The Ethiopian Pharmaceutical Supply Service (EPSS) is a federal government institution under the Ministry of Health that is responsible for supply chain management of public health commodities in Ethiopia. EPSS is dedicated to ensuring the uninterrupted supply of pharmaceuticals, laboratory rea-gents, medical equipment, and supplies to the Ethiopian people. The American International Health Alliance (AIHA), with funding from the Bill and Melinda Gates Foundation (BMGF), leverages its experience in strengthening the capacity of EPSS's Human Re-sources Development Directorate. The American International Health Alliance - Twinning Center would like to recruit a Program Co-ordinator to support the EPSS’S Human Resources Development Department to provide technical coordination and support for the EPSS HR Directorate and AIHA to meet the desired deliverable and goal for achieving the overall work plan. BackgroundThe Program Coordinator will provide technical support for EPSS HRDD, and AIHA to implement their work plan effectively and efficiently. The consultant will coordinate all activities planned by AIHA as a partner with EPSS HR administration and development directorate.The coordinator will be expected to design and implement an efficient system to manage resources, schedules, and financials and adhere to quality and control guidelines throughout the full systems development project's life cycle. This also includes managing issues, risks, and project change re-quests to ensure successful and on-time AIHA project delivery. Contribute to process improvement initiatives as they relate to improving project delivery. The coordinator is responsible for coordinat-ing and running the projects on a day-to-day basis. Scope of WorkThe Program Coordinator will provide administrative and technical assistance to the HR directorate and AIHA in prioritizing project work plan, data analysis, planning, execution, monitoring and evalua-tion, and periodic reporting on work.Duties and responsibilitiesUnder the supervision of the EPSS HR Director and AIHA Program Manager, the Program Coordinator will undertake the following:Close follow of the overall strategic issues to strengthen the system and improve supply chain workforce development Follow up on the implementation of strategic issues and decisions made by the HR Director and AIHA Program Manager on the execution of the planned activities.Serve as a consultant to both AIHA and EPSS HR teams.Provide technical support to facilitate and coordinate supervision and review meetings at national and sub-national/hubs about the work plan of AIHA and EPSS – HR directorate.Monitor the progress of the work plan and coordinate closely with the AIHA and EPSS teams to ensure that activities align with the program and budget.Liaise and coordinate with key stakeholders related to the work plan of AIHA and EPSS- HR team.Liaise and support HR management and overall administration support, including corruption, misuse, and improprieties to the planned projects.Follow up on the competency assessment progress. Provide quality technical support on the AIHA project's timely planning, monitoring, and evalua-tion activities. Actively engage in the pre-, during, and post-capacity building activity related to the project and strategic initiatives that will be conducted both by EPSS – HR directorate and AIHA.Collaborate with internal and external stakeholdersTake the lead in the search for technical support for project implementation.Liaise internal and external stakeholders with AIHA, EPSS, and other key functions. Maintain strong working relations with EPSS hubs, FMOH, Regional Health Bureaus, and other relevant partners.Attend meetings and present progress updates on projects and implementation of new strategic initiatives with donors, partners, and other relevant bodies as needed and requested.Key performance indicators:Regular report on process improvement to both AIHA and EPPS – HR director/ best perfor-mances, areas which need further improvement of projects in the form of action points.Develop user-friendly tools and system/project management systems for timely monitoring and evaluation of strategic initiatives. Perform any related work as assigned by supervisors as required.Terms of employment: One-year contract with the possibility of extension  Place of work: EPSS office based in Addis Ababa
