CRS/Ethiopia invites you, the qualified candidate, to apply for the following position;  Position Title: Consortium Lead, Commodity Management Duty Station: Addis Ababa Employment Term: Indefinite Term Reports to: IRC Consortium Director/Head of programs - CRS Application Deadline: June 22, 2018  Background:  CRS Ethiopia is seeking a Consortium Lead, Commodity Management for the Emergency Nutrition and WASH Rapid Response Capacity project, a new three-year USAID project with funding from Office of Foreign Disaster Assistance (OFDA) as well as the Office for Food for Peace (FFP). The Emergency Nutrition and WASH Rapid Response Capacity (RRC) program supports targeted, integrated emergency nutrition and WASH activities through a well-coordinated and flexible rapid response mechanism (RRM) that can be triggered to respond to emergencies anywhere in the country. CRS is supporting the project through technical leadership on management, operations, and logistics surrounding the provision of emergency nutrition commodities. Job Summary The Consortium Lead, Commodity Management will serve as CRS’ technical and managerial lead on the RRC program. The incumbent will establish and maintain positive and complementary working relationships with lead implementing agency, the International Rescue Committee, as well as nutrition lead partner Concern Worldwide. The Consortium Lead, Commodity Management will provide guidance to IRC on the management of the Title II Commodity ‘Call Forward’ process while also facilitating the use of in-country pipelines for procuring emergency nutrition commodities.  The incumbent will be ELRP’s technical lead liaison with GoE food security governing bodies and working groups, and be well versed in national food security policies and procedures.  Specific Responsibilities:  To ensure program’s strategic objectives and results are fully accomplished on time and meet expected technical quality standards, the Consortium Lead, Commodity Management must embody the following responsibilities:  Leadership and Representation: Serve as member of senior project management unit (PMU) with IRC and Concern Worldwide project leadership, with duties including: Active participation in sub-grantee selection process Active participation in rapid response ‘go’/’no go’ decision making process;Provide leadership, supervision, and oversight to improve the performance of all aspects of the consortium commodity management activities and coordinate with CRS Commodity Logistic Manager for forecasting, receiving at port, importing and pre-positioning at CRS primary distribution point warehouses;Serve as project representative on major commodity and food security technical working groups at national level, and ensure procedures are in line with national policies;Provide guidance to USG Title II commodity ‘call forward’ forecasting and processes, providing Technical Assistance to project partners as needed.Liaise with key commodity stakeholders to assess feasibility and facilitate use of in-country commodity pipeline, thus guiding overall commodity decision making on behalf of project.  Program Quality and Management: Facilitate capacity building and support between CRS and other partners, includes: Commodity risk monitoring support for nutrition partners Commodity management trainings Linkage to CRS learning events (e.g. information sharing forums for larger commodity management community) Ensure compliance with FFP reporting requirements by consolidating the Commodity status report/ CSR, Recipient Status Report/RSR and Loss Status Report Oversee/ Coordinate the commodity transfer procedures and relationships with nutrition partners Provide technical assistance on risk monitoring to nutrition partners as needed. Advice on the strategic pre-positioning of commodities among the four CRS Primary Distribution Points (PDPs)Contribute to formal and ad-hoc consortium and commodity-focused reports for OFDA and FFP in line with the reporting schedule and donor compliance requirements Perform any other duties as assigned by the Program Director  Supervision:Assist with the hiring, orientation, and training of key logistics staff of the IRC project  in Addis Ababa and at the four PDPs to build a technically strong, well supported, motivated team.
