BACKGROUND FARM Africa, founded in 1985, is an international non-governmental organization working in Ethiopia since 1988. Farm Africa works to end hunger and bring prosperity to rural Africa. We believe Africa has the power to feed itself and are helping make this happen by establishing and spreading the best farming and forestry techniques so that poor farmers and herders have more food to feed their families and to sell. We help smallholders manage their natural resources sustainability so that they can withstand climate change challenges and shocks and ensure their families have enough food in the future as well as now. FARM Africa works in partnership with communities, government, local and international organizations, and the private sector to innovate, learn and share best practices for maximum impact of our projects. PURPOSE OF THE ROLE Farm Africa is a specialist international non-governmental organization working in remote and resource-poor rural areas to reduce poverty. Farm Africa Ethiopia has recently been awarded a grant for the BRACED – X programme implemented in 2018. The new project, MAR - X is a one year project operating in Afar and SSNP regions. The Community Development Facilitator will provide liaison and linkage between the BRACED programme and community in order to facilitate the full participation of the community. The main functions will be to arrange community meetings, assist in ensuring that information about programme activities and approaches reaches all members of the community, ensure the effective implementation of community level activities and support the feedback of learning, monitoring and evaluation results. The role provides organisational support playing a facilitation role in communities. The post holder will support the delivery of technical information and best practice supporting awareness and linkage. An active role will be played in: Encouraging active participation and networking between individuals and communities in recognizing problems, identifying solutions, and implementing project activities related to the identified solutionsEstablishing and maintaining close working relationship with communities and community organizationsBuilding capacities of communities and relevant institutions She/he will work closely with Kebele, Private sector organisations, community leaders, committees and local government development agents. She/he will take part in community meetings for information gathering and exchange and carries out participatory planning and support field implementation.KEY TASKS AND RESPONSIBILITIES Key tasks are: Build and maintain a functional working relationship with woreda, kebele and community level counterparts from Government, Non-Government and Private Sector organisationsOrganize and carry out sensitization meeting to target communities in intervention areas Support joint planning and implementation with key partners and communitiesWork with the project team and partners to achieve the project outputs in innovative market and financial solutions including insurance, micro finance, mobile banking, MFI outreach, early warning systems and climate related information as appropriateClosely work with technical project staff to implement planned activities Facilitate the provision of training to supported organizations and communitiesSupport project monitoring and evaluation with Farm Africa’s Learning, Monitoring and Evaluation team and with partners by supporting information collection, determination of best practice, collection of case studies and lessons learnt Take part in quarterly, annual planning and review meetings Report to the supervisor any outstanding issues to seek timely solutionsPrepare weekly, monthly and quarterly reports and submit to her/his supervisorProvide technical support and ensure community outreachTake responsibility of all project materials and properties in the respective areas.Build a functional working relationship with counterpart Government employee, Focal Persons, DAs and Woreda Development workersTake part/contribute in monitoring and evaluation of activities of the project of in the respective kebeles and woredas (weekly, monthly, quarterly, annual planning and review meetings as required), Take part in community meetings to facilitate exchange of information, conduct training and carry out participatory planning and support implementation in the programme area,Builds capacities of the community representatives and committees to undertake participatory monitoring of the implementation of the project works and record lessons and report to her/his supervisor.Collects basic information, best practices, case studies and lessons and report to project coordinator These essential functions are not to be interpreted as a complete statement of all duties performed.
