbC and technical support of Quality and training director, the Quality and Training Lead is responsible for the leadership and guidance around the creation of the Quality Assurance Hubs (QAHs) and training and quality assurance system, which is expected to be cascaded down to health centres and posts under the FPbC project. DUTES/TASKS Major Responsibilities Provide technical and programmatic oversight, strategic direction and ensure appropriate support for the implementation of FPbC supported programme activities in the areas of training and quality assurance systems strengthening; Lead the design and roll out of the system of training and quality assurance that will be cascaded down to health centers and health posts.Lead the development of quality assurance processes and tools, particularly the mentorship and supportive supervision modelLead the design and implementation of the peer to peer (P2P) mentorship and supportive supervision model of the health system Jointly with quality assurance advisors, create the functional team of multi-disciplinary clinical mentorship teams at the level of the Center of Excellences (CoEs), Quality Assurance Hubs (QAH) and Health CentersBuild the capacity of functional teams at hospitals and work with Ethiopian quality structures at different levels (particularly CoEs, QAHs and Health Centres) to institutionalize and cascade regular FP/CAC mentorship and supportive supervisionEstablish and Operationalize 110 QAHs to undertake training, mentoring and supportive supervision activities for 3,500 Health CentersProvide technical oversight, mentorship and guidance to the quality assurance advisors and seconded staff on training and quality assurance systems strengthening;Ensure that proposed mentorship and supportive supervision model will be fully aligned and institutionalized within the existing quality structures at different levels.Ensuring institutionalization of the in-service training, mentorship and supportive supervision function and allocation of regular resources (budget for recurrent costs) within the government systemAdvocate for institutionalizing on-the-job training at the level of health centers, and allocation of a budget to cover cost of in-service training for health center and health post staff.Lead the establishment of learning Zone/corner in each of the QAHs to provide hospitals staff and trainees from HCs the opportunity for continuous learning and to act as practicum units.Work with RHB secondments and each QAH to develop a plan for holding competency assessments of the different level service provider Team Management and DevelopmentEnsure team working and knowledge sharing are facilitated. Coach and mentor team members who are directly reporting Develops performance targets with each team member, conducts performance evaluations and provides constructive feedbacks to the team members;
