Title: Protection Specialist Location: Dolo Ado, Somali region Reports to: Protection Project manager Start of Contract & Duration: 11 months Posting date: May 4, 2018 INTRODUCTION The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration. PURPOSE OF THE JOB The Protection Specialists will provide technical guidance and support to the local duty bearers in the woredas where DRC Protection programs are implemented in Somali region. He\She will support by enhancing the technical capacities of the duty-bearers in order to be able to address more efficiently the Protection needs of Internally displaced people in their respected woredas. He/She will develop training modules and manuals on protection issues identified through learning needs assessment. He/She will provide on going capacity building and technical guidance and will support the woreda social services on updating the service mapping and referral pathways as needed. The Protection specialists will be based either in Dolo Ado with frequent travels to the woreda of operations. The Protection specialists will receive technical support by the Protection Project manager. RESPONSIBILITIES AND TASKS Provide technical guidance on protection issues to ensure quality and adherence to national and international protection standards and guidelines Conduct training needs assessments to inform a capacity building workplan Develop training modules and manuals according to the needs identified by the training needs assessment on a variety of protection issues Support with tailored protection trainings based on needs identified as well as assistance in developing and updating service mapping and referral pathways. Conduct participatory trainings and follow-up workshops for key stakeholders in best practice protection mainstreaming concepts upon request Support the local duty bearers to ensure that Protection is mainstreamed in humanitarian response by on going technical support and trainings but also by promoting the development of action plans to improve the protection situation in the IDP sites. Support the woreda social services in developing tools to monitor the implemented activities according to the needs identified and upon request Compile and submit weekly /monthly report and training reports In coordination with supervisor liaise with governmental officials, international and national organization on DRC’s behalf; Attending and contribute to relevant coordination mechanisms upon request Ensure ethical and sound data collection and support the local duty bearers in developing guidelines for data protection Undertake quality control to ensure that services provided are according to international best practice standards.
