Job Summary
 
To provide technical assistance to coordinate, planning, implementing monitoring the overall CARE PART OF FGM/c PROJECT in Somali Region
 
Justification
 
The envisaged programme on Care and support of Female Genital Mutilation/ Cutting (FGM/C) victims thus aimed to contribute to the Ethiopian Government’s goal of ending FGM/C by 2025 through strengthening the health sector response, building evidence and developing publications  and training tools for local efforts to end FGM . The programme plans to conduct the below activities ; train health extension workers(HEWs) and health workers , raise the communities’ awareness on the health risks of FGM/C, identify girls and women affected by FGM and make them have access to health facilities, develop training materials, recruit gynecologist, equip selected hospitals with basic FGM/C care equipment, and document best practices.
 
The TA will closely follow escalated program implementation by SRHB and do a regular monitoring and supportive supervision to ensure implementation is sustained in the remaining lifetime of the project. CLIENT will try to make sure the TA is a local expert preferably a woman.
 
Objective
 
To ensure comprehensive maternal, neonatal services are delivered to victims of FGM/C along the continuum of care including time of wedding, ANC, Delivery and Postpartum period.
 
 
 
Specific objective
 
To  coordinate quality training to the health workers and HEWs on clinical management of care and support for FGM/C victim
To ensure timely budget request, utilization and reporting (both for physical and financial)
To  provide appropriate health worker coaching in clinical practice of FGM/C
Main duties and responsibilities;
 
In Coordination with Somali regional Health Bureau and Woreda health office the post holder will:
 
Coordinate provision of training for Health Workers  on clinical management of FGM/C
Support achieving the percentage of women and girls identified as survivors of FGM/C has increased from 15- 32.5% by the end of 2017
Ensure timely budget request, utilization and reporting (both for physical and financial)
Coordinate provision of training HEWs on community awareness about the health risks of FGM/C, identify victim and facilitate early referral
Support the strengthening of referral linkages between the health center and the five satellite health posts through regular supportive supervision
Organize review meetings for HEWs to ensure establishment of referral mechanisms
Organize review meetings  HWs review meetings to ensure quality of service provision
Coordinate Identification and Support the transport of girls and women to health facilities
Conduct documentation of best practice including conducting study on prevalence of complication of FGM/C
To conduct other MNCH intervention of CLIENT in planning, implementation, monitoring and Evaluation and reporting of these interventions.
Support RHB and Somali Field office staff in Planning, implementation, monitoring and reporting of MNCH, Maternal, Neonatal, and Child health activities.
Conduct any additional assignment given by his immediate supervision, CLIENT Somali Field office health program officer and deliver it in timely manner.
 
 
                                                                                                                                   
Methodology
 
The TA will be placed in the Somali Regional Health Bureau. S/he will work very closely with the Somali regional health bureau and liaise with other relevant partners of the FGM/C care & support project.
 
Reporting  
 
The consultant will report to CLIENT Somali Field office Health officer, Somali RHB, HR Firm and the report will be shared at monthly based to CLIENT health section, Addis Ababa.
The consultant will prepare and submit to CLIENT a comprehensive trip report detailing the following activities: dates and place of travel; major development, critical gaps, action taken and recommendations.
 
Expected Deliverables
 
Submit monthly progress reports, coordination meetings minutes to regional APSO and RHB.
Provide inputs and preparation of quality and timely monthly reports including human interest story.
Submit monthly Work/ Travel plan 3-5 days before new month enters and correct the plan according to feedback given by immediate supervisor.
FGM/C care and support data recorded analysed, reports
Training to health worker and HEWs on clinical care for FGM/C victim ensured
Mentoring and supportive supervision for trained Health Facilities conducted
 
Expected background and experience
 
The technical assistance must meet the following criteria
 
Education level: University degree (BSc) or higher in Health related field with public health background.
 
Experience in program/project management, monitoring and evaluation, preferably experience in the area of emergency health intervention
Skills in report writing, data compilation and analysis using computer database.
Being computer literate is strongly needed (Microsoft office application)
Being Knowledgeable about the region, zones and districts is of great asset
Have the ability to speak and read English. Speak the local language of the area assignment is an advantage.
Should have experience conducting assessment/Surveys.
Have the following characteristics verified by a recommendation by the agency releasing this to do the monitoring activity
Be committed to the work and honest
Willing to work in different areas – including walking long distance when local transport is not available
Ability to work well under pressure

General condition
 
The consultant should work based in Jijiga with frequent field visits to woredas and facilities as required and work closely.
The consultant will be managed under the direct formal supervision of the CLIENT Somali filed level health officer with the support of the health specialist from CO.

HR firm will affect monthly allowance/payment upon delivery of monthly expected deliverables report approved by supervisor on monthly basis.
The consultant will not be provided lodging and/or meals.
The consultant should provide his/her own materials, i.e. computer,
