Internal and external candidates are eligible to apply to this vacancy.       Context and Scope of the PositionThe Displacement Tracking Matrix (DTM) is a system to track and monitor population mobility. It is designed to regularly capture, process, and disseminate various layers of information to provide a better understanding of the evolving needs of a displaced population, on site or en route. Since 2012, the International Organization for Migration (IOM) Special Liaison Office (SLO) in Addis Ababa works with the Government of Ethiopia and Humanitarian Partners to conduct internal displacement monitoring in multiple regions (Afar, Amhara, Benishangul Gumz, Dire Dawa, Gambella, Hareri, Oromia, SNNP, Somali and Tigray) of Ethiopia. Cognizant of the wide geographic coverage of the country and in order to more strengthen the DTM data collection IOM decided to recruit four programme assistants for the aforementioned duty stations. Under the general supervision of the EPC programme coordinator and the direct supervision the DTM’s Flow Monitoring NPO, the incumbent will: Core Functions / Responsibilities:  The successful candidate will specifically undertake: 1.      Monitor/Supervise the work of Displacement Tracking Matrix (DTM) enumerators, particularly for Flow Monitoring in the field and ensure they are collecting the required information in a timely, systematic and reliable manner which respects humanitarian principles. 2.      Monitor and supervise flow monitoring activities reporting to the head of sub-office and Addis office regularly 3.      As deemed necessary, establish a pool of IOM DTM/FMP enumerators, train them and regularly deploy during flow monitoring activities. 4.      Support the effective displacement tracking project implementation, and in particular the flow monitoring component, to ensure regular monitoring as per agreed timelines, prepare project status and progress reports. 5.      Support the data collection process and the overall data management activities for the respective sub-offices operational area and assist when necessary other sub-offices upon request. 6.      Where applicable, coordinate and supervise partner organizations in conducting DTM/FM and provide all technical support required. 7.      Participate on field assessment with multi-layered data collection techniques to gather timely information about population mobility, including in-depth surveys. 8.      Check the quality of data collected and take corrective measures as required; ensure quality control and consistency of the information collected. 9.      In coordination and under overall guidance of the National IM/FMP Programme Officer and direct supervision of Senior DTM/FMP Programme/Reporting Assistant, develop work plans and activity schedules for data collection, processing and analysis for each new round of the DTM. 10.  Advise and provide recommendations regarding the location of the FMPs and their operational performance to the Senior FMP Programme/Reporting Assistant and the National IM/FMP Programme Officer based on the local situation. 11.  Support efforts to strengthen the capacity of the regional authorities through training on information management. 12.  Ensure all data are kept safe and confidential through applying IOM’s data protection principles.  13.  Perform such other duties as may be assigned.
