CALL FOR SHORT-TERM CONSULTANCY SERVICE Background Jhpiego will conduct a rapid need assessment entitled “Understanding the Context, Current Status and Humanitarian Response Gaps in Drought-affected Areas in Somali Region: A Rapid Need Assessment” to assess the context, status, and implementation gaps in humanitarian response. The main purpose of this consultant service is to provide high-level technical assistance to Jhpiego in conducting this rapid need assessment. The consultants will collect data and conduct other relevant work for a maximum of 12 days. For this purpose, the consultant should review published scientific papers, and reports generated by the government, implementing partners, and donor organizations such as UN OCHA, etc. regarding the drought in the Somali region. Subsequently, s/he will collect quantitative and qualitative data through On-site assessment in collaboration with the regional, zonal, and woreda disaster risk management offices (DRMOs), subnational UN OCHA offices, and subnational cluster coordinators. The consultant will co-design the RNA tool with Jhpiego. After the completion of the assessment, the consultant submits the draft report for review and feedback to Jhpiego within 2 days of assessment completion. Then, the final report should be submitted within five calendar days of the feedback provision. Jhpiego would like to invite interested, qualified, and experienced data collectors who are health professionals (medical doctors, public health specialists) to conduct qualitative and quantitative data collections from June 5 to 16, 2023. Study sites: Dawa zone of the Somali region, Ethiopia Number of health professionals needed: 2 Major activities Data collection: The consultants will be required to undertake the following activities: Participate in a one-day data collectors’ orientation and RNA tool co-design session in Addis Ababa Develop a feasible plan for document review and data collectionCommunicate effectively with regional, zonal, and woreda disaster risk management offices (DRM), subnational UN OCHA offices, and subnational cluster coordinatorsProvide adequate information about the RNA and obtain consent from interviewees Comply with COVID -19 protocol Ensure data are entered through Kobo Toolbox application using the personal smartphonesProvides day-to-day data collection activity report to the supervisor at Jhpiego
