JOB TITLE: Liaison Manager PLACE OF WORK: Jijiga REPORTS TO: Programme Director (Addis based) Job Purpose: The overall scope of this position is to liaise with relevant Somali Regional State bureaux; to communicate and coordinate with relevant regional clusters and other humanitarian organizations; to manage the Concern Worldwide liaison office in Jijiga; to monitor regional level contract with suppliers. MAJOR DUTIES & RESPONSIBILITIES OF LIAISON MANAGER With direct collaboration and coordination with Concern Worldwide’s Country Office, the Regional Manager will be responsible to carry out the following tasks: Coordination and Liaison Act as focal contact person for Concern in Jigjiga, Somali Regional State for all government organisations/ departments and other stakeholders in consultation with Head Office. Responsible for supporting the overall coordination of Somali technical capacity building initiative. Together with the Somali Region emergency nutrition team, establish and maintain cordial working relationship with partners, local and regional government bodies, NGOs and collaborating line bureaus.The liaison manager is also expected to be active in the region and participate in meetings with key stakeholders representing CWW and report back to the Head Office for subsequent decision making.Regular communications with international donor partners such as UN Agencies (WFP, UNECEF & UN OCHA) and others based in Jijiga and other parts of the Region, in consultation with the Country Office.Attendance at regional cluster meetings and individual meetings with cluster representatives as needed.Ensure the visibility of CWW in accordance with the organisation’s policies and procedures.Responsible for organising and coordinating workshops/trainings/meetings to be held in the Region.Responsible for updating and liaising with major project stakeholders on the progress of CWW projects being implemented in the region.Responsible for submitting reports and documents to relevant bodies in the region and providing clarification whenever necessary. Programme Management Oversight of the management of all of Concern’s projects in Somali region The LM should provide support as needed to the Somali Emergency Nutrition Programme, including carrying out monitoring visits, supporting in data analysis and reporting, highlighting and identifying programmatic issues and working with the Regional Nutrition Programme Manager to make sure they are addressed.Shall make herself/himself well updated of major issues in the region and shall report to CWW Head Office. In addition, the liaison manager is expected to report to Concern any sudden outbreaks and early warning information that are uncovered in the entire region.Responsible for updating oneself with the information about CWW and its programs in the region through reports and other means of communications. Network, maintain communication and share experience with relevant organizations to ensure the efficiency and effectiveness of project activities and promote best practices.The LM will support strategic partnerships with the region as well as other donor partners in the region by providing high quality facilitation in any collaboration effortsSubmit briefings to the PD following attendance at key meetings and communicate with PD/Programme Coordinators before and after attending external meetings Monitor and provide updates on security issues to the Head Office as needed Operational Support HR: Line manage the regional nutrition manager, office guards, cleaner and driver (this may be expanded during the course of the employment period) Logistics: Ensure that Concern Worldwide transport policies and procedures are adhered toLiaise with Somali region based service suppliers (e.g. car rental company)Ensure rented vehicles are checked before departure to the field offices, and ensure that vehicles are equipped with basic safety equipment Collect rented vehicles log sheet from each woredas and send to Head office for payment process Ensure Concern owned vehicles are serviced/ repaired in a timely manner Organise transport for visitors to collect from to the airport Facilitate the receipt of program supplies from Addis Ababa and the subsequent dispersal to the field Finance: With the programme manager, assist in tracking and reviewing expenditure of grants Oversight of finance activities (petty cash management, reconciliations etc)Perform other relevant activities as requested
