 Term of Reference (ToR) for Documentary Film Production  1. Overview of Documentary Film Ethiopia’s Ministry of Health (MOH) in collaboration with partners  is organizing a national Digital Health Conference and Exhibition with the theme: ‘Accelerating Digital Health to Achieve Universal Health Coverage’ in September 2021. The conference aims to navigate and exhibit Ethiopia’s digital health evolution in digitizing health information management systems towards ensuring accessibility and availability to quality health data. Ethiopia recorded impressive results in transforming its health information management system from paper-based HMIS to electronic HMIS;  from project-based proprietary systems to government owned, context-sensitive and sustainable systems; from the aggregate data management system to case-based and point-of-service systems; from stand alone and siloed systems to interoperability systems; from offline reporting to online (and real-time) reporting. MOH jointly with the DUP wants to document and share its digital health’s gains, constraints and future aspirations on the way to attaining universal health coverage. Accordingly, MOH with the DUP plans to hire a film production consultancy firm to prepare a documentary film that presents a transformation in Ethiopia's  health information management system and practice. The documentary film will state the health system challenges and how digital interventions are designed and implemented to address the challenges. 2. General Objective The overall objective of this consultancy is to closely work with the MOH team to conceptualize and produce high-quality and engaging documentary film that captures and tells the advent and evolution of Ethiopia’s digital health. 3. Expected Deliverables Fifteen to twenty minute documentary film with animation and infographics showcasing Ethiopia's gradual shift from paper-based HMIS all the way to electronic HMISCapturing  all videos Editing and post editing of videosN.B.  The documentary film will be produced in both Amharic and English languages. All productions need to be submitted in electronic format using flash disks.4. Timeframe The selected consultant is expected to produce the documentary film in August and September 2021 with the submission of the final work on 10 September 2021.  5. Responsibility of the MOH and DUPThe Ministry of Health (MOH) will avail all necessary documents and materials that will provide the appropriate contextual and technical information for the consultant. Furthermore, MOH will arrange relevant and knowledgeable resource persons in all selected Regional Health Bureaus (RHBs), Ministry of Health (MOH), and other relevant partners.In addition, MOH will provide agreed professional and other related fees and renunciations. Finally, MOH will review and approve all outputs of the consultant; and the consultant should be accommodative of the comments and suggestions of the Ministry of Health. Specifically:  Provide a clear creative brief and expected deliverables;Give technical guidance on the scope and content of the documentary;Provide proper direction and feedback during documentation activity; Effect payments upon completion of the documentation work.Provide transportation services6. Roles and Responsibilities of the Consultant Firm/sThe consultant firm/s will be expected to fully manage the planning and production of the video once the initial concepts have been approved by MOH. The consultant must be able to work independently with minimal day-to-day support from MOh. The consultant will be responsible for arranging travel and accommodations.  The consultant will develop and submit a detailed work plan that indicates a proposed timeline of activities, including when the consultant intends to start and complete the work. Along with the work plan, the consultant firm/s is/are expected to lodge a technical proposal explaining their approach to undertake the assignment.The desired qualities of the consultant firm are: Experience  in the industry of communication, media, public relation, film productionExperience in health sector communication; focusing primarily on health data management tools, systems, practicesHave renewed business license and credentials in accordance and compliance with laws and regulations.  Able to avail enough human resources and materials to effectively and successfully undertake the assignment with the agreed timeline, including all equipment and editing software.Deliver deliverables within agreed upon timeline;Request any resources from the client, as required.Take and include comments of  in the video and photo production work
