Consortium of Ethiopian Human Rights Organizations (CEHRO)
Background Consortium of Ethiopian Human Rights Organizations (CEHRO) is a consortium of 18 CSOs operating in Ethiopia. CEHRO was registered on the 16th of March 2018 and re-registered as per Proc. No. 1113/2019 with registration number 3932. CEHRO is determined and working to the advancement of human rights protection in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence-based advocacy to expand the space for human rights CSOs and continue engagement with stakeholders as well as building the capacity of both the old and new human rights CSOs, to ensure effective human rights and democratic governance works. In partnership with International Alert, CEHRO is implementing a project titled ‘enabling business and human rights agenda in conflict affected settings.’ The project is a multi-country project covering Kenya, Uganda and Ethiopia. This project is aimed to enhance accountability and conflict sensitivity of business and state actors in Kenya, Uganda, and Ethiopia, and they can respond to the changes sought by communities for conflict mitigation and resolution. As part of implementing this project, CEHRO conducted two research studies with a context specific assessment of business and human rights in conflict affected settings in Ethiopia focusing on MIDROC Gold Mines Company and Omo Kuruz development projects. Currently, CEHRO is looking for a consultant to develop a Human Rights Due Diligence (HRDD) model manual for businesses. Human rights due diligence (HRDD) is a process that helps organizations identify, prevent, mitigate, and account for their adverse human rights impacts. It is a voluntary process, but it is increasingly expected of organizations by investors/business communities, consumers, and governments. A well-designed HRDD training manual can help business communities to: Understand the concept of HRDD and its importanceIdentify and assess human rights risksImplement measures to prevent and mitigate human rights impactsMonitor and report on their human rights performance Objective The objective of this ToR is to develop a comprehensive and informative HRDD training manual that can be used by organizations of all sizes and sectors. Scope The manual should cover the following topics: The essence of HRDDThe importance of HRDDThe UN Guiding Principles on Business and Human RightsThe HRDD processThe HRDD in Ethiopian context Identifying and assessing human rights risks in business operationsImplementing measures to prevent and mitigate human rights impactsMonitoring and reporting on human rights performanceCase studies and examples Expected Results The consultant will undertake the following tasks: Conduct a review of existing HRDD training materials and resources.Undertake desk research on the relevant international and national laws and standards on HRDD.Consult with experts and stakeholders to identify the key topics and issues to be covered in the training manual.Develop a draft training manual that is comprehensive, informative, and easy to use.Revise the training manual based on feedback from experts and stakeholders.Finalize the training manual and prepare it for publication.Deliverables and ActivitiesThe consultant will deliver the following outputs: A draft HRDD training manualA revised HRDD training manualA finalized HRDD training manual in a format that is ready for training and publication Timeline The consultant will complete the development of the HRDD training manual within 15 working days of the start of the contract. Budget The total budget for the development of HRDD training manual is ETB 75,000.
