Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and is to work towards improving living conditions in the world's poorest countries by drawing on its combined global resources, international and national expertise. This consultancy will be under the supervision of the Agro- Industries Technology Division (PTC/AGR/AIT) part of the Agribusiness Development Branch (PTC/AGR). This Division is responsible for technology aspects of agro-based industries in textile, leather, wood and agricultural mechanization systems. Emphasis is placed on the design and implementation of programmes serving sustainable development requirements of the agri-businesses and related industries, including its environmental needs to be developed by Governments, industries, private sector agencies, and NGOs targeting poor communities to become more resilient. Furthermore, this Division also provides technical support to enhance demand oriented vocational technical skills for employment creation and entrepreneurship for sustainable development. PROJECT CONTEXT: The present project contributes to reduce irregular migration from Northern and Central Ethiopia by creating greater economic and employment opportunities. The main objective of this project is to support the Government of the FDR of Ethiopia (GoE) in the creation of decent and productive work for young women and men through the development of high potential sectors such as agro-industries and related (e.g. textile, leather, metal working, etc.…). This will be done through promoting the development of sectors, clusters and value chains with higher capacity of job creation. In the process of global Donor strategies, this project proposal was also articulated in line with the Valletta Action Plan under the chapter Development Benefits of migration and addressing root causes of irregular migration and forced displacement whereby two priority areas will be targeted: Enhance employment opportunities and revenue-generating activities in regions of origin and transit of migrants to enhance the professional skills and employability of young people. Facilitate responsible private investment in Africa agriculture, agri-business and agro-industries and boost intra-African trade and exports of agricultural products through agricultural financial activities. Duties: Under the supervision of the Project Manager the Gender Expert will be working closely with the Project International and National Coordinators.  He/she will specifically be expected to carry out the following duties:Main Duties tasksConduct a detailed gender analysis as guided by UNIDO’s Guide to Gender Mainstreaming, particularly emphasizing gender issues to ensure Gender Balance in the SINCE area and region of intervention (e.g. gender division of labour, access to an control of resources and technologies, women’s and men’s needs and preferences, and opportunities for and constraints on women’s participation in the targeted value chains and clusters).Assess and identify potential gender-differentiated impacts of the projectCollect sex-disaggregated baseline data that could be used to monitor potential gender impacts.Support the monitoring of the project implementation with respect to the gender component of the programme (Regular monitoring and reporting of gender issues  towards greater gender equality and empowerment of women).Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into SINCE Programme. The plan of action for gender mainstreaming should mirror the projects’ log framesin connection with the targeted value chains and clusters.Based on national and sectorial gender analysis, and develop specific actions to ensure gender balance and activities taking into consideration special needs of women.Ensure that training curricula and tools are developed to accommodate the different education/skill levels that may exist between women and men.Provide support to the SINCE Consortia in gender mainstreaming in relation to the targeted value chains and clusters.Report to the Project Manager and the International Project Coordinator.Expected Outputs:In-depth Gender Analysis is conducted with respect to the targeted value chains and clusters.Impacts and risk are identified.Plan of action for gender mainstreaming is developed.
