Job Title: Senior Technical Advisor Agriculture Reports to: A&T Country Program Director Number of position: One (1) Location: FHI360-Alive &Thrive country office, Addis Ababa, Ethiopia Starting Salary: Within the Band Salary range and Commensurate with education & Experience Duration of Position One year, will be renewed annually PROJECT SUMMARY Alive & Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development of infants and young children. Good nutrition in the first 1,000 days, from conception to two years of age, is critical to enable all children to lead healthier and more productive lives. A&T is scaling up improved infant and young child feeding (IYCF) and maternal nutrition through large-scale programs in several countries in Africa and Asia through strategic technical support and the dissemination of innovations, tools, and lessons worldwide. Alive & Thrive Ethiopia 3.0 is a five-year investment funded by the Bill & Melinda Gates Foundation (BMGF) to strengthen the institutional and human capacities required to achieve the Government of Ethiopia’s (GOE) ambitions for nutrition. Since 2009, A&T is working in Ethiopia within the context of the National Nutrition Program (NNP) and the National Nutrition-Sensitive Agriculture Strategy (NNSAS) to promote maternal, adolescent, infant and young child nutrition (MAIYCN) across multiple sectors at the federal, regional, woreda, and community levels. The A&T Ethiopia 3.0 investment will build upon successes and lessons learned from previous IYCF efforts to significantly improve MAIYCN practices. In this new grant, A&T will provide greater analytical, technical, and systems-building support to bolster the capacity of federal and regional authorities to develop, deliver, monitor, and evaluate quality MAIYCN services. A&T Ethiopia 3.0 will work in partnership with the GOE and others to achieve the following three outcomes: 1) Sustained capacity at national level and among regional health bureaus to support woredas in planning, budgeting, implementing and using data to achieve MAIYCN targets in the NNP II; 2) Sustained capacity at national level and among regional agriculture bureaus to improve women’s and children’s dietary diversity, and access to safe, affordable and nutritious foods; and 3) Knowledge and learning generated and tools and lessons learned disseminated in priority technical areas for improved MAIYCN at scale. Alive & Thrive is funded by the Bill & Melinda Gates Foundation and the governments of Canada and Ireland. The initiative is managed by FHI 360. POSITION SUMMARY The Senior Nutrition Sensitive Agriculture Advisor will be responsible for providing strategic support to the Ministry of Agriculture and Natural Resources (MOA) and the Ministry of Livestock and Fisheries (MOLF) in areas of nutrition-sensitive agriculture policy, multi-sectoral coordination and capacity building. S/he will also provide technical support in the area of promotion, production and consumption of animal source foods among others nutrition sensitive agriculture interventions mandated as per the responsibility of the ministry in the National Nutrition Program II. ESSENTIAL JOB FUNCTIONS/kEY RESPONSIBILITIES Summary of key functions: The HR Officer is responsible for the day-to-day aspects of human resource related activities in the organization for the effective Implementation and achievements. Specifically, s/he will focus on achievement of the following key results: KEY RESPONSIBILITIES: Will be responsible for designing and executing the overall nutrition-sensitive agriculture strategy for, and support the Project Director to track the achievement of project results.Support the MOA and MOLF in mainstreaming nutrition into existing policies and support the various directorates of these ministries in the assessment, review, and updating of relevant, strategies, guidelines, training manuals. Provide technical support to the National Nutrition Coordination and Technical Committee members of the ministry in mainstreaming nutrition sensitive interventions within the sector. Work closely with the Technical Director, Nutrition to harmonize the nutrition-sensitive and nutrition-agriculture interventions.Work closely with seconded advisors to agriculture at the federal and regional level and provide technical support to themSupport capacity development activities of the nutrition case team in the MOA and MOLF top operationalize the national nutrition-sensitive agriculture strategy and to plan nutrition sensitive interventionsSupport capacity development activities in the regional agriculture bureaus to integrate nutrition in their objectives and programs and with the promotion, of nutrient rich and diverse foods through the extension system to improve the nutrition status of the community.Build capacity for multi-sectoral coordination within the agriculture sectors and with signatories of NNP II and other development partners. Support the development of metrics for nutrition-sensitive agriculture and provide technical support for the integration of appropriate monitoring, evaluation and learning systems at all levels of ministry of agriculture.PROGRAM MANAGEMENT AND MONITORING Manage the implementation of selected partner programs including appraisal, monitoring (including field visits) and lesson learning and review of annual narrative and financial reports. Maintain strong results focus with partners and provide regular technical input into, and support for, the implementation of work-plans. Produce quarterly and annual reports on the achievements of the work with agriculture and livestock sector TECHNICAL SUPPORT, KNOWLEDGE INTEGRATION AND LEARNING Monitor and report on public policy environment that impacts on agriculture and livestock with a focus on nutrition including key discussions, reports and policy papers and contribute to mainstreaming nutrition with the sectors. Ensure public policies and frameworks in agriculture mainstream nutrition and are gender sensitive. Promote and contribute to improved sector coordination. Build strong and effective working relationships with Government of Ethiopia, civil society, and other Development Partners working in the agriculture and related sectors.
