Chan School of Public Health, Fenot: Achieving Excellence in Primary Care projectRequired Number: 1 (One)Background: The Fenot: Achieving Excellence in Primary Care project, implemented by the Harvard T.H. Chan School of Public Health and ABH Service PLC, aims to support the Dire Dawa Regional Health Bureau in improving the use of evidence in policymaking and program decisions. To extend this evidence analysis and translation support to the regional health bureau (RHB), Fenot has initiated Evidence for Performance Improvement Collaborative (EPIC) teams in the two RHBs. The primary purpose of the technical assistance is to support the evidence analysis and translation tasks of the EPIC team which will be focused on improving efficiency, equity and quality (EEQ) of primary health care service delivery and improving health financing. The TA will also support the RHB to design performance improvement strategies, as well as systems to monitor and evaluate their impact. The Fenot project seeks to recruit a Health System’s and Health Financing Analyst for TA assignment in Dire Dawa RHB. Duties and responsibilities: Work with the RHB and Fenot staff to conduct data analyses on priority EEQ and health financing topics Provide technical and analytic support for the regional EPIC teamCollaborate with regional MCH, Quality & Equity, FRM, and Planning, Monitoring and Evaluation processes on EPIC activities. Support activities to strengthen health financing and use of evidence for health policy making in the RHB Support the planning, implementation and monitoring and evaluation of RHB’s relating to translation and use of evidence and health financing activities.Support the EPIC team in writing of technical and policy briefs and manuscriptsPresent the analytic work and report work progresses to the EPIC, RHB and Fenot team regularlyPrepare and submit detailed quarterly and annual work plan, and track implementationCollaborate on other analytic/research works relevant to the TOR for this positionContribute to development of teaching materials on health care quality, efficiency, equity, health financing, and use of evidence in RHBs Collaborate with RHB case teams to develop EEQ and health financing improvement strategies and monitor their implementation and impactAccomplish other relevant activities as determined by Fenot projectThe Health System’s and Health Financing Analysts will each be based in the RHBs for the contract period. Depending on need they will spend 2-4 days per month in Fenot office to share updates, receive support, and develop work plans.
