Program Overview : TRANSFORM/Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes and to end Preventing Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHC will operate in the four most populous rural regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs. Position Purpose: The regional technical coordinator leads the regional TRANSFORM technical team and acts as the regional technical representative. The main responsibility of the coordinator is to provide high level technical support to all aspect of the project in the region, build sustainable technical capacity at regional, zonal and woreda level to ensure successful implementation in each of the relevant technical areas. S/he works in a close collaboration with other USAID funded projects and other partners to harmonize activities. Key Responsibilities: Advices the regional manager, stakeholders at regional, zonal and woreda levels in all areas of TRANSFORM/PHCUActs as a mentor for regional, and sub-regional level program and technical officers through on the job training and coachingCollaborates in planning and participates in joint integrated supportive supervision visits within the regionIdentifies bottlenecks in technical areas within the region and identifies opportunities to improve health systemsDevelops and co-facilitates technical trainings with each thematic areas of the programContributes to the development and/or adaption of guidelines and tools for regional staff in multiple disciplinesSupervises and inspires team members, while creating an environment where sharing, technical debate and innovation are part of the everyday dutiesEnhances and anchors the in-depth knowledge of all relevant technical areas within the regional teamSupports the technical team and regional manager in the development of the regional work plan and implementation of the outlined project activities with the teamPlans, coordinates and checks the activities and deadlines of the regional teamMonitors the project performance according to the M&E planPrepares and submits quarterly and annual reports to the Regional ManagerSupport regional manager in tracking expenditure of thematic program areas in collaboration with the regional operation coordinator and improve the management of the regional budgetIdentifies areas for crosscutting collaboration with regional partners and across regionsActively shares knowledge with regional, zonal and woreda staffMaintain personal in-depth and up-to-date knowledge on all relevant technical areasPerform other roles and responsibilities as assigned by immediate supervisorSupervisor’s Title: Amhara Regional Manager
