Internal and external candidates are eligible to apply to this vacancy.        Context and Scope of the PositionThe Displacement Tracking Matrix (DTM) is a system to track and monitor population mobility. It is designed to regularly capture, process, and disseminate various layers of information to provide a better understanding of the evolving needs of a displaced population, on site or en route. Since 2012, the International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa works with the Government of Ethiopia and Humanitarian Partners to conduct internal displacement monitoring in multiple regions (Afar, Amhara, Benishangul Gumz, Dire Dawa, Gambella, Hareri, Oromia, SNNP, Somali and Tigray) of Ethiopia. Cognizant of the wide geographic coverage of the country and in order to more strengthen the DTM data collection IOM decided to recruit four programme assistants for the aforementioned duty stations. Under the general supervision of the EPC programme coordinator and the direct supervision of the National Program Officer-DTM, the incumbent will: Core Functions / Responsibilities:  The successful candidate will specifically undertake:  1.      Assist in monitoring the work of Displacement Tracking Matrix (DTM) data enumerators in the field and verify they are collecting the required information in a timely, systematic and reliable manner which respects humanitarian principles. 2.      Monitor both regular DTM rounds and emergency tracking and report to Addis office regularly 3.      As deemed necessary, assist development of a loop of IOM DTM enumerators, train them and deploy during regular DTM rounds and emergency tracking. 4.      Support the effective displacement tracking project implementation as per agreed timelines, prepare project status and progress reports. 5.      Support the data collection process and the overall data management activities for the respective sub-offices operational area and assist other sub-offices for a short period of time upon request. 6.      Assist in monitoring the partner organizations in conducting DTM and provide all technical support wherever and whenever required. 7.      Participate on field assessment with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required. 8.      Support quality control and verification of consistency of the information being collected. 9.      Provide recommendations to the Senior DTM Programme/Reporting Assistant and the National IM/DTM Programme Officer based on the realities of the field work (achievements/areas of improvement). 10.  Support efforts to strengthen the capacity of the regional authorities through training on information management. 11.  Ensure all data are kept safe and confidential through applying IOM’s data protection principles.  12.  Perform such other duties as may be assigned.
