Abt Associates, a major international research, technical assistance, and consulting company, seeks qualified candidates for an upcoming technical assistance program in Ethiopia. As Ethiopia makes progress towards becoming a middle-income country, it needs a system capable of meeting acute needs that is less reliant on large humanitarian appeals. The Government of Ethiopia (GoE) has a clear strategic direction and strong policies for managing humanitarian crises. The upcoming DFID funded Building Resilience in Ethiopia (BRE) Programme will provide demand-led interventions, including targeted technical support and advice, and independent monitoring and evaluation to support the GoE. Abt Associates is identifying mission driven and committed candidates, for the below positions, who are interested in making a distinctive impact in serving the BRE programme:

The Team Leader and Deputy Team Leader will require working closely with the GoE, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE. Experience w/PMU performance as well as the performance of any other workstreams, partners and sub-contractors, sustained at a high level.
 
The Technical Lead for MoH and EPHI will require working closely with the MoH, EPHI, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE.
 
The Technical Lead for NDRMC will require working closely with NDRMC, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE. Ability to build demand within the NDRMC for technical assistance to be provided through packages of work.
 
The Technical Lead for MoFEC will require working closely with MoFEC, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE.
 
The Technical Lead for M&E will require working closely with the GoE, BRE programme partners and other key stakeholders across the humanitarian sector to provide technical support as needed by the GoE. Knowledge and expertise of communicating M&E outcomes to programme stakeholders to facilitate evidence-informed decision making within the programme, and beyond the programme
 
The Finance Manager will be responsible for providing oversight and direction on all aspects of financial support for the programme. Develop, manage and monitor project budgets, accurate financial reports, and projection of funding needs, in close coordination with senior project staff
 
The HR Manager is responsible for leading and managing   all HR and recruitment activities and initiatives relevant to the programme. The HR Manager will oversee the HR team to ensure timely and efficient delivery of all HR services and activities in consideration with programme priorities and requirements. These include recruitment, workforce planning, performance management, staff entitlements and employee relations.
 
Preferred Skills I Prerequisites

Proven management expertise, in  particular  in  building a multi-disciplinary teams and putting systems in place to deliver technical assistance across multiple fields
Proven capability to collaborate, partner and influence wide ranging stakeholders at senior level, including governments, UN agencies, NGOs and other private sector partners
Experience in Ethiopia or a similar country context required
Experience working with DFID and/or other donors desirable
Experience managing adaptive and flexible donor-funded programmes desirable
Relevant education is required. English is required and Amharic is highly preferred
