    Health Commodity Logistics Advisor
     




    Job Position Summary:
    The Health Commodity Logistics Advisor is responsible to help ensure commodity security in their region through technical support for the implementation of the Integrated Pharmaceutical Logistics System (IPLS). The HCLA actively collaborates with PFSA, RHBs, other MOH levels, and partners to strengthen IPLS, and HCMIS, and for commodity security work focused on family planning, maternal and child health, malaria and HIV commodities including, resource mobilization, and the collection and reporting of quality logistics data for commodity decision-making (resupply and forecasting).  The HCLA is also involved in technical assistance, supportive supervision, and monitoring and evaluation in the regions for selected logistics and CS indicators with a focus on data quality, visibility and sustainability of both automated and paper systems. The HCLA may also support vaccine supply chain transition and EPI supply chain management. He/she will serve as a member of any TWG for IPLS and CS.
    Specific Duties and Responsibilities:
    Specific responsibilities will include, but not be limited to, the following:

    Provide regular supportive supervision to health facilities for IPLS and HCMIS.
    Support IPLS supportive supervision with partner staff (PFSA, RHB, zonal and woreda).
    Provide on-the-job training for IPLS as part of supportive supervision.
    Provide support to malaria and vaccine supply chain transition & information systems including participation in TWGs as needed
    Actively participate in the establishment/strengthening/ of regional commodity networks and PFSA ‘Hub’ Technical Working Groups, with an emphasis on commodity security and an effective LMIS, data quality and visibility
    Provide support to the Health Post Resupply program
    Support their assigned PFSA hub in IPLS implementation
    Provide basic problem solving support to HCMIS facility store managers in close consultation with the HCMIS team and FIT.
    Investigate reported stock-outs and stock imbalances, and take immediate action to remedy the situation, in conjunction with PFSA, RHBs, ZHDs, WoHOs and partners.
    Assist PFSA hubs, RHBs, Zones, Woreda and HFs to use logistics data for decision-making, focusing on regular resupply and forecasting.
    Help coordinate and attend relevant TWG meetings at the regional, zonal and woreda levels
    Provide regular written and verbal reports and updates, by email and in person, to Regional Manager and Addis office, on planned and actual activities, site visits, progress, constraints, and related issues (at least monthly).
    Complete and submit the integrated database to the Addis office within three days of field trip
    Complete travel advance requests and expense reports in a timely manner; manage funds for workshops according to JSI policies
    Perform other tasks, duties, and responsibilities as may be assigned from time to time.

    Job Requirements

    Qualifications, Education and Experience:
    Applicants for this position should possess the following qualifications:

    Degree in Pharmacy, supply chain management or other public health discipline.
    3-5 years’ experience working  with in health system, and health care supply chain in Ethiopia : IPLS training desired
    Experience in providing supportive supervision   O-J-T and training  to public health facility staff is preferred
    Experience working with USAID-funded projects
    Proven ability to participate in planning, implementation of project activities and work independently.

    Skills:

    Strong Interpersonal skills and team player with proven technical and negotiation skills and willingness to work in diverse Geographic and cultural environment.
    Problem solving and action planning  
    Excellent written and verbal English and fluent in Amharic
    Ability to prepare and present technical documents, and proposals.
    Proficiency in common computer packages (e.g. Word, PowerPoint, Excel)
    Able to travel up to 60% of his/her time in in the field to support health facilities.

    Job Summary of Responsibilities: 
    The primary role of the Field IT Advisor is to provide direct system and IT related support and guidance for HCMIS implementation at hospitals and health centers. The Advisor is expected to understand, communicate, train, and coach implementation of HCMIS in hospital and health centers. The primary outcomes of his/her work shall include progress on the implementation of the system, facility’s ability to use the system effectively and efficiently with minimal assistance, and the proper functioning of the system. He/she will coordinate with HCLAs and Regional Managers in the vicinity.
    Specific Duties:

    Provide IT field support to facilities in intensive and mature phases of HCMIS implementation.  This includes delivery and donation of PCs and accessories using the appropriate donation form, configuration and installation of the software and applications, entering inventory, on site TA, installation and testing updates.
    Conduct supportive supervision visits to HCMIS sites as per the cluster plan to provide on job training and solve encountered IT related problems.
    Train, coach, monitor, and capacitate Health Informatics Technicians (HITs) on HCMIS technical support as part of HCMIS sustainability strategy.
    Prepare and submit weekly activity schedules to his/her immediate supervisor and copy other relevant project staff.
    Send timely activity reports (monthly and weekly) of activities using the standard reporting tool.
    Work to proactively prevent any software related problems and provide timely response to emergency user requests. Field IT support is expected to be on call beyond normal office hours and at weekends.
    Identify and report bugs, problems, issues, requests for improvements to HCMIS Manager and other IT support staff.
    Support and assist facility staffs to take backup of recent databases.
    Monitor HCMIS data quality regularly and consistently to ensure usability of the data for decision making.
    Work and coordinate with the respective HCLAs and Regional Managers to use resources efficiently and to jointly solve outstanding challenges encountered.
    Prepares his/her expense reports and settles advances in a timely manner
    Develop good and professional working relationship with the store manager, pharmacy staff and facility staff.
    Able to do demonstrations on HCMIS whenever needed.
    Perform other tasks, duties, and responsibilities as may be assigned from time to time.

    Job Requirements

    Education and Experience:

    Bachelor Degree in IT, Computer Science, or related field desired
    Two or more years of relevant and practical experience in the area. Experience and knowledge in pharmaceutical logistics is a plus.
    Experience with stand-up training and on-the-job training
    Previous work experience with John Snow, Inc., desirable.

    Skills:

    Strong representational and interpersonal skills.
    Excellent written and verbal English, and proficiency in Amharic and Oromiffa.
    Ability to communicate and transfer knowledge
    Demonstrated written and verbal communication skills,
    Attention to detail, assertiveness, and commitment to results,
    Ability to work independently and manage time efficiently

    BACKGROUND: The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency reports to the Minister of Agriculture and Livestock Resources and is Secretary to the Agricultural Transformation Council.     POSITION SUMMARY: The Senior Manager will create and lead a Project Management Center of Excellence (CoE) within the ATA and the Ethiopian agricultural sector to catalyze successful execution of the projects in the Agricultural Transformation Agenda. The CoE will support Project Leaders and their teams and build their execution capacity to ensure that the Agricultural Transformation Agenda projects are delivered on time, on budget and with the targeted results. This execution capacity has been identified as a major bottleneck to the transformation of Ethiopia’s agriculture sector, and the person in this role will be on the front lines of creating national change affecting millions of smallholder farmers. This position will report directly to the Director of the Program & Project Management (PPM) team. In addition the CoE, the PPM team is tasked with running a national-level PMO to coordinate actions of the ATA and many national, regional and local partners to execute new Priority Initiatives over the next few years, including eliminating wheat imports and increasing food security through dramatically increasing maize production. As part of the Strategic Services department, the Senior Manager will work closely with the Performance Management (planning, reporting & evaluation) and Analytics teams and the Delivery Unit at the Ministry of Agriculture and Livestock Resources. The position will be based in Addis Ababa, Ethiopia. The terms of employment for this position may be done and governed by World Food Programme (WFP) and managed in accordance with the internal framework of the WFP, which provides employment contracting and related services to the ATA.     REQUIRED QUALIFICATIONS: • Master’s degree in business, economics, engineering or other relevant field preferred, Bachelor’s required. Professional certification in Project Management preferred • At least 8 years’ relevant professional experience with a Master’s degree, or 10 years with a Bachelor’s degree, in the direct management of large, complex, long-term projects in the private sector or in international development, including responsibility for people management, goalsetting, budgeting, work planning, meeting targets, and capacity building • Experience working in developing countries is highly preferred. • Highly structured thinker and communicator – you can quickly and clearly envision and explain a system that makes people’s jobs easier. • Demonstrated ability to build relationships and influence people without authority – you get things done even when people don’t report to you and have different priorities. • Good judgement and decisiveness in choosing among competing priorities – you can wisely lead your team in a rapidly changing environment with limited information. • Passion and talent for training, coaching, and capacity building – you share your learnings with others in a way that fits their needs, and enjoy the growth and success of others. • Highly adaptive and resourceful problem solver in rapidly changing environments – you enjoy the challenge of rapid invention and iteration and come up with surprisingly practical solutions. • Energized by a fast-moving environment with an emphasis on high performance, accountability and results - you have a drive for excellence and enjoy being around others with the same drive • Strong set of personal values, including integrity, honesty and desire to be of service – this is your bedrock when all else is uncertain. • Fluency in English is required.

POSITION SUMMARY: The Senior Manager will create and lead a Project Management Center of Excellence (CoE) within the ATA and the Ethiopian agricultural sector to catalyze successful execution of the projects in the Agricultural Transformation Agenda. The CoE will support Project Leaders and their teams and build their execution capacity to ensure that the Agricultural Transformation Agenda projects are delivered on time, on budget and with the targeted results. This execution capacity has been identified as a major bottleneck to the transformation of Ethiopia’s agriculture sector, and the person in this role will be on the front lines of creating national change affecting millions of smallholder farmers. This position will report directly to the Director of the Program & Project Management (PPM) team. In addition the CoE, the PPM team is tasked with running a national-level PMO to coordinate actions of the ATA and many national, regional and local partners to execute new Priority Initiatives over the next few years, including eliminating wheat imports and increasing food security through dramatically increasing maize production. As part of the Strategic Services department, the Senior Manager will work closely with the Performance Management (planning, reporting & evaluation) and Analytics teams and the Delivery Unit at the Ministry of Agriculture and Livestock Resources.
