BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Minister of Agriculture and Livestock Resources and is Secretary to the Agricultural Transformation Council.
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resourceswhich includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models.

POSITION SUMMARY:
The Learning and development manager is responsible for the creation and delivery of tailored training programs for the ATA staff. Designed with leadership, management, business and personal growth and best practices in mind, the intention is to expand on the talents and skills across all employees at all levels within the agency. The L&D Manager will lead a team of professionals who will establish training and performance programs. The manager will assist in the Agency’s success by coaching and developing its people.
ESSENTIAL DUTIES:
Ensure all learning and development initiatives support strategic objectives and organizational priorities
Manage all professional development workshops and programs. Oversee all activities from planning content through delivery of materials and objectives
Develop criteria for learning metrics that align with the Agency’s strategies
Leverage learning industry trends to foster greater efficiency and deliver innovation and positive learning experiences
Identify and manage external vendors to ensure offerings are effective, achieving the desired impact and there is an acceptable cost to value ratio
Understand capabilities of and current trends to maximize the Agency’s Enterprise Resource Management System (ERP) to best engage, track and report on HR activities
Work with the HR team to create development plans for high potential talent
Design and implement development plans for high potential talent
Develop criteria for learning metrics that align with annual business strategies
Manage the ATA Performance Management Program, to enhance the Agency’s capacity
Manage all of ATAs training and education programs
Establish and promote a culture of learning, coaching and professional development across the Agency
Ensure team is operating in the most effective way possible and have the appropriate level of skills and capabilities to be successful
Understand what's unique about each team member and know how to capitalize on their strengths and find ways to upskill where gaps exist
Leverage and align work to appropriate resources across the team to ensure work is completed in the most efficient and impactful way
Perform other related tasks as may be requested
Job Requirements
BA/BSc or MA/MSc (MA/MSc preferred )in Training and Development, Human Resources Management, Business Administration, Management or other relevant field
More than 8 years (for Bachelors) or 6 years (for Masters) of relevant experience in Human Resource activities, out of which at least:
o 4 years’ experience is in staff performance management, training and development, and/or other related activities, and
o 2 years in leadership or managerial position
Extensive expertise and experience in designing and implementing learning and development interventions, competency frameworks, performance management, career development, talent management and succession processes
Strong negotiation, facilitation and communication skills
Experience facilitating and delivering training programs
Strong ability to build relationships across sectors, and with Senior Leadership
Ability to managing multiple tasks and work under pressure
Fluency in English and Amharic
