AESA is a renowned international consulting company based in Brussels and provides a wide range of services in the Agriculture and Rural Development Sector. The company was awarded the contract to provide a technical assistance team (TAT) to support the implementation of the EU-funded €15 million 4-year projects 'Health of Ethiopian Animal for Rural Development (HEARD). The TAT started work in August 2020 and is responsible for supporting the Project Coordination Unit in monitoring and coordinating project activities and providing advice and assistance. The project is implemented by five grantees: The International Livestock Research Institute (ILRI) with the Ethiopian Association (EVA); the Livestock Bureau of Amhara, Oromia and Somali NRS; and the Minister of Agriculture (MoA). AESA is the lead for the implementing consortium, which includes three additional organisations, namely, VSF Suisse, VSF Belgium and the State Food and Veterinary Services of the Republic of Lithuania, for this EU-HEARD technical assistance contract. The three experts will be a short time and work full time. The duty station will be Addis Ababa, with a possible visit to Amhara, Oromia and Somali NRS as required. The fee rates will be negotiable.Purpose of consultancyIt intends to transfer Dairy Herd Health knowledge and skills to the Ministry of Agriculture and selected regional staff members. A detailed assessment/study will be conducted on the existing commercial and semicommercial dairy production system to design and develop a workable dairy Herd health management strategy. As part of the process, the MoA has requested the assistance of a non-key expert from the HEARD project (the expert) who will provide advice and assistance throughout the process.Specific workAssess the existing commercial and semicommercial dairy sector, and animal health policy and services, at all levels. Develop a clear and workable Dairy Herd Health strategic document based on that Assessment conducted with a customized herd health management programProvide customized ToT training to the selected experts, dairy farm assistants, and farmers on implementing the herd health management program Provide regular progress reports to the Team LeaderOrganize validation workshops as agreed with the Team Leader Ensure delivery of a clear Herd Health strategic document on the agreed time frame
