Background Under the overall supervision of the IOM-SLO Addis Ababa Chief of Mission and Head of Programs, and the direct supervision of the EU-IOM Joint Initiative on Migration Protection and Reintegration in East and Horn of Africa (Joint Initiative) Programme Coordinator, the incumbent will be responsible for the effective delivery of assistance for returnees assisted under the program. S/he will be responsible to coordinate the planning, budgeting, implementing and monitoring and evaluation of migrants’ reintegration assistance under the RF project. In particular, the incumbent will: Core Functions / Responsibilities: Contribute to the oversight and coordination of the Reintegration Facility project and caseworkers, reintegration assistants and as well as implementing partners.Facilitate training as well as ongoing counseling and guidance to project staff on the new approaches to sustainable reintegration and contribute to the establishment of a sound returnee’s case management system in compliance with IOM standards of assistance in economic, social and psycho-social reintegration of returnees.Support and provide technical inputs for the establishment of national reintegration schemes as well as national referral mechanisms in coordination with national counterparts (government, civil society, NGOs and other partners).Provide information and technical assistance for the implementation of the framework standard operating procedures (SoPs) related to return and reintegration and design the roll out plan for the SOP and monitoring mechanism at national and regional level.Facilitate the mainstreaming of returnees economic, social and psychosocial reintegration into government plan and approaches at national and regional level. Provide technical assistance, capacity building support and guidance to partners and Government counterpart on IOM’s new approach to reintegration.Assess training needs on reintegration and/or protection issues and need for capacity building among local authorities, local NGOs, international NGOs, and other stakeholders.Support adequate monitoring and evaluation of reintegration activities.Oversee appropriate data management of beneficiaries, including entering case data into IOM databases and proper filing in accordance with IOM Data Protection Principles.Draft quality internal and external reports on reintegration activities implemented by the project.Contribute to the development of project concepts/proposals, resource mobilization initiatives related to reintegration, as appropriate.Promote synergies with other livelihoods, protection, capacity building and reintegration projects in order to consistently provide comprehensive assistance to migrants.Liaise with national and state authorities, programme partners, civil society, the international community and donors to coordinate the delivery of reintegration support and to maintain;Perform such other duties as may be assigned.
