Job Title: HR Officer Reports to: A&T Country Program Director Number of position: One (1) Location: FHI360-Alive &Thrive country office, Addis Ababa, Ethiopia Starting Salary: Within the Band Salary range and Commensurate with education & Experience Duration of Position One year, will be renewed annually PROJECT SUMMARY Alive & Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development of infants and young children. Good nutrition in the first 1,000 days, from conception to two years of age, is critical to enable all children to lead healthier and more productive lives. A&T is scaling up improved infant and young child feeding (IYCF) and maternal nutrition through large-scale programs in several countries in Africa and Asia through strategic technical support and the dissemination of innovations, tools, and lessons worldwide. Alive & Thrive Ethiopia 3.0 is a five-year investment funded by the Bill & Melinda Gates Foundation (BMGF) to strengthen the institutional and human capacities required to achieve the Government of Ethiopia’s (GOE) ambitions for nutrition. Since 2009, A&T is working in Ethiopia within the context of the National Nutrition Program (NNP) and the National Nutrition-Sensitive Agriculture Strategy (NNSAS) to promote maternal, adolescent, infant and young child nutrition (MAIYCN) across multiple sectors at the federal, regional, woreda, and community levels. The A&T Ethiopia 3.0 investment will build upon successes and lessons learned from previous IYCF efforts to significantly improve MAIYCN practices. In this new grant, A&T will provide greater analytical, technical, and systems-building support to bolster the capacity of federal and regional authorities to develop, deliver, monitor, and evaluate quality MAIYCN services. A&T Ethiopia 3.0 will work in partnership with the GOE and others to achieve the following three outcomes: 1) Sustained capacity at national level and among regional health bureaus to support woredas in planning, budgeting, implementing and using data to achieve MAIYCN targets in the NNP II; 2) Sustained capacity at national level and among regional agriculture bureaus to improve women’s and children’s dietary diversity, and access to safe, affordable and nutritious foods; and 3) Knowledge and learning generated and tools and lessons learned disseminated in priority technical areas for improved MAIYCN at scale. Alive & Thrive is funded by the Bill & Melinda Gates Foundation and the governments of Canada and Ireland. The initiative is managed by FHI 360. POSITION SUMMARY Under the direct supervsion of the Country program Director, she/he will be repsonsible for the overall provison of HR support. ESSENTIAL JOB FUNCTIONS/KEY RESPONSIBILITIES Summary of key functions: The HR Officer is responsible for the day-to-day aspects of human resource related activities in the organization for the effective Implementation and achievements. Specifically, s/he will focus on achievement of the following key results: KEY RESPONSIBILITIES: Lead the recruitment & Retention, On boarding, Training & Development, Compensation, Benefits Administration, HR Information Systems, and Compliance activities.Supporting the development and implementation of HR initiatives, activities and systems,Works closely and consults the A& T HQ recruitment team during provision of offers and development of employment offer documents.Engage in staff recruitment and selection process in order to ensure a timely organized and comprehensive procedure is used to hire staff.Implement staff recruitment and selection policies and procedures; and propose changes for effective staffing processes.Conduct preliminary screening of applications based on stated requirements and pass on long lists together with applications and CVs to hiring manager to do the shortlist. In consultation with hiring manager, organize and conduct job interviews Together with interview panel, assessing good qualities as well as shortcoming or areas of concern about the candidates and judging them efficientlyDesign, develop and suggest recruitment solutions and networking techniques in the organization to ensure an efficient and fast process; Prepare recruitment planner, document and record the recruitment process Manage and monitor applicants tracking system to ensure process is being followed. Implement recruitment policies and procedures; develop and recommend new forms, tests, systems and procedures to facilitate and improve recruitment process exploring the market’s best practices in this field; Provide recruitment updates to hiring managers periodically on the status of staffing requests.Ensure that announcements are followed up, properly handled and short listing made on time in consultation with the hiring managers.Coach Managers and supervisors on effective interviewing and selection techniques as needed to ensure sound hiring decisions are made. Conduct reference checking/staff vetting and final negotiations for open positions in his/her portfolio.Send out regret letter to unsuccessful candidates in a given recruitment processAdvises managers in the different subsidiaries on the best recruitment and selection practices, establishing healthy working relationships with the department heads of different business units to manage the sourcing processes Jointly with the recruitment panel, recommends suitable candidates and agrees on the hiring process with the HR team. Ensure dissemination of job adverts through all appropriate channels including the full utilization of the social media, professional networks, associations and others depending on the targeted niches; and support advertising vacancies by drafting and placing job postings in a wide range of media (e.g. recruitment agencies, newspapers, websites, magazines); Suggest training needs on recruitment best practices and interviewing techniques.Collects signed time sheet and submits to finance unit at the end of every monthReceive and processes staff leave request, maintains the annual and sick leave trackerReceive Medical Expense Reimbursement form staffs and send the summary to finance department for their payment Call selected candidates for an interview, and arrange interview venues.Being actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring processLead staff performance management processes.Support the management of disciplinary and grievance issuesMaintain employee records according to policy and legal requirementsReview employment and working conditions to ensure legal complianceEnsure Pensions and benefits administration.Performs other duties as assigned by her/his supervisor EXPERTISE AND COMPLEXITY: Acceptable professional personal presentation and discretion in judging and managing confidential matters, materials and sensitive issues.Knowledge of office equipment, practices and procedures,Ability to organize, coordinate and effectively process work assignments, while providing attention Customer service oriented and ability to manage multiple tasks simultaneously and set priorities.
