Job Title: Monitoring and Evaluation Specialist
Duties and Responsibilities:
The health monitoring specialist is directly answerable to the General Manager of the Firm. The candidate, without prejudice to the responsibilities of the General Manager of the Firm, shall have the responsibilities to:
Serve us the lead expert and quality controller for monitoring and evaluation activities of the Company;
Participate in varous M&E capacity building programs;
Develop a detailed M&E plan for the whole project, including specific output and outcome indicators (qualitative and quantitative indicators). This has to be done in close collaboration with USAID/Transform MELA M&E Specialists, USAID/EPMES specilists and PRIN Program staff.
Prepare project proposals upon approval;
Prepare plans and budget for all his/her activities, and ensure their implementation upon approval;
Develop and implement standard data collection techniques/methods for all health projects, and ensure that the operations of the firm are on the basis of the standards;
Undertake monitoring and evaluation of diverse health projects by using state-of-art software, and qualitative and quantitative data analysis techniques;
Work with the program managers on special studies pertinent to M&E and provide inputs in the definition of the studies and TORs for the necessary consultants. Oversee the implementation of the studies and assure the timely reporting of the studies;
Help organize national and regional workshops to present the results of the findings as a whole and of the specific studies carried out;
Aggregate the annual M&E findings and publish the annual M&E report that is part of the annual report;
Responsible for documentation and sharing of the result findings related to printed, audio visual and related materials including of publication of these materials on the website;
Contribute that the Firm always keeps abreast developments and positions itself to respond effectively to the research, and consultancy services of its diverse stakeholders;
Discharge such other responsibilities as may be given to him or her by the General Manager of the Firm.
Job Requirements:
Qualifications and Experience: MSc/MA degree in a field relevant to Monitoring and Evaluation such as Public Health, Health Monitoring and Evaluation, Health Economics, Project Management, Economics, Sociology/Social Works, Demography, Development studies or related fields of study. PhD in similar disciplines is advantageous. The specialist should have at least five years of monitoring and evaluation experience in diverse governmental and/or bilateral and multilateral donor funded projects. Those who have experience in designing and/or evaluating USAID, UN, INGO or WB projects have competitive advantage. S/he should have a demonstrated track-record in successfully managing both qualitative and quantitative data using state-of-art software and data analysis techniques as well as an excellent report writing skill. The specialist should be able to present (name & contact address of) at least three projects that have been monitored or evaluated in the last three years. Number required: One
