Job Description

Job Title: Accountability Officer

Grade: Level D Zone 2

Objective: Oxfam serves vulnerable populations in Gashamo, Gunagado Aware, Daror, Arrarso in Somali Region of Ethiopia. Oxfam implement programs in the areas of EFSVL, WASH (PHE, PHP), Water Trucking. Protection on this Emergency Response Programme. Oxfam is also providing cash based programming; This position will mainly assist the accountability officer in strengthening the accountability system in the organization especially in the community served far and remote areas lie Gashamo, including managing day to day accountability feedback that includes handling of complaints and compliments as received from a range of stakeholders such as beneficiaries; he/she will also support the other Oxfam projects.This position will lead and implement accountability principles and practices in the office and build the capacity of the team. The position will contribute for further development of mechanisms that allow communities to voice their opinions and feedback so as to help ensure that the program is appropriate, well-targeted, and meets the satisfaction of beneficiaries.

Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive
To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies

SPECIFIC ROLES AND RESPONSIBILITIES

Participating Woreda level GO/ NGO Meetings. Handling of a Woreda level telephone feedback from the community
Contacting beneficiaries and stakeholders to collect feedback on project activities.
Help with field data entry and management of database on complaints received and response
Timely feedback to program teams in the field on complaints and concerns raised by communities / Woreda administrators on project activities.
Maintenance of an effective record and filing system for all complaints solved and pending issues including correspondences and other related documents for quick and easy reference.
Send recommendations and practical procedures for reviewing and resolving complaints to the M&E officer based at Degahbur
Communicate and disseminate procedures, policies and tools as appropriate to beneficiaries, project staff and other stakeholders.
Field visit to support project teams on beneficiary accountability and learning systems.
Communicate AM/PM on timely distribution and field level material stocks and utilization.
Perform other duties as will be assigned.
Working closely with appeal committees and flow up the compliance

Job Requirements

Job Requirements

Qualification, Experience and Technical Skill

BA/Bs.c Degree in management Economics, Statistics or another related social field.
At least 3 years of relevant work experience with community.


TECHNICAL AND OTHER SKILLS

Experience of working effectively within international agency;
Excellent coordination and communication skills
Good understanding of the sustainable livelihoods WASH approach and related issues;
Prior experience training/accompanying/learning in the field.
Experience leading strategy development and implementation monitoring in collaboration with staff
Proven ability to synthesise and distil information from a variety of sources, to draw lessons from project documentation and to summaries complex information accurately and
