Terms of Reference (TOR) The Ethiopia Data Use Partnership (DUP) is a collaborative endeavor of the Ethiopian Federal Ministry of Health (FMOH) to strengthen the country’s health information system.  It is a “project” with an aim to improve the collection and use of high-quality routine information in the health sector in Ethiopia; contributing to improved quality, efficiency, and availability of primary health and nutrition services at all levels. DUP is also an “engagement platform” where the FMOH; the JSI-led consortium of partner organizations interacts regularly to help improve the quality and use of health data in Ethiopia 1.    Background In the last five years (2015 to 2020), the Ethiopian Ministry of Health (MOH) has been implementing the Health Sector Transformation Plan (HSTP) – a five-year strategic document that aims to transform the country’s health data management system and practice. For a comprehensive and smooth implementation, HSTP was categorized into four separate, yet interlinking agendas: Woreda Transformation; Information Revolution (IR); Transformation in Equity and Quality of Health Care; and Producing a Caring, Respectful, and Compassionate Health Workforce. The IR is at the foundation of the initiative, as its successful implementation accelerates the success of other HSTP agendas. The provision and availability of quality health data play a significant role in enhancing the quality of healthcare services. Using up-to-date information and communication technologies (ICTs), the IR targets transforming and overhauling the system of how health data is collected, analyzed and disseminated with the intent of establishing a contemporary health management information system (HMIS). Its other connected primary objective is to cultivate and reinforce an information culture that values and regularly uses data for decision-making.   The Ethiopia Data Use Partnership (DUP), the MOH’s consortium platform led by JSI Research & Training Institute, Inc. (JSI), is tasked to support the IR’s implementation and coordination of partners and collaboration of IR endeavors. DUP aims to improve the collection and use of high-quality routine information in the health sector, leading to better quality, efficiency, and availability of primary health and nutrition services at all levels of the health system. Leveraging the synergy of partnerships, the DUP is also an engagement platform for implementing partners and donors, spearheaded by the Bill & Melinda Gates Foundation. It strives to provide effective technical and financial support while galvanizing additional commitments to strengthen the national health information system. As the conclusion of the five-year implementation draws near, DUP plans to prepare and disseminate a short documentary video, short videos, and other visuals that showcase the IR’s progresses, successes, and challenges. The objective is to capture, articulate, and celebrate best practices and accomplishments while drawing lessons to be used as input for the next strategic health plans and programs. Towards the realization of this objective, DUP seeks to hire a capable consultant firm/s to undertake the production and completion of content for dissemination. Therefore, this is Terms of Reference (TOR) details the scope of work, roles and responsibilities, and deliverables of the consultant firm/s who is/are expected to deliver the accomplished worked. 2.    The objective of the Consultancy The overall objective of this consultancy is to closely work with the DUP and MOH team to conceptualize and produce high-quality and engaging multimedia, including a short documentary film, three short infographic video clips, and other visuals, that tells the story of the IR and capture its progress, successes, and lessons to help inform the global community, Ethiopians and health policymakers who would use it to inform the next strategic health plans and programs. 3.    Scope of the Consultancy Short Documentary Under the guidance of DUP, the consultant will co-conceptualize the development of a story outline that captures and illustrates the general implementation progresses and successes of the IR in Addis Ababa and Oromia’s Finfinnee Zuria Special Zone. Upon approval, the consultant will schedule, shoot, and edit a short documentary film. The consultant firm/s will travel to conduct interviews and shoot footage with relevant and knowledgeable professionals at the selected regional and federal levels. In consultation with DUP’s Senior Learning and Knowledge Management Specialist, the consultant will develop interview questions for interviewees. Short infographic videos The consultant, in consultation with DUP, will also develop outlines for three short infographic videos that focus on District Health Information Software 2 (DHIS2), electronic Community Health Information System (eCHIS), and Performance Monitoring Team (PMT) functionalities, based on the data to be provided nationally from the Ministry of Health (MOH). The consultant will produce and edit the three videos. This work will primarily be based in Addis Ababa. 4.    Roles and Responsibilities of the Consultant Firm/s The consultant firm/s will be expected to fully manage the complete planning and production of the video once the initial concepts have been approved by DUP. The consultant must be able to work independently with minimal day-to-day support from DUP. The consultant will be responsible for arranging travel and accommodations.   The consultant will develop and submit a detailed work plan that indicates a proposed timeline of activities, including when the consultant intends to start and complete the work. Along with the work plan, the consultant firm/s is/are expected to lodge a technical proposal explaining their approach to undertake the assignment. The desired qualities of the consultant firm are: ·         Experience  in the industry of communication, media, public relation, film production ·         Experience in health sector communication; focusing primarily on health data management tools, systems, practices ·         Have renewed business license and credentials in accordance and compliance with laws and regulations.   ·         Able to avail enough human resources and materials to effectively and successfully undertake the assignment with the agreed timeline, including all equipment and editing software. 5.    Expected Deliverables The consultant will deliver: 1.     One documentary film that focuses on Information Revolution (IR) implementation processes, progresses, and successes; not more than 20 minutes in length 2.     A short video for priming District Health Information Software (DHIS2) implementation processes, progresses, and successes; three to five minutes in length 3.     A short video, focusing on electronic Community Health Information System (eCHIS) implementation processes, progress, and successes; three to five minutes in length 4.     A batch of diverse high-quality photos that showcase IR activities and accomplishments in the different regions visited for this assignment; a minimum of 20 and a shot list can be provided. Nota Bene (N.B.): The documentary film will be narrated in Amharic with English subtitles while both infographic video clips will be voice narrated in English with Amharic subtitles. 6.    Timeline The tentative deadline for all deliverables must be finalized and completed by October 20, 2020. 7.    Role of DUP and MOH DUP and MOH will avail all necessary documents and materials that will provide the appropriate contextual and technical information to the consultant. Furthermore, DUP will arrange relevant and knowledgeable resource persons in all selected Regional Health Bureaus (RHBs), Ministry of Health (MOH), Data Use Partnership (DUP), and other relevant partners. In addition, DUP will provide agreed professional and other related fees and renunciations. Finally, MOH and DUP will review and approve all outputs of the consultant; and the consultant should be accommodative of the comments and suggestions of the Ministry of Health
