The responsibility includes the management of programme managers, project managers and all programme/project staff implementing Oxfam programs. The Sr PM provides leadership to the Programme Managers and work closely with Operations teams and reports to the Drought Response Mgr. and Matrix Managed by HPC;Key ResponsibilitiesProvide technical management and leadership to all Oxfam’s programmes in Somali region, EthiopiaProvide technical review, analysis, and recommendation to Oxfam programme work to deliver on Oxfam Drought Response Strategy.Is responsible for design, monitoring, evaluation, and learning of the Oxfam programme.Lead the progress of the programme strategy and approach including the planning of the evaluation and learning aspects. Give strategic inputs to the development, implementation, and monitoring of the Oxfam annual operational plan. Flag, provide risk management, mitigation measures of any risks and/or changes that may affect progress.Lead to contribute to design and plan recovery and resilience building programmes for the region.Take the lead in representing Oxfam programme in Somali region, build relationships and develop networks contributing to the overall management of the response programme with the relevant Government authorities and the international community (UN, INGOs).  If necessary, represent Oxfam in Ethiopia at country level as delegated or requested by the OI HPC/Drought Response Manager.Together with the Drought Response Manager will give strategic inputs and steer on Oxfam programming in Somali region, Ethiopia, shaping Oxfam’s Response Strategy, defining ways of working and Operational Plans and budgets.Take the lead for the programme & coordinate with Operations to ensure that minimum standards are met – for programme development and management, support services, knowledge management and campaigns.Support the proposal-development and contribute to an Oxfam external funding strategy.Advance and advocate for the advancement of women’s rights and gender equality, in line with Oxfam’s policies.
