Primary Health Care (PHC) is one of the main pillars of Amref Health Africa in Ethiopia to guide health system investments through PHC approach. This portfolio will ensure Amref’s engagement in primary health care, community empowerment and multi-sectoral collaboration. The following Amref’s programs falls under this pillar; human resource development, health financing, digital solutions and SBCC. Hence, the main scope of this position holder, in collaboration with the Director of Health Extension and Primary Health Care Director, includes providing technical guidance, standardization and building in-house capacity to support GOE’s efforts of strengthening PHC mainly on operationalization of the HEP road map in PHC context as a means to progressively realize UHC. As part of ensuring comprehensive packages of essential health services and reducing fragmentation across other service delivery programs, this role requires to be engaged actively in positioning PHC approach as a means of efficiency, effectiveness and sustainability for RMNCAYH, WASH, DPC including NTDs, Nutrition and PHEM programs. Furthermore, Community engagement and PHC technical advisor is expected to provides technical support to the primary health care and community engagement directorate with respect to the development, implementation, and monitoring of HEP/PHC strategies, guides, and tools. More specifically, by working closely with HEP/PHC team and other directorates such as MCH, quality, governance, and reform, etc. and IPHCSD team, the consultant is responsible to support the development of HEP/PHC quality interventions and service delivery standards and revamping of bi-directional accountability mechanisms including CSC and managerial accountability for PHC system. Technical leadership Design HEP service delivery standards, adapted EPHCG for CHP, evidence-based standards and protocols for RMNCH, and community-facility quality improvement for different contextsRevamp the CSC and managerial accountability for PHCDesign community engagement materials in the pastoralist and agrarian context.Advice and provide TA for HEPHC director and HEP all case teams on strategic level decisions and guidance.Provide technical support to MOH/RHBs on the implementation and rollout of National Quality Strategy and the quality initiatives of the HEP roadmap through working groups (HP/PHC, quality and safety, and safe motherhood)Catalyze operationalization of National Quality and Safety Strategy to address quality at the primary care level through working closely with HEP/PHC, Quality Directorate at MOH, and regional structure that work on the HEP/PHC and quality spaceProvide capacity building support for national PHC teams on planning, coordination and management the program.Conduct regular database and report monitoring and evaluation activities to oversee the leadership, management and coordination performances and to provide on-the-job training to improve leadership, planning and coordination.Other activities as needed by IPHCSD and HEPHC directors.
