INTERNAL/EXTERNAL VACANCY ANNOUNCEMENT Advisor-Emergency WASH Technical      CARE Ethiopia’s mission is to work with poor women and men, boys and girls, communities and institutions, to have a significant impact on the underlying causes of poverty in Ethiopia.   Date: January 10, 2018 Vacancy No.  129/17 Salary= USD 1564  No of positions; 1 (one) Type of Employment- Regular  Duty base: Addis Ababa  Dead Line: 10 days from the date of advertisement    Objectives: The Emergency WASH Technical Advisor is a key staff member of the Emergency Unit. The purpose of the WASH Technical Advisor is to plan, develop and guide the implementation of CARE Ethiopia’s Emergency AWD response and WASH strategy in emergencies. Her/his primary responsibilities will include the following: preparation of project proposals for all emergency WASH projects; high-level managerial oversight of all WASH and AWD-related projects in CARE Ethiopia Field Offices (FOs), including oversight of workplans, program quality indicators and budgets to ensure appropriate burn-rates/expenditure; ensure project reports of acceptable quality are submitted in a timely manner; and to assist the Emergency Program Manager/Addis in ensuring that all donor and government contract conditions are met   Responsibilities and Tasks      Emergency WASH Project Management Ø  Provide technical and managerial oversight and guidance to Field Office (FO) staff in regards to management of all WASH and AWD-related projects. Ø  Assess and identify technical assistance needs in regards to technical skills, supervision support, etc., for new and existing WASH and AWD-related projects. Ø  Design and develop new WASH project proposals, concept papers, related budgets, and monitoring and evaluation guidelines - referring to appropriate resource materials, protocols and guidance from both national and international sources. Ø  Provide technical support for all WASH and AWD-related project needs of CARE Ethiopia (WASH Surveys, Rapid Assessment, Baseline Surveys, etc). Ø  Participate in the design, review and updating of FO Detailed Implementation Plans and field activities for WASH and AWD-related projects.     Monitoring and Reporting Ø  Ensure that Field Office detailed implementation plans (DIPs) and EPMTs incorporate existing commitments to donors and government,  and address the Country Office’s Strategic Plans’s vision and program goals.  Ø  Regularly monitor WASH and AWD-related project activities against existing workplans and EPMTs to ensure effective and efficient implementation; identify any weaknesses and elaborate corrective action plans as needed. Ø  Ensure that FOs submit quality donor and government reports in a timely manner.   Preparation and Monitoring of Budgets Ø  Assist Field Office staff with preparation of budgets according to donor fiscal year requirements while taking into account past burn-rate performance to ensure realistic and feasible budgeting. Ø  Ensure that Detailed Implementation Plans (DIPs) accurately reflect the relevant budgets. Ø  Monitor burn-rates and expenditures against approved budgets, and advise the Emergency Program Manager/Addis of any issues requiring attention or follow-up. Ø  In collaboration with the Emergency Finance Manager and FO Emergency Project Managers, coordinate and oversee emergency WASH and AWD-related project budgets, ensuring that project expenditure rates are aligned and consistent with project budgets. . Compliance, networking and representation Ø  Ensure familiarity with all WASH and AWD-related contracts and agreements with donors, sub-grantees and contractors. Ø  Ensure that FO Project Managers implementing WASH projects follow donor guidelines and CARE policies and procedures. Ø  Coordinate with other WASH partners to ensure harmonization of approaches, e.g. WASH Survey, Rapid Assessment, Baseline Survey, monitoring activities, etc.   Learning Ø Keeps current with developments related to Emergency WASH and AWD, including best practices (both within the country and internationally), and engage in personal development and learning on an ongoing basis. Ø Ensure that knowledge and learning is shared with all CARE staff as well as partners and other stakeholders.   Audit Follow-up Ø  Coordinate with FO Project Managers and Emergency Program Manager/Addis to prepare responses to internal and external audit findings within the stipulated time frame. Ø  Notify the Emergency Program Manager/Addis of significant audit findings and develop action plans to address findings with the relevant FO in a timely manner.
