The goal of the Strengthening Ethiopia’s Urban Health Program (SEUHP) is to improve the health status of the urban population in Ethiopia by reducing HIV/TB-related and maternal, neonatal and child morbidity and mortality and the incidence of communicable. The Finance Assistant is a full time position for five months based in Addis Ababa, Ethiopia.  Specific Roles and Responsibilities:  The Finance Assistant (FA) will provide day-to-day support to the SEUHP by assisting the Finance Manager with payments related to program implementation (vendor, travel, tax, per diem, etc.).  The FA will process transactions with the bank and tax authorities and also assist in general financial filing, copying, organizing and preparation for audit.  The FA will also manage the fixed assets of the program. Duties and Responsibilities: Assist the Finance Manager in processing of payments by writing checks, completing withholding tax and by collecting required supporting documentation for each transaction; Prepare monthly submission of field accounts documentation to the Home Office (make photocopies of vouchers and supporting documentation, ensure good order and completeness of documentation, arrange for courier shipment, and communicate tracking numbers to Finance Manager); Work closely with the central office finance team to get guidance on the closeout of the project. Review all the existing employee and project files whether all the relevant documentations are stored and documented or not. Liaise with the Finance Manager on all issues related to field accounts to provide additional documentation, as needed; Collect and review documentation required to enable payments to vendors or staff; Make sure that advance reconciliations have the required supporting documentation; liaise with the SEUHP team to communicate requirements, ensure timely and accurate submission of documentation; Keep track of outstanding advances and regularly follow up to ensure reconciliation within 10 days; Process transactions with the bank, withholding tax and income tax authorities on a monthly basis; Travel to training sites to issue per diem payments to training participants, communicate per diem policies to training participants, ensure accuracy in per diem calculation, and collect the required supporting documentation; Ensure fixed asset management is according to JSI, USAID and GoE policy. Maintain financial files; Carry out other tasks as assigned by Finance Manager.
