Objectives: The Staff Safety and Security Officer will ensure that relevant and achievable safety and security protocols are established and maintained in order to best provide for staff safety and program continuity.  This position will be based in Addis Ababa HO and rove to other CARE field locations as required and as requested and focus on Emergency response programs and also support existing CARE Ethiopia programs. Responsibilities and Tasks Planning and Preparation: Actively monitor the safety and security environment within CARE’s current operational areas and review and when required current risk assessments.Conduct regular route assessments and join with programming teams in the field in order to ensure up to date access information is maintained in order to support current programs.Routinely review the readiness of teams deploying to remote field locations to ensure that minimum safety standards are met with respect to vehicle and personal equipment and knowledge of areas to which teams are deploying.Routinely review and when required update the current standard operating procedures (SOPs) based on any changes in the operating environment or CARE’s programming. Procedures and Protocols: Routinely review and when required update the current standard operating procedures (SOPs) based on any changes in the operating environment or CARE’s programming.  These protocols will cover all aspects of CARE operations ranging from offices to remote field locations.With support from the Regional Security Manager-Africa and FSO-Horn of Africa develop an Emergency response specific Safety and Security Management Plan (SSMP).Through routine interactions with field teams ensure current protocols and procedures are being adhered to and complied with, particularly field movement protocols. Reporting: Provide routine, bi-weekly reports to the Program Support Director, Country Director and Regional Security Manager-Africa which covers the primary safety and security concerns for CARE staff at field level and current mitigation measures being adopted.Provide to the Program Support Director, Country Director and Regional Security Manager-Africa incident reports as required. Training: Conduct field level training's to staff focused on current SOPs as well as safely moving and operating within remote locations.  Areas of focus will be basic driver and first aid training's as well as basic skills required for moving in and remaining overnight in field locations.Conduct quarterly crisis and incident management training's with field based teams in order to ensure crisis management readiness.  Crisis and Incident Management: Support the field based Program Operations Manager and other Field Managers in the event of an incident and serve as the Security focal point on any Field Crisis Management Team (F-CMT). Upholding CARE’s Core values and ensuring its principles Comply and exercise organizational values and culture.Help to promote rights and good governance.Responsible for gender responsive behavior in all actions and decisions.
