Vacancy Number IOM-SVN/0060/2018Position TitleNational Program Officer (ES/NFI) Duty StationAddis Ababa, EthiopiaClassificationNational Officer, NO-AType of AppointmentSVN, Six months with possibility of extensionEstimated Start DateAs soon as possiblePosting Period28.06.2018 - 12.07.2018BackgroundUnder the general supervision of Emergency and Post Crisis (EPC) Program Coordinator with direct supervision of the EPC Emergency Shelter/Non-Food Item (ES/NFI) Project Manager, the incumbent will be responsible for the direct management, coordination and monitoring of IOM ES/NFI assistance in Ethiopia. Core Functions / Responsibilities: Coordinate IOM participation in humanitarian assessments of internally displaced and disaster affected communities including seasonal assessments and joint rapid assessments to ensure consistent collection of ES/NFI needs. Support the implementation of IOM ES/NFI and Dignity Kit interventions across Ethiopia in coordination with EPC and sub-office staff including review of distribution plans and budget, engagement of implementation partner agencies and coordination with ES/NFI Cluster and regional authorities Conduct regular monitoring visits to implementation sites to identify gaps and document lessons learned and make recommendations for adjustments to ensure ES/NFI and Dignity Kit assistance is delivered according to IOM standards and donor requirements. Coordinate dissemination and monitoring of joint beneficiary registration procedures and beneficiary feedback mechanism to ensure targeting of vulnerable beneficiaries for assistance and to capture and address protection concerns that may arise during interventions Ensure project reporting deadlines and commitments are met in accordance with donor agreements. Prepare monthly, interim, final and mission reports for ES/NFI programming. Liaise with relevant actors including National Disaster Risk Management Commission, ES/NFI Cluster and humanitarian agencies to ensure harmonious implementation of IOM ES/NFI assistance to internally displaced and disaster affected persons. Represent IOM in relevant forums including the Shelter/NFI Cluster meeting, Disaster Risk Management Technical Working Group (DRMTWG), Durable Solutions Working Group (DSWG), Cash Working Group (CWG) and other relevant humanitarian forums. Develop and maintain updated Standard Operating Procedures (SOP) for IOM ES/NFI and Dignity Kit distributions as well as training materials for IOM and ES/NFI Cluster agency capacity building. Perform such other duties as may be assigned.
