PATH seeks a One Health/Animal Health Consultant based in Jamaica, to provide expertise in critical technical areas including — Zoonotic Disease, Community-Based Zoonotic Disease Surveillance, Risk Communication, Social Behavior Change, and Community Engagement on behalf of the USAID-funded Localize Global Health Security project (LGHS). This consultant will support the development of an in-country landscape assessment. The assessment aims to provide context and clarity around Mission commitments for LGHS, inform strong program design in Jamaica, and identify organizations that are already working, intending to work, or showing the potential to work on health security activities, and may have the capacity to manage USAID funds to implement activities in the pre-identified GHS technical focus areas— zoonotic disease, community-based zoonotic disease surveillance, risk communication, social behavior change, and community engagement —and deliver results.
The landscape assessment team will consist of two in-country consultants (one global health security expert and one localization/organizational development expert) with support from a 3-person team based in the US. The consultant will report to the Landscaping Team Lead, and work in close collaboration with the in-country Organizational Development Consultant and the US-based landscape assessment team, who will travel to Jamaica to initiate the assessment, and provide on-going support to the Jamaica-based consultants throughout the performance period. The GHS Consultant will need to engage with national and subnational actors and meet with stakeholders that work in global health security, especially focused on one health.
Location: Kingston, Jamaica
Activities and Scope of Work:
Review key project documents to understand the scope of LGHS in relevant countries, including landscape assessment tools, the mission scope of work, and related short documents describing the grants, landscape assessment and OCS workflow
Contribute to the desk review, identifying resources and providing summaries to help the team better understand localization, health security and organizational development work that has been done in Jamaica
Use local network to identify relevant stakeholders with whom to meet, including a range of stakeholders from senior officials to grassroots organizations
Contact a range of USAID partners, local organizations who are potential partners, individuals, and other institutions, to set up meetings
Support the development of country-specific materials (including an information gathering survey, focus group discussion guide, or updates/materials requested by the mission)
Schedule and conduct informational interviews by phone and/or in person with relevant organizations
Draft visit schedules and support members of the Washington-based team members while they are travelling in-country to arrange key informant interviews with a range of stakeholders, most of which are local organizations working at the subnational level (team member travel to Jamaica is expected around April 22-May 4)
Assist in the planning and preparations for capture visits, as required including the arrangement of transport logistics
Manage schedule, ensuring adequate time between meetings and maintaining courteous and professional communications
Attend meetings with assessment team and document meetings with detailed notes
Provide guidance on local context and innovative approaches that could enhance LGHS’ impact
Document findings from key informant interviews through clear notes from the meetings
Support the organization of group meetings, workshops or focus group discussions as deemed appropriate to gather and exchange information
Contribute to a presentation of findings that will be provided to the mission at the end of this assignment
Together with the OD consultant lead the writing of the Organizational Landscape Report (key deliverable for this assignment)
Deliverables:
The consultant will work collaboratively with the PATH, the USAID LGHS team, and stakeholders to produce the following deliverables:
Summary report of findings from desk review
Meeting minutes from discussions with key stakeholders during kickoff, mid-point workshop, and 2 week landscaping assessment
Workshop report
Presentation of findings from landscaping
Organizational Landscape report
Required qualifications and experience:
Veterinary degree or master’s degree with eight (8+) years of relevant work experience or bachelor’s degree with at least twelve (12+) years’ work experience
Proven technical expertise in at least two of the identified core technical areas — Zoonotic Disease, Community-Based Zoonotic Disease Surveillance, Risk Communication, Social Behavior Change, and Community Engagement
Excellent facilitation and coaching skills in a variety of aspects of organizational development
Experience in community-based capacity building projects, including experience in community mobilization and civil society development and USG grant management processes
Knowledge and technical expertise in global health security
Strong organizational skills and attention to detail
Ability to work collaboratively in a team-oriented setting and remotely
Self-motivated and able to manage time and meet deadlines working independently
Proven ability to work under pressure, and with multiple concurrent demands
Excellent communication skills, strong proficiency in English
Ability to travel throughout the country.
