Title: Resilience and Livelihoods Officer Location: Dolo Ado, Somali region Reports to: Resilience and Livelihoods Manager Direct Reports: Up to 2 assistant level positions Start of Contract & Duration: 6 months Posting date: April 30, 2018 INTRODUCTION The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration. PURPOSE OF THE JOB The Resilience and Livelihoods Officer will support the management and provision of technical support for all resilience and livelihoods activities implemented in the Somali region of Ethiopia by DRC Ethiopia as part of an ECHO-funded project entitled Community-Driven IDP and Refugee Response and Resilience-Building in the Somali and Gambella Regions of Ethiopia. The Resilience and Livelihoods Officer will assist the Resilience and Livelihoods Manager with the day-to-day management of the project’s resilience activities, including the management of up to two project assistants. Responsibilities will include coordination of activities, support with budget management and ensuring quality and timely implementation of all activities. Furthermore, the Resilience and Livelihoods Officer will play a key role in documenting the initiative for the purpose of lesson learning and in anticipate of an eventual scale-up of the intervention. RESPONSIBILITIES AND TASKS 1. Programming: Assist with the design and development of targeting criteria and organization of field assessments to inform program design and the selection of appropriate sites for intervention. Support the design and refinement of DRC’s ECHO-funded livelihoods and resilience activities, and develop detailed work plans and budgets for all associated activities. Activities will largely focus on community-driven early recovery initiatives which benefit both IDP and host communities. Knowledge of local agricultural, pastoral and livelihoods practices is an added advantage. Contribute to the strategic direction of DRC livelihoods and resilience programming in the Somali region through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents. Ensure the timely and quality delivery of all relevant reports and monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations. Support staff to integrate protection and do no harm principles into the organization’s livelihoods and resilience initiatives. 2. Finance and Administration: Support the project manager with regular reviews of resilience and livelihoods budget components of the ECHO project. Collaborate regularly with the project manager and Addis Ababa-based finance teams to monitor spending and ensure the timely utilization of ECHO funds. 3. Human Resources: Manage the Somali region resilience and livelihoods team of project assistants and support respectful and positive working relationships which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and extensive knowledge of livelihoods and resilience programming. 4. Logistics and Procurement: Collaborate with the project manager and Dolo Ado and Addis Ababa-based logistics and procurement teams to develop and maintain ECHO-specific procurement plans.Collaborate with the Dolo Ado and Addis Ababa-based logistics and procurement teams to ensure field-based records of ECHO procurements are well managed, fulfill DRC and donor requirements, and are always up-to-date for use in donor reports. Assist the project manager in monitoring assigned budget lines to ensure spending is in-line with project timelines and implementation schedules.
