Position Title: BRE- EARLY WARNING ADVISOR   Location : Addis Ababa, with travel to the field   Number of Positions: One [Describe overview of job missioProgram / Department Summary: Mercy Corps plans to engage in a DFID-funded, three-year program, Building Resilience in Ethiopia (BRE), whose main objective is to support the Ethiopian government’s capacity to “lead and deliver an effective, more self-financed and accountable response to climate and humanitarian shocks.”  The end of the program, the program is expected to support the GoE in improved capacities to prepare financially for humanitarian disasters, successfully coordinate and deliver effective and accountable humanitarian response, and achieve improved monitoring and evidence generation on effective humanitarian programming in the country.  The program begins with an Inception Phase during which the team will develop detailed work plans in agreement with the GoE, and analyses in value for money, political economy, terrorism funding risks, Do No Harm, and humanitarian programming overall. General Position Summary   The Early Warning Advisor (EWA) is a cross-cutting position which will provide guidance to the overall project in supporting the government to strengthen its early warning mechanisms, from information collection, analysis, dissemination to guiding decision-making processes at all administrative levels.     The EWA has a solid understanding of the current status of and national vision for the country’s early warning mechanisms, challenges and constraints, processes for analyses and data-driven decision-making; the EW Advisor also has a strong understanding of the importance of accurate and sufficient data and capacities for analysis and action in driving the resilience agenda. General Position Summary   The Early Warning Advisor (EWA) is a cross-cutting position which will provide guidance to the overall project in supporting the government to strengthen its early warning mechanisms, from information collection, analysis, dissemination to guiding decision-making processes at all administrative levels.     The EWA has a solid understanding of the current status of and national vision for the country’s early warning mechanisms, challenges and constraints, processes for analyses and data-driven decision-making; the EW Advisor also has a strong understanding of the importance of accurate and sufficient data and capacities for analysis and action in driving the resilience agenda. Based in Addis Ababa, he/she will work closely with the government, in particular with the National Disaster Risk Management Commission (NDRMC) and key agencies involved in humanitarian affairs, to support improved information sharing at all levels for decision-making.  This position requires key skills in early warning information management, partnership building and external relations.   ESSENTIAL JOB COMPETENCIES: TECHNICAL ADVISORY ·         Lead planning and delivery of all components of the BRE program that focus on early warning, including, but not limited to: improved collection, analysis and dissemination of data; coordination of data provision with effective decision-making on appropriate humanitarian response; communications on importance of effective and sufficient utilization of data for making the right decisions, at the right time, by the right parties, for improved resilience; development of results measurement framework ·         Coordinate with related government bodies, in particular the NDRMC and related line agencies involved in disaster risk reduction and humanitarian response, on issues related to developing or strengthening early warning mechanism and its uptake ·         Support the development of monitoring and evaluation tools to asses impact of the program, and impact of the overall humanitarian space.
