BackgroundCRVS stands for Civil Registration and Vital Statistics. Civil Registration (CR) system is used to register and provide Certification on vital events, such as births, deaths (Including Cause of Death), marriages, divorces and Adoption while Vital statistics (VS) are the statistical yield under the civil registration system.  The individual information, in the civil registration records, is assembled in order to create vital statistics for the population. A well-functioning CRVS system aims to: Secure individuals with recognition of their legal identity and ensure rights of access to public services, social protection and human rights; Generate essential statistical information that decision-makers depend on for policy formulation, planning and implementation, and monitoring, and Permit the understanding of the prevalence, distribution and causes of mortality, as well as identify health inequalities and priorities. Currently, the CRVS system in Ethiopia involves several actors. The FDRE Immigration and Citizenship Service (ICS) is responsible for coordination, standardization of procedures and practices, and technical support. The twelve regions and two city administrations of Civil Registration Agencies are responsible for vital events registration and issuing of certification. In addition, there are federal registration organizations such as the Agency for Refugee and Returnee Affairs (ARRA), Ministry of Defense (MoD), Ethiopian Shipping Lines and Ethiopian Missions abroad. The Ministry of Health (MoH) and Regional Health Bureaus (RHBs) are responsible for community and health facility birth notifications. The Ethiopian Statistics Service (ESS) is mandated to produce vital statistics. Ethiopia has ratified international and continental documents with regard to rights of women and children. It has also enacted a lot of national laws to promote and respect the rights of women and children. Thus, the data generated through the CRVS system is important to enforce the provisions enshrined in women and children related legal and policy frame works. Therefore, with a financial assistance from the Italian Agency for Development Cooperation, the Immigration and Citizenship Service requires a well experienced consultant to conduct a gender Analysis of the CRVS system in Ethiopia. Objectives Evaluate the strengths and weaknesses of the current CRVS systems in terms of gender mainstreaming in planning, implementation, M&E and reporting;Identify challenges, gender roles and attitudes that may affect the equal use of CRVS services by beneficiaries, especially by women and girls;Analyse national and regional institutional practices and response capacities of key stakeholders in CRVS (including MoH and ESS) in providing gender responsive services.Analyse the human resource of ICS and regional /city administration Civil Registration Agencies that engages in civil registration disaggregated by sex.Analyse the women empowerment process and women in power in ICS and regional states/ city administration agencies. Scope of the Work Civil registration is conducted in 12 regional states and 2 city administrations. There are more than 19000 kebeles (lower administrative units) of which 90% kebeles are registering in the country. The gender analysis will cover a sample of the above mentioned regions and city administrations and 27 refugee camps under 6 branch offices of refugees and returnees service. Methods of data collection for the Gender Analysis The consulting firm is required to propose the most appropriate methods for the data collection using qualitative method and sampling frames and units to be employed. It also has to provide representative samples from each administrative structure. Major Duties and Responsibilities of the Consultant Company Conduct a literature review of relevant documents that provide an understanding of gender issues with regard to vital events registration in Ethiopia including refugee. Develop a gender analysis strategy in detail by: Designing data collection methodology and tools for the study qualitative methods;  Developing research questions and the methods and tools to address the questions;  Designing the approach and process for data analysis and submission of draft and final reports; Develop an action plan with clear timeline, pre-testing, training or orientation schedule and travel arrangements, data collection, analysis, reporting, validation workshop and final submission. Develop a data analysis framework against the main research questions and process to verify findings with technical working group and then undertake the analysis and verification processes; Prepare first draft baseline report; Present preliminary findings to the concerned CRVS technical committees Produce a final report Key considerationThe consulting firm should take reasonable sample taking into consideration the host communities, pastoralists, urban and rural dwellers and refugee camps. Estimated duration of contract The contract will be for 45 days from the date of agreement concluded.
