Internal/External Vacancy Announcement Description of the VacancyCommon Vision for Development Association (CVDA) is a partner with Mekdim Ethiopia National Association (MENA) and Mary Joy in Addis Ababa Administration, Sidam region and SNNPR respectively  to implement the USAID Family focused USAID Family Focused HIV Prevention, Care and Treatment Services in Addis Ababa , Sidam region and SNNPR. The main purpose is to strengthen local HIV epidemic control to achieve 95 percent of individuals living with HIV know their status, 95 percent of persons living with HIV to initiate antiretroviral therapy and 95 percent of antiretroviral therapy clients achieve viral load suppression by 2020/21. HIV mitigation services for vulnerable children will focus on case discovery and linkage to HIV treatment among undiagnosed children living with HIV, on achieving better health outcomes through HIV viral load suppression and establishing interpersonal, family and community norms to achieve HIV and violence prevention (9 to 14-year-old children).JOB SUMMARYThe Propoerty management and HR officer  is responsible for all functions carried out by the department in support of the organization’s programs. The Personnel Adminstrator maintains reviews and updates all administrative and human resource system and procedures. The position also ensures uniform compliance with policies and procedures at all projects and provides technical support to field based staff.The Personnel Admin will have the overall responsibility on recruitment, travel arrangement, filling system and well keep the property of the organization.   Responsibilities & Tasks Personnel ManagementMaintain a thorough knowledge of CVDA personnel policies and ensures the implementation of the policies.Ensure all personnel documents are maintained and updated in the personnel files Review staff policies, management manual whenever necessary & recommend any additions/deletions to the management teamMonitor and coordinate timely contract renewals, preparation of ID cards, hiring and termination letters.Responsible to update employee database (termination, new employment, evaluation, promotion & salary increment)Compile the total number of staff every month and report to MD/PDEnsure timely and proper set up of venues for various meetings/trainings  and assist in the preparation of the meetingsOrganize various events when necessaryAdvise coordinators on disciplinary policies and regulationsVisit projects at Addis and travel to field projects per year to monitor compliance with administration systems & policies, review administration operations, review personnel files and receive suggestion on Administration departmentWork closely with the management team to maintain staff and staff succession planning RecruitmentServe as a focal person for CVDA recruitment. Posting  positions on news papers and ensure that copies are sent to the field projectsProcess and follow up the recruitments of all positions, participate on CV screening, interviewingProvide orientation for newly hired staff Prepare all personnel letters (promotion, increment, transfer, termination….)Follow up on pending recruitments with concerned coordinators and update vacanciesArrange medical exams for new hires and ensure the receipt of documents on timely mannerConduct exit interview with outgoing staff and keep records in personal file Staff training and meetingsIn collaboration with management team, identify training needs for the staff and available funding.Process al l requests for staff training and facilities Ensure all training is monitored and recorded, for each staff member benefiting from training ensure a file containing the training request form , certificate is maintainedServe as the point of contact for all information regarding staff training and ensure dissemination of relevant information received from MD to all staff Duration of employment: form date of employment up to September 30, 2021 with high possibility of extension based on performance and availability of fund. Report to: Finance and Admin Head
