    Communications, Documentation and Branding Specialist for DFSA

    Purpose of the position:
    The Communications, documentation and Branding specialist will assist with the development and implementation of the preparation of communications documents, communication protocols, design of different information and communication materials and promotion of DFSA activities, documentation of stories, publication of products, and branding of the DFSA products and more. The incumbent is also responsible for coordinating and managing internal and external communications tasks to increase visibility of the DFSA before the government, donors, and other key stakeholders.
     
    Major duties and Responsibilities




    ·         Leads the process of gathering different materials, such as developing story angle ideas and pictures. Contribute/pitch ideas on MIS system database regularly to promote the DFSA program within the partnership.




    ·         Work closely with National, Regional, and Woreda relevant teams to ensure that the DFSA Office maximizes for upcoming opportunities in a timely manner. Increase DFSA visibility within the partnership through different mediums, such us connection, periodic newsletter etc, initiating or accompanying field visits to show case impact of projects, formatting, packaging and submission of program initiatives for donor view in close collaboration with program as well as consortium members.




    ·         Produce high quality case stories, flyers, banners, other information and communication materials, annual Report and quarterly newsletter in a timely manner to increase engagement of donors and partners and maximize visibility.




    ·         Set annual target for marketable products by proactively engaging and liaising with all relevant technical team to produce shelf of innovative saleable communications materials for potential marketing opportunities.




    ·         Establish and maintain positive relationships within implementing partners and learning partners and variety of partners, stakeholders, etc, identify and participate in informal discussions and establish communications platform.




    ·         Develop and proactively avail information of relevant opportunities, Proactively set target for strategic donor/partner engagement -  take initiatives to engage and promote key salable strategic focuses areas, Organizing events and forums to proactively expose donors and partners to WVE’s work and stories of changes that are evidence based. Coordinate promotional activities to position DFSA/WV as a leader within the development space,




    ·         Serve as internal resource person in providing training to all relevant staff of the organization in Department’s strategic focus areas, policies, guidelines, standards and processes. Provide technical supports to ensure the department’s policies, guidelines, standards are consistently implemented across the DFSA HO, Regional offices and Woreda offices. As required oversee the translation of communication materials to local languages.




    ·         Coordinate communications champions initiative, identify opportunities for strategic partnership to facilitate communications efforts and maintain relationship with the same, promote major strategy developments so staff become more involved in the change process, attracts all sectors of staff and promotes a new way of engaging with the organization within a regional as well as global partnership. 




    ·         Strengthen WVE role as development partner and thought leader within advocacy and communications effort in-country in close collaboration with programs as well as external partners,
    ·         Coordinate media relations to identify opportunities, priority events and platform to reach target audience and influencers, undertakes activities to promote media coverage of priority issues/events proactively, produce/oversees production of specific information communications products such us press kit, press release, feature articles, brochures. Conducts media monitoring on both national and international sources to collect relevant information, scanning the macro-environment regularly (Country situation analysis, audience analysis) and produce periodic report for the SLT.




    ·         Work with Knowledge management specialist to organize learning forums and produce different publications as required, facilitate knowledge building and sharing, support the development of DFSA Intranet page, establish systems for the appropriate and effective flows of relevant information to and from WV/CARE/ORDA staff as required, Lead the development and production of high quality quarterly newsletter and monthly update.    




    ·         Organize different events to ensure adequate attention for (and mainstreaming of) cross cutting issues in the national office like gender, Institutional capacity Building, environmental complaince and others, provide technical support in producing different IEC/BCC materials





     
    Job Requirements

     Qualifications:  Education/Knowledge/Technical Skills and Experience
    The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:


    Mandatory Expertise and Experience




    University degree, MA – Journalism, communications, graphic design or related fields 


    Broader program experience in NGO/development organizations


    Excellent interpersonal, writing, and oral presentation skills for journals, newsletter, case stories and best practices documents in English is required


    Experience in producing different documentation with graphic design (this is a necessary skills)


    Proficient computer skills in Adobe Photoshop/InDesign (in addition to basic computer skills) and ability to lean new software package


     


    Other Relevant Expertise and Experience




    Good photography skills


    Good organization, prioritization, and time management skills.


    Good exposure in donor relations and overall networking and management skills


    Demonstrated ability to work independently in own field of specialization


    Six years’ experience working with NGOs sector in similar field


    Problem solving ability


    Flexibility to travel as required.


    Perform other duties related to the job as required.


    Given the program operates in 6 woredas of Oromia, the ability to communicate in Afan Oromo is an added advantage.

    Support on technical aspects of project implementation (water harvesting, irrigation, soil and water management);


    Support the local communities for the implementation of land rehabilitation measures;

    Assist with external support on technical matters of the pilot measures in the field of natural resource management;


    Support the development of technical training contents and materials based on experiences of participatory approaches and pilot measures;


    Perform any other tasks as required by the management.

    Background:
    LWF Ethiopia implements various humanitarian and development projects in Fafen zone of Somali Region and Eastern Hararghe Zone in Oromia Region.  Starting from 2007 and 2008 LWF has been assisting Somali refugees hosted in Awbarre, Shedder and Kebribeya refugee camps in Somali region. LWF’s main areas of intervention in those refugee camps are water provision and livelihoods assistance. LWF Ethiopia has a full-fledged project office and project team to implement this project.
    In Fafen zone, LWF Ethiopia implements food security and livelihoods project. LWF Ethiopia also implements other short emergency response projects as the need arises. The food security and livelihoods project is a 3 years’ project.  In Gursum woreda, LWF Ethiopia implements food security & livelihoods and women empowerment projects. The project is managed by the project team led by a team leader. The project office is in Gursum Woreda.  To effectively coordinate and manage these various projects LWF Ethiopia is setting up a regional coordination office in Jijiga town. Among other staff the regional coordination office will have a regional PMER officer who will be responsible for coordinating and leading planning, monitoring, evaluation and reporting of projects implemented under the regional coordination office.
    The Regional PMER officer will work under direct supervision of the Eastern Ethiopia Regional Coordinator. The Regional PMER Officer is responsible for the overall planning, monitoring, evaluation and reporting of projects under the regional coordination office. The Regional PMER Officer will work closely with the projects team in ensuring proper planning of projects, development and execution of M&E plans and timely and quality report submission to the country office in Addis Ababa. As the regional coordination office is a new set up the regional PMER officer is expected to design an M&E system. As such the regional PMER officer should be well experienced and equipped with the required knowledge and skill to set up the regional M&E system from scratch.
    Key tasks and responsibilities

    Design a robust M&E system for data collection, analysis and reporting, including: reviewing log frame and indicators, developing M&E and data collection plans
    Actively involve and support projects’ design
    Design Terms of References for baseline, mid-term and final evaluations based on available data, donor and LWF requirements and actively engage in and facilitate the execution of these.
    Provide technical guidance to project teams with planning the design and implementation of baseline/midline and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of program progress
    Build the capacity of the project teams under the regional coordination office in the area of M&E. Work closely with the project field team to ensure all team members are aware of, feel ownership, and take responsibility over the M&E goals, requirements and tools. Support and follow the direct involvement of all team members in the implementation of the M&E system.
    Organize and lead knowledge and learning events/workshops as required/agreed including bi-annual and annual review meetings
    Write human interest stories and share regularly with LWF World Service Ethiopia Head Office and donors as required
    In collaboration with the field team, identify the key learning agenda for the project, setup a learning and knowledge sharing plan, including agreeing and implementing a methodology for identifying and documenting learning.
    Compiling and preparing quarterly, bi-annual, annual and other needs based program / project progress report
    Support the project teams in effectively rolling out LWF World Service Ethiopia accountability framework mainly complains handling mechanism, participation and information sharing
    Ensure that literature reviews, secondary data analysis and synthesis for proposals are disseminated as appropriate

    Job Requirements

    Qualification and Experience:

    Bachelors and/or Masters from a recognized university/college in statistics, economics or any other social sciences that can bring added value to the position
    Relevant PMER experience of at least 5 years preferably in an international NGO
    Experience in working with various donors and familiarity to donor requirements (e.g. BPRM, ECHO, UN agencies, SIDA, GAC)
    Experience in food security, livelihoods, WASH and Women empowerment preferred
    Creative and able to work with limited resources
    Ability to work independently with minimal or no supervision
    Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.
